		<section id="H42AB2248B1E445E593D74BF0A2D46315" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Personal Privacy Clarification
			 Act</short-title></quote>.</text>
		</section><section id="HA4790577FDE046BF88F1A723CBD92E6C"><enum>2.</enum><header>Findings and
			 Purpose</header>
			<subsection id="H9F3553A3DB9C408880DD734453971C73"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H31D2E8654E434ECB81BA6F4CB586A60E"><enum>(1)</enum><text>The Freedom of
			 Information Act, 5 U.S.C. §552, requires a Federal agency to disclose records
			 or information in its possession that have been compiled for law enforcement
			 purposes. The Act provides exemptions from this mandatory disclosure
			 requirement, including for <quote>an unwarranted invasion of personal
			 privacy.</quote> 5 U.S.C. §552(b)(7)(C).</text>
				</paragraph><paragraph id="H5AC49D92BAEC4746B3309FF9637D0870"><enum>(2)</enum><text>In AT&amp;T Inc.
			 v. Federal Communications Commission, the Third Circuit Court of Appeals
			 extended the privacy exemption in section 552(b)(7)(C) to corporations. This
			 decision misinterprets the intent of Congress to limit the privacy exemption to
			 individuals, not to corporations.</text>
				</paragraph></subsection><subsection id="H36C9A578897743EFAABA1C9E230CBFBC"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to respond to
			 the Third Circuit Court of Appeals decision by clarifying that the intent of
			 the privacy exemption in section 552(b)(7(C) of the Freedom of Information Act
			 is to provide a privacy exemption for individuals, not for corporations.</text>
			</subsection></section><section id="HD09E3D9A87854B3694D786777DD94B7E"><enum>3.</enum><header>Clarification of
			 privacy exemption</header><text display-inline="no-display-inline">Section
			 552(b)(7)(C) of title 5, United States Code, is amended by striking
			 <quote>personal privacy</quote> and inserting <quote>the privacy of any
			 individual</quote>.</text>
