			 period to be subsequently determined by the Speaker, in each case for
			 consideration of such provisions as fall within the jurisdiction of the

		<official-title>To prohibit funds appropriated for the Department of
		  Homeland Security from being used to pay for an abortion, and for other
		  purposes.</official-title>

		<section id="HD90EBC4C34434A57B5BC7F04B9306A62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Homeland Security Respect for Life
			 Act</short-title></quote>.</text>
		</section><section id="HB82783139F19490A9A633F26256BF7B9"><enum>2.</enum><header>Prohibition on
			 expenditure of Federal funds by Secretary of Homeland Security</header>
			<subsection id="HBDDF781A4C0942BC9F88A2FD1588F248"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">None of the funds
			 appropriated for the Department of Homeland Security under any Federal law
			 shall be available to pay for any abortion, except—</text>
				<paragraph id="H2418F93DEAD04A7983454994A11DD998"><enum>(1)</enum><text>in a case where a
			 pregnant detainee suffers from a physical disorder, physical injury, or
			 physical illness that would, as certified by a physician, place the pregnant
			 detainee in danger of death unless an abortion is performed, including a
			 life-endangering physical condition caused by, or arising from, pregnancy
			 itself, or in a case of rape; and</text>
				</paragraph><paragraph id="H5DDC0B3FFD90426AB96E490AE7E2F891"><enum>(2)</enum><text>that if this
			 subsection is declared unconstitutional by a court of competent jurisdiction,
			 this subsection shall be null and void.</text>
				</paragraph></subsection><subsection id="H289AD197839E421C8F8F62084DFFE550"><enum>(b)</enum><header>No person
			 required To perform services</header><text>None of the funds appropriated for
			 the Department of Homeland Security under any Federal law shall be used to
			 require any person to perform, or facilitate in any way the performance of, any
			 abortion.</text>
			</subsection><subsection id="H8807C4BE8D6E465C9060FB480C124366"><enum>(c)</enum><header>Construction</header><text display-inline="yes-display-inline">Nothing in subsection (b) shall remove any
			 legal obligation the Secretary of Homeland Security may have to provide escort
			 services necessary for a pregnant detainee to receive such service outside a
			 Federal detention facility, except that nothing in this subsection in any way
			 diminishes the effect of subsection (b) in upholding the right of any
			 individual to refrain from involvement in abortion.</text>
