		<official-title>To encourage students from American Samoa, the
		  Commonwealth of the Northern Mariana Islands, Guam, and the United States
		  Virgin Islands to become civically engaged through local and Federal government
		  fellowships.</official-title>

		<section id="H5843E53F25C24F178E1029BEB8436E6C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be referred to as the
			 <quote><short-title>Dr. Rita Hocog Inos Fellowship
			 Act</short-title></quote>.</text>
		</section><section id="H27A2DA226091477187F141BC65E6FCD5"><enum>2.</enum><header>Fellowship
			 program for students from American Samoa, the Commonwealth of the Northern
			 Mariana Islands, Guam, and the United States Virgin Islands</header>
			<subsection id="HDA9ED90FB9B14ED9A13155A1591EDD00"><enum>(a)</enum><header>Establishment of
			 fellowship program</header><text display-inline="yes-display-inline">To
			 encourage civic engagement among students from American Samoa, the Commonwealth
			 of the Northern Mariana Islands, Guam, and the United States Virgin Islands,
			 the Secretary of the Interior shall carry out a program, to be known as the
			 <quote>Dr. Rita Hocog Inos Fellowship Program</quote>, to award local and
			 Federal government fellowships to qualified students from those territories,
			 subject to the availability of amounts described in subsection (i).</text>
			</subsection><subsection display-inline="no-display-inline" id="H4C7E71965510431781CF60AA8028EB0F"><enum>(b)</enum><header>Types of
			 fellowship</header><text>The fellowships that may be awarded under the program
			 are as follows:</text>
				<paragraph id="HC79657C4D7B24DA7AA02B1C2C683EB87"><enum>(1)</enum><text display-inline="yes-display-inline">A local government fellowship with a
			 cooperating agency or entity of the territory in which the qualified student is
			 domiciled.</text>
				</paragraph><paragraph id="HE7C96073B52D4AB0B6AA3C7C1B7F56B4"><enum>(2)</enum><text>A
			 Federal government fellowship with a cooperating—</text>
					<subparagraph id="HEB62F5C50AB142D2BB4F67FD1FED2DD1"><enum>(A)</enum><text>Executive agency
			 (as defined in section 105 of title 5, United States Code); or</text>
					</subparagraph><subparagraph id="H2BD0B39E41F545FD8A7874FDFCFDD6A8"><enum>(B)</enum><text>office of a
			 Representative or Senator in, or a Delegate or Resident Commissioner to, the
			 Congress.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H387B82E7731E49A79A9D4AC2271055F8"><enum>(c)</enum><header>Qualified
			 student</header><text>For purposes of this section, the term <term>qualified
			 student</term> means a student who is—</text>
				<paragraph id="H27E72EDC900D4F28879A7B4BA6C10E72"><enum>(1)</enum><text>a
			 citizen of the United States;</text>
				</paragraph><paragraph id="H9BAFB6C36E4F4ECA83C34B5C10E7433A"><enum>(2)</enum><text display-inline="yes-display-inline">domiciled in American Samoa, the
			 Commonwealth of the Northern Mariana Islands, Guam, or the United States Virgin
			 Islands; and</text>
				</paragraph><paragraph id="H4ADBAB47A09E4C028CAEDFDEF29C1FEF"><enum>(3)</enum><text>enrolled in a
			 degree or certificate program at an institution of higher education (as defined
			 in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001)).</text>
				</paragraph></subsection><subsection id="H7A79C406E359468BA1B9952BF0CC4367"><enum>(d)</enum><header>Term of
			 fellowship</header><text>The term of a fellowship under the program shall be an
			 academic semester or a summer, as designated by the Secretary.</text>
			</subsection><subsection display-inline="no-display-inline" id="HA42D1C6D684A4A20917E03B7FF5C87FC"><enum>(e)</enum><header>Fellowship
			 award</header>
				<paragraph id="HF3B04E80AA30444E81ACC3EC7138BE54"><enum>(1)</enum><header>In
			 general</header><text>Under the program, a fellowship award shall consist of
			 either a stipend described in paragraph (2) or academic credit toward
			 graduation. Such award may also include a travel stipend of not more than
			 $1,500 for each fellowship term, based on the distance of the student awarded
			 the fellowship from the site of the fellowship.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HED10B7AAC0E7463A88593DCAD9A186B3"><enum>(2)</enum><header>Stipend</header><text display-inline="yes-display-inline">Subject to paragraph (3), a stipend
			 described in this paragraph is as follows:</text>
					<subparagraph id="HB00720E22B66439799B6C2A0464248F6"><enum>(A)</enum><text>$6,000 for an
			 academic semester fellowship.</text>
