		<section id="H18CC683B1A2B44479477EB0331F23535" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Efficient Export Promotion to Help
			 American Businesses Act of 2012</short-title></quote>.</text>
		</section><section id="H8599E40356FB4DFF9ED67ED5FB9EAD97"><enum>2.</enum><header>Improved
			 coordination of export promotion activities of Federal agencies</header><text display-inline="no-display-inline">Section 2312(b) of the Export Enhancement
			 Act of 1988 (relating to the Trade Promotion Coordinating Committee; 15 U.S.C.
			 4727(b)) is amended—</text>
			<paragraph id="H5A5031DCC68D4D8BA0EE1091AF8B11B1"><enum>(1)</enum><text>in paragraph (5),
			 by striking <quote>and</quote> after the semicolon;</text>
			</paragraph><paragraph id="H1734D99D6E174FEDBFEB41994867C8C3"><enum>(2)</enum><text>by redesignating
			 paragraph (6) as paragraph (7); and</text>
			</paragraph><paragraph id="H2436E66CD3C6419A98EE2BB37F15F811"><enum>(3)</enum><text>by inserting after
			 paragraph (5) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HDBCB0397F02447CC80F7D871D188629F" style="OLC">
					<paragraph id="H76F93A1619C84366A8C5D1A5A7CEAC2E"><enum>(6)</enum><text display-inline="yes-display-inline">in making assessments under paragraph
				(5)—</text>
						<subparagraph id="H83CCFD2EC7CC40EA98E959ABEB870D0E"><enum>(A)</enum><text>review the
				proposed annual budget of each agency described in paragraph (5) before the
				agency submits the budget to the Office of Management and Budget and the
				President for inclusion in the budget of the United States submitted to
				Congress under section 1105(a) of title 31, United States Code, to ensure each
				agency coordinates with the other agencies described in paragraph (5) on
				enforcement, promotion of foreign direct investment, performance outreach,
				centralization of information for exporters, and other duties described in
				paragraphs (1) through (5); and</text>
						</subparagraph><subparagraph id="H9842B4ECC85C4F0FBECDC249D1F084BD"><enum>(B)</enum><text>recommend the
				combining and simplification of programs and the termination of redundant
				programs and changes in funding to meet the strategic plan as described in its
				annual report to Congress under subsection (f);
				and</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H3A26958D4B7549CC90374AE1FE2B3A11"><enum>3.</enum><header>Improved
			 reporting on export promotion activities to assist United States
			 businesses</header><text display-inline="no-display-inline">Section 2312(f) of
			 the Export Enhancement Act of 1988 (relating to the Trade Promotion
			 Coordinating Committee; 15 U.S.C. 4727(f)) is amended—</text>
			<paragraph id="HA245DFFDF876445D803121C465109461"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>Committee on International
			 Relations</quote> and inserting <quote>Committee on Foreign Affairs</quote>;</text>
			</paragraph><paragraph id="H2DF1FE7A6E8D486CA847D8FF9F20A1B7"><enum>(2)</enum><text>in paragraph (1),
			 by striking <quote>and</quote> after the semicolon;</text>
			</paragraph><paragraph id="H42CE2E29E2394593AE9ACCBBA4A82EE9"><enum>(3)</enum><text>in paragraph (2),
			 by striking the period at the end and inserting a semicolon;</text>
			</paragraph><paragraph id="H81A07E4CCACA49B5AB4E6E36889C22DF"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB25FB6D836EA442281463511303AD894" style="OLC">
					<paragraph id="H918DEE1AD00B4E2683BD0D934D5D1247"><enum>(3)</enum><text display-inline="yes-display-inline">an analysis of efforts of the TPCC and each
				agency described in subsection (b)(5) compared to export promotion efforts of
				other countries with the largest export volumes, as well as countries with the
				fastest-growing export volumes, and countries with effective export promotion
				programs, including actions taken in the prior year taken to compete more
				effectively;</text>
					</paragraph><paragraph id="HE956C60A3B9A4179A6566280AFBC5EA8"><enum>(4)</enum><text>an analysis of
				factors that inhibit exports by each State and region of the United States,
				including actions taken to address such factors;</text>
					</paragraph><paragraph commented="no" id="H4CB651F7D2BF4370926E5317D33C25C4"><enum>(5)</enum><text>a description of
				industry areas for strategic growth and changes to exports that represent
				strategic threats to the overall security of the United States; and</text>
					</paragraph><paragraph id="H79FB6B9D3E9749AAAC0CB09EFA68E4D0"><enum>(6)</enum><text>a prioritized list
				of legislative recommendations that, if enacted, the TPCC believes would lead
				to an increase of exports and more efficient export promotion.</text>
					</paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H810373C73AD942AE9AC3DAE003ECD1D5"><enum>(5)</enum><text>by further adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H60A4C8771F684321B8353C540BBFD538" style="OLC">
					<quoted-block-continuation-text quoted-block-continuation-text-level="subsection">The
				report required under this subsection shall include the input and review by the
				business community before publication and be made available on the TPCC website
				and the Department of Commerce
				website.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H6BFFC97FC0E64084A6190FC9259F335A"><enum>4.</enum><header>Improving the
			 accuracy of import and export report data and other economic reports</header>
			<subsection id="H7E91958601B44915A1EC6AC955858831"><enum>(a)</enum><header>In
			 general</header><text>Paragraph (1) of section 6103(j) of the Internal Revenue
			 Code of 1986 is amended—</text>
				<paragraph id="HCD27273CC58440BD9DE0AA1AEFCB8E95"><enum>(1)</enum><text>in subparagraph
			 (B) by inserting <quote>sole proprietorships with gross receipts from a trade
			 or business of more than $750,000 for the taxable year, partnerships,
			 and</quote> before <quote>corporations</quote>, and</text>
				</paragraph><paragraph id="H04D4F4265288462B87F9D6FC94AC1364"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>Return information with respect to a sole
			 proprietorship disclosed under the preceding sentence shall be limited to
			 information related to the trade or business of the sole
			 proprietorship.</quote>.</text>
				</paragraph></subsection><subsection id="HE1286F7CACC54F2DB8B0C51A4DA9BB09"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to reports issued for 2011 and thereafter.</text>
