		<official-title>To apply the Freedom of Information Act to the Federal
		  National Mortgage Association and the Federal Home Loan Mortgage Corporation
		  during any period that such entities are in conservatorship or
		  receivership.</official-title>

		<section id="H834DED9B760649238F6AEAF34AC225C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fannie Mae and Freddie Mac
			 Transparency Act of 2011</short-title></quote>.</text>
		</section><section id="H78112776CE884680BE899E6AA0844308"><enum>2.</enum><header>Applicability of
			 FOIA during conservatorship or receivership</header>
			<subsection id="H9C1B81555ACE4FBEBBCF2C663A2C11C7"><enum>(a)</enum><header>Fannie
			 Mae</header><text display-inline="yes-display-inline">Section 309 of the
			 Federal National Mortgage Association Charter Act (12 U.S.C. 1723a) is amended
			 by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H3683FB91476B49F9A5DF2BA097C12DAA" style="OLC">
					<subsection id="H6FC2F5A87F2948D2A17346EA9922167F"><enum>(p)</enum><header>Applicability of
				FOIA</header><text display-inline="yes-display-inline">Notwithstanding section
				551 of title 5, United States Code, during any period that the corporation is
				under conservatorship or receivership pursuant to section 1367 of the Federal
				Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C.
				4617), the corporation shall be considered to be an agency for purposes of
				section 552 of such
				title.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4451A78767024D458EBD2D184F715DD6"><enum>(b)</enum><header>Freddie
			 Mac</header><text display-inline="yes-display-inline">Section 307 of the
			 Federal Home Loan Mortgage Corporation Act (12 U.S.C. 1456) is amended by
			 adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H842A34578BBD4EBFA3DEF52D814FCCB8" style="OLC">
					<subsection id="HE4C03BBFFE1B448393AB00167F3C4EDA"><enum>(h)</enum><header>Applicability of
				FOIA</header><text display-inline="yes-display-inline">Notwithstanding section
				551 of title 5, United States Code, during any period that the Corporation is
				under conservatorship or receivership pursuant to section 1367 of the Federal
				Housing Enterprises Financial Safety and Soundness Act of 1992 (12 U.S.C.
				4617), the Corporation shall be considered to be an agency for purposes of
				section 552 of such
				title.</text>
