			 committees</header><text display-inline="yes-display-inline">The term
			 <quote>congressional intelligence committees</quote> means—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="H5A0F422AC29F42AF911D903E37F00EA6"><enum>(A)</enum><text display-inline="yes-display-inline">the Select Committee on Intelligence of the
			 Senate; and</text>

			 activities</header>
			<section id="HD1EA6ECE7C024A869DD9772E073EEFC3"><enum>101.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Funds are
			 hereby authorized to be appropriated for fiscal year 2013 for the conduct of
			 the intelligence and intelligence-related activities of the following elements
			 of the United States Government:</text>

			 Director of National Intelligence.</text>

				</paragraph></section><section id="H9A813B3D01EF40609F5D133A52E5EA7D"><enum>102.</enum><header>Classified
			 Schedule of Authorizations</header>
				<subsection id="HC70857E08601425285ADAA73B1F07DDF"><enum>(a)</enum><header>Specifications
			 of amounts and personnel levels</header><text display-inline="yes-display-inline">The amounts authorized to be appropriated
			 under section 101 and, subject to section 103, the authorized personnel
			 ceilings as of September 30, 2013, for the conduct of the intelligence
			 activities of the elements listed in paragraphs (1) through (16) of section
			 101, are those specified in the classified Schedule of Authorizations prepared
			 to accompany the bill H.R. 5743 of the One Hundred Twelfth Congress.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H8984558D352841818B08B14FA74B29D9"><enum>(b)</enum><header>Availability of
			 classified Schedule of Authorizations</header>
					<paragraph id="H6FD5A7B58CF84248B3ABE56849CBB86D"><enum>(1)</enum><header>Availability to
			 committees of Congress</header><text>The classified Schedule of Authorizations
			 referred to in subsection (a) shall be made available to the Committee on
			 Appropriations of the Senate, the Committee on Appropriations of the House of
			 Representatives, and to the President.</text>
					</paragraph><paragraph id="HCC639173C0784F439F4D4C3776E3D5BB"><enum>(2)</enum><header>Distribution by
			 the President</header><text>Subject to paragraph (3), the President shall
			 provide for suitable distribution of the classified Schedule of Authorizations,
			 or of appropriate portions of the Schedule, within the executive branch.</text>
					</paragraph><paragraph id="H29B9B75CEB7F4A169D3FBA31DD9E1895"><enum>(3)</enum><header>Limits on
			 disclosure</header><text>In carrying out paragraph (2), the President may
			 disclose only that budget-related information necessary to execute the
			 classified Schedule of Authorizations and shall not disclose the Schedule or
			 any portion of the Schedule publicly.</text>
					</paragraph></subsection></section><section id="HE769EF8D54F74328ADDC07582E82EBFE"><enum>103.</enum><header>Personnel
			 ceiling adjustments</header>
				<subsection id="HAEB9D1CFB0C345D6A5EB09C29541644D"><enum>(a)</enum><header>Authority for
			 increases</header><text display-inline="yes-display-inline">With the approval
			 of the Director of the Office of Management and Budget, the Director of
			 National Intelligence may authorize employment of civilian personnel in excess
			 of the number authorized for fiscal year 2013 by the classified Schedule of
			 Authorizations referred to in section 102(a) if the Director of National
			 Intelligence determines that such action is necessary to the performance of
			 important intelligence functions, except that the number of personnel employed
			 in excess of the number authorized under such section may not, for any element
			 of the intelligence community, exceed 3 percent of the number of civilian
			 personnel authorized under such Schedule for such element.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HE3DC6E97ACFD4D8E9538FBFE41CAAB40"><enum>(b)</enum><header display-inline="yes-display-inline">Authority for conversion of activities
			 performed by contract personnel</header>
					<paragraph id="H962DBDDFF24E41CB9520D53D4283B144"><enum>(1)</enum><header>In
			 general</header><text>In addition to the authority in subsection (a) and
			 subject to paragraph (2), if the head of an element of the intelligence
			 community makes a determination that activities currently being performed by
			 contract personnel should be performed by employees of such element, the
			 Director of National Intelligence, in order to reduce a comparable number of
			 contract personnel, may authorize for that purpose employment of additional