					</subparagraph><subparagraph id="H2F3404E0809749DD87C392DC1B3FD705"><enum>(B)</enum><text>$4,000 for a
			 summer fellowship.</text>
					</subparagraph></paragraph><paragraph id="H86E4E6B431364816AA5EC4AD2A30F0E2"><enum>(3)</enum><header>Fiscal years
			 after 2012</header><text>In the case of any fiscal year beginning after
			 September 30, 2012, each dollar amount in paragraph (2) shall be such dollar
			 amount in effect for the preceding fiscal year, increased by the sum of—</text>
					<subparagraph id="H7C491C09FEEE4CEC9A01211AB31D6B29"><enum>(A)</enum><text display-inline="yes-display-inline">the percentage of the dollar amount in
			 effect for such preceding fiscal year that is equal to the percentage (if any)
			 by which—</text>
						<clause id="HBEBFCF32DE964C338619EDE1CE16B1AF"><enum>(i)</enum><text>the
			 Consumer Price Index for the most recent calendar year ending prior to the
			 beginning of the fiscal year, exceeds</text>
						</clause><clause id="HBDDFE8C6A72C4164A7E00C76631CD2DC"><enum>(ii)</enum><text>the
			 Consumer Price Index for the next previous calendar year; plus</text>
						</clause></subparagraph><subparagraph id="H6797BEA8564645DD9C4EA625128C9D2A"><enum>(B)</enum><text>one percent of the
			 dollar amount in effect for such previous year.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H51521767BCF24A169057415D78FD6821"><enum>(f)</enum><header>Application and
			 selection</header>
				<paragraph id="H8DFE65E779E54302B6E9B2B6C1ED7399"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall develop and administer an application
			 and selection process for awarding a fellowship under the program.</text>
				</paragraph><paragraph id="H09320FF2CDD64ED09E0DE1E502B769E0"><enum>(2)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding a fellowship under the program,
			 the Secretary shall give priority to a qualified student who has already
			 completed one such fellowship.</text>
				</paragraph><paragraph id="HCF1F5F7B96C2405AB521355DA3A487BF"><enum>(3)</enum><header>Limitation on
			 number of fellowships awarded to each student</header><text>Under the program,
			 a qualified student may be awarded no more than—</text>
					<subparagraph id="HA7ED930A15A849FFB2F46A4877E1094F"><enum>(A)</enum><text>one local
			 government fellowship; and</text>
					</subparagraph><subparagraph id="H42129FA5B4C045E59573F7F15F3A9B48"><enum>(B)</enum><text>one Federal
			 government fellowship.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H27900870B05D41FBBE477A099A21E426"><enum>(g)</enum><header>Reporting</header><text display-inline="yes-display-inline">The Secretary shall submit to Congress, not
			 later than 3 years after the date of the enactment of this Act, a report on the
			 Dr. Rita Hocog Inos Fellowship Program. The report shall include information
			 on—</text>
				<paragraph id="HFC229E40935D4EA3800836F01A54350D"><enum>(1)</enum><text>the use of funds
			 appropriated for the purpose of carrying out the program; and</text>
				</paragraph><paragraph id="H0D39A10B3E2446489B5C21E410B4CAC8"><enum>(2)</enum><text>barriers to
			 participation in the program.</text>
				</paragraph></subsection><subsection id="HD84BA31A0D9B4D4B9653CF7495AB1BAA"><enum>(h)</enum><header>Other
			 definitions</header><text display-inline="yes-display-inline">In this
			 section:</text>
				<paragraph id="H1A43B4F177ED4A8490BE32990E1F6AF9"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>Consumer Price Index</term>
			 means the Consumer Price Index for All Urban Consumers published by the
			 Department of Labor.</text>
				</paragraph><paragraph id="H6A12A9E64FC94502B65792543C8FC4E4"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>program</term> means the Dr.
			 Rita Hocog Inos Fellowship Program.</text>
				</paragraph><paragraph id="H8570230B8DEF4668B136D1BDE04EE6A1"><enum>(3)</enum><text>The term
			 <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H7DD39CE2E76142008AB05F1429648DD5"><enum>(i)</enum><header>Funding</header><text display-inline="yes-display-inline">To carry out the fellowship program, the
			 Secretary may use amounts appropriated to the Department of the Interior for
			 technical assistance to territories under the heading <quote><header-in-text level="section" style="appropriations">assistance to
			 territories</header-in-text></quote> in an Appropriations Act for the
			 Department of the Interior for fiscal year 2012 or any subsequent fiscal year.
			 The Secretary may use no other amounts for such purpose.</text>
