		<official-title>To authorize the President to establish the Veterans’ Job
		  Corps as a means of providing gainful employment to unemployed veterans and
		  widows of veterans through the performance of useful public works, and for
		  other purposes.</official-title>

		<section id="H2E4536CA1B9A4E8DB94C01A5D5ABE41A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans’ Job Corps
			 Act</short-title></quote>.</text>
		</section><section id="H0B47874C5A1548918CB213E83B50A742"><enum>2.</enum><header>Establishment and
			 operation of Veterans' Job Corps</header>
			<subsection id="H9FD82B606C044C799DF29A037FD241C5"><enum>(a)</enum><header>Establishment
			 and purpose</header><text display-inline="yes-display-inline">In order to
			 provide employment opportunities to veterans and widows and to provide for the
			 restoration of depleted natural resources in the United States and the
			 advancement of an orderly program of useful public works, the President may
			 establish and operate a Veterans' Job Corps to employ veterans and widows who
			 are otherwise unemployed, in the construction, maintenance, and carrying on of
			 works of a public nature in connection with—</text>
				<paragraph id="H41145875B35B4FB690F98497BB4EC258"><enum>(1)</enum><text>the forestation of
			 lands belonging to the United States or a State;</text>
				</paragraph><paragraph id="HF1D463418E3749B48C2C459028486279"><enum>(2)</enum><text>the prevention of
			 forest fires, floods, and soil erosion;</text>
				</paragraph><paragraph id="H47F4DE8F3A604CE7914CFA131A83982F"><enum>(3)</enum><text>public
			 safety;</text>
				</paragraph><paragraph id="HC6B2AF6DD7964B8A839A358E378A6EDB"><enum>(4)</enum><text>plant pest and
			 disease control;</text>
				</paragraph><paragraph id="HC9D1574FC84A43D986DD84A62DBBA80B"><enum>(5)</enum><text>the construction,
			 maintenance, or repair of paths, trails, and fire-lanes in units of the
			 National Park System, public lands, and other lands under the jurisdiction of
			 the Secretary of the Interior and units of the National Forest System;
			 and</text>
				</paragraph><paragraph id="HE63E1CD238574F2DB9E77F7487195B89"><enum>(6)</enum><text display-inline="yes-display-inline">such other work on Federal or State land
			 incidental to or necessary in connection with any projects of the character
			 enumerated in paragraphs (1) through (5) that the President determines to be
			 desirable.</text>
				</paragraph></subsection><subsection id="HF49150A1389D482E91695B1750EA457D"><enum>(b)</enum><header>Role of Federal
			 agencies</header><text display-inline="yes-display-inline">To operate the
			 Veterans' Job Corps, the President may use existing Federal departments and
			 agencies, including the Department of the Interior, the Department of
			 Agriculture, and the Department of Veterans Affairs.</text>
			</subsection><subsection id="HAA39614A7644458B8469FD93DA449422"><enum>(c)</enum><header>Inclusion of
			 other lands</header><text display-inline="yes-display-inline">The President may
			 extend the activities of the Veterans' Job Corps to lands owned by a political
			 subdivision of a State and lands in private ownership for the purpose of
			 conducting such kinds of cooperation work authorized by law in preventing and
			 controlling forest fires and the attacks of forest tree pests and diseases and
			 such work as is necessary and in the public interest to control floods.</text>
			</subsection><subsection display-inline="no-display-inline" id="HBA2331814D2F49BDB6E35C8555C35AC4"><enum>(d)</enum><header>Contract
			 authority</header><text>The President may enter into such contracts or
			 agreements that may be necessary to carry out this Act.</text>
			</subsection><subsection id="H5B6C17E1C28D48DD8B7B0D6E5A652263"><enum>(e)</enum><header>Acquisition of
			 real property</header><text>The President, or the head of any department or
			 agency authorized by the President to construct any project or to carry on any
			 public works under this Act, may acquire real property for such project or
			 public work by purchase, donation, or otherwise.</text>
			</subsection></section><section id="HD1FFF190C45F4335B07C9AEC45E882F7"><enum>3.</enum><header>Administration of
			 Veterans' Job Corps</header>
			<subsection id="H663E80B251AE457381A3B5FAB583F0D7"><enum>(a)</enum><header>Employment