			 full-time equivalent personnel in such element equal to the number of full-time
			 equivalent contract personnel performing such activities.</text>
					</paragraph><paragraph id="H20A2EB1DC57845968C435B446909EB08"><enum>(2)</enum><header>Concurrence and
			 approval</header><text>The authority described in paragraph (1) may not be
			 exercised unless the Director of National Intelligence concurs with the
			 determination described in such paragraph.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H72FCDD03E7D349A9B206B6858CBE3400"><enum>(c)</enum><header>Notice to
			 congressional intelligence committees</header><text>The Director of National
			 Intelligence shall notify the congressional intelligence committees in writing
			 at least 15 days prior to each exercise of an authority described in subsection
			 (a).</text>
				</subsection></section><section display-inline="no-display-inline" id="H1C46F9B778ED48ACA475A80FA07AECF6" section-type="subsequent-section"><enum>104.</enum><header>Intelligence
			 Community Management Account</header>
				<subsection id="H8A84CF08BE7F49F79B72D0A75A4BEA4E"><enum>(a)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated for the Intelligence Community Management Account
			 of the Director of National Intelligence for fiscal year 2013 the sum of
			 $530,652,000. Within such amount, funds identified in the classified Schedule
			 of Authorizations referred to in section 102(a) for advanced research and
			 development shall remain available until September 30, 2014.</text>
				</subsection><subsection id="HA1734F78F2E4490E9D8347CD5AE6DA3D"><enum>(b)</enum><header>Authorized
			 personnel levels</header><text display-inline="yes-display-inline">The elements
			 within the Intelligence Community Management Account of the Director of
			 National Intelligence are authorized 831 full-time or full-time equivalent
			 personnel as of September 30, 2013. Personnel serving in such elements may be
			 permanent employees of the Office of the Director of National Intelligence or
			 personnel detailed from other elements of the United States Government.</text>
				</subsection><subsection id="HE96DF3A7621C4EADB86C3808892680AB"><enum>(c)</enum><header>Classified
			 authorizations</header>
					<paragraph id="H3CC50E706094434F8BADA6E5040F4CFD"><enum>(1)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">In addition to
			 amounts authorized to be appropriated for the Intelligence Community Management
			 Account by subsection (a), there are authorized to be appropriated for the
			 Community Management Account for fiscal year 2013 such additional amounts as
			 are specified in the classified Schedule of Authorizations referred to in
			 section 102(a). Such additional amounts for advanced research and development
			 shall remain available until September 30, 2014.</text>
					</paragraph><paragraph id="H9E20B553FF0D4EA580A6F1E66FE4621C"><enum>(2)</enum><header>Authorization of
			 personnel</header><text display-inline="yes-display-inline">In addition to the
			 personnel authorized by subsection (b) for elements of the Intelligence
			 Community Management Account as of September 30, 2013, there are authorized
			 such additional personnel for the Community Management Account as of that date
			 as are specified in the classified Schedule of Authorizations referred to in
			 section 102(a).</text>
					</paragraph></subsection></section></title><title id="H499ADC99D3F24955B1FFFC4EA14EA335"><enum>II</enum><header>Central
			 Intelligence Agency Retirement and Disability System</header>
			<section commented="no" display-inline="no-display-inline" id="H09FCD21DBED54066B3ECE3CDFC4A20B6" section-type="subsequent-section"><enum>201.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated for the Central Intelligence Agency Retirement
			 and Disability Fund for fiscal year 2013 the sum of $514,000,000.</text>
			</section></title><title id="H5F10099B9ACC483DB9DA1F9AB84A35E4"><enum>III</enum><header>General
			 provisions</header>
			<section id="H65A6DD5915034A33A51C9B8F5F5DFDEF"><enum>301.</enum><header>Increase in
			 employee compensation and benefits authorized by law</header><text display-inline="no-display-inline">Appropriations authorized by this Act for
			 salary, pay, retirement, and other benefits for Federal employees may be
			 increased by such additional or supplemental amounts as may be necessary for
			 increases in such compensation or benefits authorized by law.</text>
			</section><section id="H383C26483962477D9DB28F03CD312A3B"><enum>302.</enum><header>Restriction on
