		<official-title>To amend title 5, United States Code, to provide that
		  payments under the Federal employees’ group life insurance program shall be
		  made in a lump sum, unless the insured or the recipient elects
		  otherwise.</official-title>

		<section id="H961A8AC43852440DA32E0B2D40D7F37D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Life Insurance Transparency
			 Act</short-title></quote>.</text>
		</section><section id="HC85FA09376964B8EAF858BEE7162DED2" section-type="subsequent-section"><enum>2.</enum><header>Amendment relating to
			 form of payment</header>
			<subsection id="H4DB98E43DB2A4FEE9B758FF3FB06F003"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8705 of title
			 5, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HE15E19CFCF7E44F8AAA86630B0655C0D" style="USC">
					<subsection id="HFDB6491DB8DE472DA14071BCECABE72E"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H06795893D19843D6AF6E3E29D7ECD66E"><enum>(1)</enum><text>Group life insurance and
				group accidental death insurance payable under this chapter, by reason of the
				death of an employee, shall be paid in the form determined as follows:</text>
							<subparagraph id="HA460DAEA044E4A90B5AF49B2179252EC" indent="up1"><enum>(A)</enum><text>In the form of payment elected by the
				person to whom the payment is to be made.</text>
							</subparagraph><subparagraph id="HC2FBFB120D5F47158495F4B8E7696C2B" indent="up1"><enum>(B)</enum><text>In the absence of an election under
				subparagraph (A), in the form of payment elected by the employee.</text>
							</subparagraph><subparagraph id="H98370C6AC7DB479A83535CA86FC4FF43" indent="up1"><enum>(C)</enum><text>In the absence of an election under
				subparagraphs (A) and (B), in the form of a lump-sum payment.</text>
							</subparagraph></paragraph><paragraph id="HA4F57CA28CA44C7ABFA563C9E6BACF79" indent="up1"><enum>(2)</enum><text>An election under subparagraph (A) or
				(B) of paragraph (1) shall not be effective unless it is made in such form and
				manner as the Office may require.</text>
						</paragraph><paragraph id="H75F0F21B032E4D23875EBB945C594E49" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Office shall prescribe any regulations
				necessary to carry out this subsection. Such regulations shall provide for at
				least 1 alternative form of payment besides the form of payment described in
				paragraph (1)(C).</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3EDFA77AE883443B8462D908C65462AC"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply in the case
			 of any employee (as defined by section 8701 of title 5, United States Code) who
			 becomes insured in any calendar year beginning at least 3 months after the date
			 of enactment of this Act.</text>
