		<section id="HB4B80D6E4BBD49C4BBD5079917F5356B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sequester Replacement Act of
			 2012</short-title></quote>.</text>
		</section><section id="HB04A50DD95E94804ADF47AAFDAF039A1"><enum>2.</enum><header>Contingent
			 effective date</header><text display-inline="no-display-inline">This Act and
			 the amendments made by it shall take effect upon the enactment of the Act
			 provided for in section 201 of H. Con. Res. 112 (112th Congress) and this Act
			 and the amendments made by it shall have no force or effect if such Act
			 provided for in such section is not enacted.</text>
		</section><section id="H30C97D833F464393865B185B38E9F1BE"><enum>3.</enum><header>Protecting
			 veterans programs from sequester</header><text display-inline="no-display-inline">Section 256(e)(2)(E) of the Balanced Budget
			 and Emergency Deficit Control Act of 1985 is repealed.</text>
		</section><section id="H9848A578607C4FEDBCAB4C48FB48F371"><enum>4.</enum><header>Achieving $19
			 billion in discretionary savings</header>
			<subsection id="HD6AFA1407A714C939D79A18593D186EF"><enum>(a)</enum><header>Revised 2013
			 discretionary spending limit</header><text display-inline="yes-display-inline">Paragraph (2) of section 251(c) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 is amended to read as
			 follows:</text>
				<quoted-block id="H78F9071B02A640BAB461DB1B5FE552E3" style="OLC">
					<paragraph id="H9BEF5763E69A4D059B6F3C54CAFAF6CE"><enum>(2)</enum><text>with respect to
				fiscal year 2013, for the discretionary category, $1,047,000,000,000 in new
				budget
				authority;</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD5F180A9B223408AB83E0D2E9696C6C6"><enum>(b)</enum><header>Discretionary
			 savings</header><text display-inline="yes-display-inline">Section 251A(7)(A) of
			 the Balanced Budget and Emergency Deficit Control Act of 1985 is amended to
			 read as follows:</text>

					<subparagraph id="HB2BD18EEC4F949D991E2653A12A3803D"><enum>(A)</enum><header>Fiscal year
				2013</header>
						<clause id="HDCD41A893B9B427F96D0E56D7AA4FC5E"><enum>(i)</enum><header>Fiscal year 2013
				adjustment</header><text>On January 2, 2013, the discretionary category set
				forth in section
				<deleted-phrase committee-id="HBU00" reported-display-style="strikethrough">251(c)(2)(A)</deleted-phrase><added-phrase committee-id="HBU00" reported-display-style="italic">251(c)(2)</added-phrase>
				shall be decreased by $19,104,000,000 in budget authority.</text>
						</clause><clause id="H48E1111799E546629D6316CC80F48AEA"><enum>(ii)</enum><header>Supplemental
				sequestration order</header><text>On January 15, 2013, OMB shall issue a
				supplemental sequestration report for fiscal year 2013 and take the form of a
				final sequestration report as set forth in section 254(f)(2) and using the
				procedures set forth in section 253(f), to eliminate any discretionary spending
				breach of the spending limit set forth in section
				<deleted-phrase committee-id="HBU00" reported-display-style="strikethrough">251(c)(2)(A)</deleted-phrase><added-phrase committee-id="HBU00" reported-display-style="italic">251(c)(2)</added-phrase>
				as adjusted by clause (i), and the President shall order a sequestration, if
				any, as required by such
				report.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HE38EEAB2867D498FAE3080BFB5A17278"><enum>5.</enum><header>Conforming
			 amendments to section 314 of the Congressional Budget and Impoundment Control
			 Act of 1974</header><text display-inline="no-display-inline">Section 314(a) of
			 the Congressional Budget Act of 1974 is amended to read as follows:</text>

				<subsection id="HCEF2DE5FBC664690B2D6A63E229E3679"><enum>(a)</enum><header>Adjustments</header>
					<paragraph id="H7DBA7D7EF1864D1D89ACE67DE961086B"><enum>(1)</enum><header>In
				general</header><text>The chair of the Committee on the Budget of the House of
				Representatives or the Senate may make adjustments as set forth in paragraph
				(2) for a bill or joint resolution, amendment thereto or conference report
				thereon, by the amount of new budget authority and outlays flowing therefrom in
				the same amount as required by section 251(b) of the Balanced Budget and
				Emergency Deficit Control Act of 1985.</text>
					</paragraph><paragraph id="H3E4998F68BB748E3B3A307795808BAB5"><enum>(2)</enum><header>Matters to be
				adjusted</header><text>The chair of the Committee on the Budget of the House of
				Representatives or the Senate may make the adjustments referred to in paragraph
				(1) to—</text>
						<subparagraph id="H983FB7352C844FF1BFDEE48EA597CE2F"><enum>(A)</enum><text>the allocations
				made pursuant to the appropriate concurrent resolution on the budget pursuant
				to section 302(a);</text>
						</subparagraph><subparagraph id="H9B5B2DD7AB5B48AAB7A5C6FB1E420F0D"><enum>(B)</enum><text>the budgetary
				aggregates as set forth in the appropriate concurrent resolution on the budget;
				and</text>
						</subparagraph><subparagraph id="H889BC7FB46424AF4A4A1C6F03640BE33"><enum>(C)</enum><text>the discretionary
				spending limits, if any, set forth in the appropriate concurrent resolution on
				the
				budget.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H70E1064E319B49B8BE559F7801A5E5D0"><enum>6.</enum><header>Treatment for
			 PAYGO purposes</header><text display-inline="no-display-inline">The budgetary
			 effects of this Act and any amendment made by it, and the budgetary effects of
			 the Act provided for by section 201 of H. Con. Res. 112 (112th Congress), shall
			 not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of
			 the Statutory Pay-As-You-Go Act of 2010.</text>
		</section><section id="H58F134727980429BBB4619CFDD2DC5C1" section-type="subsequent-section"><enum>7.</enum><header>Elimination of the
			 fiscal year 2013 sequestration for defense direct spending</header><text display-inline="no-display-inline">Any sequestration order issued by the
			 President under the Balanced Budget and Emergency Deficit Control Act of 1985
			 to carry out reductions to direct spending for the defense function (050) for
			 fiscal year 2013 pursuant to section 251A of such Act shall have no force or
			 effect.</text>