			 conduct of intelligence activities</header><text display-inline="no-display-inline">The authorization of appropriations by this
			 Act shall not be deemed to constitute authority for the conduct of any
			 intelligence activity which is not otherwise authorized by the Constitution or
			 the laws of the United States.</text>
			</section><section id="HB2DDACD1D64143A996E664FE40FCD0D8"><enum>303.</enum><header>Non-reimbursable
			 details</header><text display-inline="no-display-inline">Section 113A of the
			 National Security Act of 1947 (50 U.S.C. 404h–1) is amended—</text>
				<paragraph id="H44DFF8103C7E402C937756CC6430CDA6"><enum>(1)</enum><text>by striking
			 <quote>An officer or employee of the United States or member of the Armed
			 Forces</quote> and inserting <quote><header-in-text level="subsection" style="OLC"><enum-in-header>(a) </enum-in-header>Civilian
			 employees.—</header-in-text>An officer or employee of the United
			 States</quote>;</text>
				</paragraph><paragraph id="H8470E1987ECD45C49E9E2070DBBC0E52"><enum>(2)</enum><text>by striking the
			 second sentence; and</text>
				</paragraph><paragraph id="H44B32AD15407486E8B60769C76701985"><enum>(3)</enum><text>by adding at the
			 end the following new subsections:</text>
					<quoted-block display-inline="no-display-inline" id="HA244D21DB9D9494681A89C64ED91CC41" style="traditional">
						<subsection id="HBE4B307CE1EE4F06A8BBBCC6AA151CD9"><enum>(b)</enum><header>Members of the
				Armed Forces</header><text display-inline="yes-display-inline">A member of the
				Armed Forces may be detailed to the staff of an element of the intelligence
				community funded through the National Intelligence Program on a
				non-reimbursable basis, as jointly agreed to by the head of the receiving and
				detailing elements, for a period not to exceed three years.</text>
						</subsection><subsection id="H9916CABDCF024BCEAE0B6F2954287168"><enum>(c)</enum><header>No limitation on
				other authority</header><text>This section does not limit any other source of
				authority for or non-reimbursable details.</text>
						</subsection><subsection id="HE02BB1AFFCC94CA2ADD6F267481ED5B4"><enum>(d)</enum><header>No effect on
				appropriations</header><text>A non-reimbursable detail made under this section
				shall not be considered an augmentation of the appropriations of the element of
				the intelligence community receiving such
				detail.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H26BC4C89727344408D0C9882C1693251"><enum>304.</enum><header>Strategy for
			 security clearance reciprocity</header>
				<subsection id="H39E569F123AB4A38BFB51DFB2A4CD5E0"><enum>(a)</enum><header>Strategy</header><text>The
			 President shall develop a strategy and a timeline for carrying out the
			 requirements of section 3001(d) of the Intelligence Reform and Terrorism
			 Prevention Act of 2004 (50 U.S.C. 435b(d)). Such strategy and timeline shall
			 include—</text>
					<paragraph id="HF67C487D483A4DE78517281EDB1D5B7E"><enum>(1)</enum><text>a
			 process for accomplishing the reciprocity required under such section for a
			 security clearance issued by a department or agency of the Federal Government,
			 including reciprocity for security clearances that are issued to both persons
			 who are and who are not employees of the Federal Government; and</text>
					</paragraph><paragraph id="H1E390D5D5E434CC39590C82D96349339"><enum>(2)</enum><text>a
			 description of the specific circumstances under which a department or agency of
			 the Federal Government may not recognize a security clearance issued by another
			 department or agency of the Federal Government.</text>
					</paragraph></subsection><subsection id="H711434C79A6A41E1B3946380E72F91A3"><enum>(b)</enum><header>Congressional
			 notification</header><text>Not later than 180 days after the date of the
			 enactment of this Act, the President shall inform Congress of the strategy and
			 timeline developed under subsection (a).</text>
				</subsection></section><section id="H1B47A7CBB50C44339697D4DAEEB5EC13"><enum>305.</enum><header>Repeal or
			 modification of certain reporting requirements</header>
				<subsection id="HF0A15747BE7445EAA86B60C2893DCFF2"><enum>(a)</enum><header>Repeal of
			 reporting requirements</header>
					<paragraph id="H8CEAFA4792AC432284ED8E8C33A8B994"><enum>(1)</enum><header>Acquisition of
			 technology relating to weapons of mass destruction and advanced conventional
			 munitions</header><text>Section 721 of the Intelligence Authorization Act for
			 Fiscal Year 1997 (50 U.S.C. 2366) is repealed.</text>