			 preference</header><text display-inline="yes-display-inline">The President
			 shall employ individuals in the Veterans' Job Corps in the following order of
			 preference:</text>
				<paragraph id="HC9CC8B7C31E64B57B3B3A4C347CDC193"><enum>(1)</enum><text display-inline="yes-display-inline">Unemployed veterans.</text>
				</paragraph><paragraph id="HF1A1DA5299F9477F965BC7456776048C"><enum>(2)</enum><text display-inline="yes-display-inline">Widows who, immediately before employment
			 in the Veterans' Job Corps, are eligible for unemployment compensation payable
			 under any State law or Federal unemployment compensation law, including any
			 additional compensation or extended compensation under such laws.</text>
				</paragraph></subsection><subsection id="HA976FE456811475D96535DF5FBCBC017"><enum>(b)</enum><header>Housing and care
			 of employees</header><text display-inline="yes-display-inline">The President
			 may provide housing for individuals employed in the Veterans' Job Corps and
			 furnish them with such subsistence, clothing, medical attendance and
			 hospitalization, and cash allowance, as may be necessary, during the period
			 they are so employed.</text>
			</subsection><subsection id="H461934246857455BB9A20B20BAB03DAB"><enum>(c)</enum><header>Transportation</header><text display-inline="yes-display-inline">The President may provide for the
			 transportation of individuals employed in the Veterans' Job Corps to and from
			 the places of employment.</text>
			</subsection><subsection id="H531298343EC04B32B5196B7BBBB5532C"><enum>(d)</enum><header>Exclusion</header><text display-inline="yes-display-inline">The following individuals may not be
			 employed under the provisions of this Act:</text>
				<paragraph id="H2A609A02C385462B87F54DD1198D4EAC"><enum>(1)</enum><text>An individual
			 convicted of a felony.</text>
				</paragraph><paragraph id="HF51FFE0F37B3436CBBBDFECF7232BC10"><enum>(2)</enum><text>A
			 veteran who was discharged from the Armed Forces under dishonorable
			 conditions.</text>
				</paragraph></subsection></section><section id="H142B0C1EE658425A96163CAB6B892CE5"><enum>4.</enum><header>Use of
			 funds</header>
			<subsection id="HCFCB45321E504D68942B25A391B44EBB"><enum>(a)</enum><header>Use of
			 unobligated funds appropriated for public works</header>
				<paragraph id="HCF3C02C9B4CD428C819203ABC9ED938C"><enum>(1)</enum><header>Use of existing
			 funds</header><text display-inline="yes-display-inline">In addition to any
			 amounts appropriated to carry out this Act, the President may use any moneys
			 previously appropriated for public works and unobligated as of the date of the
			 enactment of this Act to establish and operate a Veterans' Job Corps under this
			 Act.</text>
				</paragraph><paragraph id="HD9641F2C3AD2471AA960D2AAF10ACFD9"><enum>(2)</enum><header>Use to relieve
			 unemployment</header><text>Not less than 75 percent of the funds used pursuant
			 to paragraph (1) shall be used to provide for the employment of individuals
			 under this Act.</text>
				</paragraph></subsection><subsection id="H0D205285A88C48D184958AB2CD9A821A"><enum>(b)</enum><header>Duration of
			 availability</header><text>Amounts appropriated to carry out this Act or made
			 available under subsection (b) shall remain available until expended.</text>
			</subsection></section><section id="H3FD020A7BE8540CF88D02BAEF98AE5FD"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H782D8804CB3D47B0804103C26B8484C6"><enum>(1)</enum><text>The term
			 <term>veteran</term> has the meaning given that term in section 101(2) of title
			 38, United States Code.</text>
			</paragraph><paragraph id="H1FFE55F8FBC74B488672F693A3CE9F63"><enum>(2)</enum><text>The term
			 <term>widow</term>—</text>
				<subparagraph id="H5EBDAEB150AC41CFBC0BEFF07D1A35A0"><enum>(A)</enum><text>means the spouse
			 of a veteran who has not remarried after the death of such veteran; and</text>
				</subparagraph><subparagraph id="HD627ACF9455D4877B20F0AB93E6AFCC2"><enum>(B)</enum><text>includes
			 widowers.</text>
				</subparagraph></paragraph></section><section id="HACCF865345E24E26AD4FAEE1B13576F4"><enum>6.</enum><header>Termination</header><text display-inline="no-display-inline">The authority of the President to establish
			 and operate a Veterans' Job Corps under this Act expires on September 30,
			 2018.</text>