			 Congress on the consideration of foreign languages and cultures in the
			 development of cyber tools by the intelligence community</header><text display-inline="no-display-inline">It is the sense of Congress that the head of
			 each element of the intelligence community should take into consideration
			 foreign languages and cultures during the development by such element of the
			 intelligence community of training, tools, and methodologies to protect the
			 networks of the United States against cyber attacks and intrusions from foreign
			 entities.</text>

			 to elements of the intelligence community</header>

			 the Inspector General for the Central Intelligence Agency</header><text display-inline="no-display-inline">Section 17(e)(7) of the Central Intelligence

			 actions as the Director considers necessary to increase the recruitment and
			 training of ethnic minorities as officers and employees of the Central

			 Matters</header>
			<section id="HEB392F9BF241420391C1397AFBF64A7B"><enum>501.</enum><header>Extension of
			 National Commission for the Review of the Research and Development Programs of
			 the United States Intelligence Community</header><text display-inline="no-display-inline">Section 1007 of the Intelligence
			 Authorization Act for Fiscal Year 2003 (Public Law 107–306; 50 U.S.C. 401 note)
			 is amended by striking <quote>Not later than one year after the date on which
			 all members of the Commission are appointed pursuant to section 701(a)(3) of
			 the Intelligence Authorization Act for Fiscal Year 2010</quote> and inserting
			 <quote>Not later than March 31, 2013</quote>.</text>
			</section><section id="H7EB42104EC564AEDA996F95CD710E00C"><enum>502.</enum><header>Sense of
			 Congress on the need for the intelligence community to protect civil liberties
			 of religious and ethnic minorities</header><text display-inline="no-display-inline">It is the sense of Congress that the
			 intelligence community should take all appropriate actions necessary to protect
			 the civil liberties of religious and ethnic minorities.</text>
			</section><section id="H50C01D06311643F3A60A19677A557148"><enum>503.</enum><header>Protecting the
			 information technology supply chain of the United States</header>
				<subsection id="H66E32AB8883A459EAC4EC4922AF20AA8"><enum>(a)</enum><header>Report</header><text>Not
			 later than 90 days after the date of the enactment of this Act, the Director of
			 National Intelligence shall submit to the congressional intelligence committees
			 a report that—</text>
					<paragraph id="HDF482A3FA7D34BCC9C137C20A663D5C2"><enum>(1)</enum><text>identifies foreign
			 suppliers of information technology (including equipment, software, and
			 services) that are linked directly or indirectly to a foreign government,
			 including—</text>
						<subparagraph id="HF74B554A3F134FDF8C6208CFA689A62F"><enum>(A)</enum><text>by ties to the
			 military forces of a foreign government;</text>
						</subparagraph><subparagraph id="H7A39F45FF61049CF833B0971799C9E9C"><enum>(B)</enum><text>by ties to the
			 intelligence services of a foreign government; or</text>
						</subparagraph><subparagraph id="H9AD8D69A842347828E21C3C6E7A34234"><enum>(C)</enum><text>by being the
			 beneficiaries of significant low interest or no interest loans, loan
			 forgiveness, or other support by a foreign government;</text>
						</subparagraph></paragraph><paragraph id="H1166625DDEDA4326929457A2BAC970CD"><enum>(2)</enum><text>assesses the
			 vulnerability to malicious activity, including cyber crime or espionage, of the
			 telecommunications networks of the United States due to the presence of
			 technology produced by suppliers identified under paragraph (1).</text>
					</paragraph></subsection><subsection id="H9C6B396B3F604ED6AF47805071A23C14"><enum>(b)</enum><header>Form</header><text>The
			 report required under subsection (a) shall be submitted in unclassified form,
			 but may include a classified annex.</text>
				</subsection><subsection id="H4AEF0CA859BC4D6FB1F19D3B1444CF1A"><enum>(c)</enum><header>Telecommunications
			 networks of the United States defined</header><text>In this section, the term
			 <quote>telecommunications networks of the United States</quote>
