		<section id="H78E8C846116540BB98A417649B5035DA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Solar Energy Deployment Act of
			 2012</short-title></quote>.</text>
		</section><section id="HCB5F66250F20446EB54C575D6AAA69E8"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HA7ABB5066F094116995E389ADA3258C7"><enum>(1)</enum><header>Qualifying solar
			 equipment</header><text display-inline="yes-display-inline">The term
			 <quote>qualifying solar equipment</quote> means property described in clause
			 (i) or (ii) of section 48(a)(3)(A) of the Internal Revenue Code of 1986.</text>
			</paragraph><paragraph id="HC9D0D03682F34D97A61D7586857EB6F5"><enum>(2)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Energy.</text>
			</paragraph><paragraph id="H02DE4EB8AC1C4125937C598C655B50FA"><enum>(3)</enum><header>State and local
			 governments</header><text display-inline="yes-display-inline">The term
			 <quote>State and local governments</quote> includes municipalities, counties,
			 transit agencies, school districts, water districts, Indian tribes, and
			 territories. Such term does not include an entity eligible for a credit allowed
			 under section 48 of the Internal Revenue Code of 1986 with respect to
			 qualifying solar equipment.</text>
			</paragraph></section><section id="HE6D4F7CF480B44C1A833208904959625"><enum>3.</enum><header>Solar energy
			 grant program</header>
			<subsection id="H8CED2B6CBBA441459A26F6C3C7F081F0"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a program to
			 award grants, on a competitive basis, to State and local governments for the
			 design, purchase, and installation of qualifying solar equipment on rooftops or
			 parking structures owned by the State or local government.</text>
			</subsection><subsection id="H5FEBA9A8AD4048E28317DCB589C836C6"><enum>(b)</enum><header>Competitive
			 criteria</header><text>In determining which State and local governments to
			 award grants to under this section, the Secretary shall consider—</text>
				<paragraph id="H41C0B65F0FA64FBCB11812337583B075"><enum>(1)</enum><text display-inline="yes-display-inline">the speed with which solar energy systems
			 can be deployed;</text>
				</paragraph><paragraph id="H66DCE075055E42D183E3C5405AD1A801"><enum>(2)</enum><text>the total amount
			 of solar energy to be deployed;</text>
				</paragraph><paragraph id="H4A3ABF3F0F3A44D4A6260833D76BEFD0"><enum>(3)</enum><text>the financial need
			 of the State or local government;</text>
				</paragraph><paragraph id="HDDD8FA37DAE64125B8C4369073093D54"><enum>(4)</enum><text>the use of best
			 practices to ensure maximum efficiency of deployed systems;</text>
				</paragraph><paragraph id="H5537E55216424E8199823FE535998C62"><enum>(5)</enum><text>the use of
			 materials and components that are manufactured in the United States; and</text>
				</paragraph><paragraph id="H3E3209BBB1054F689208993D73A31D2B"><enum>(6)</enum><text>other criteria the
			 Secretary considers relevant.</text>
				</paragraph></subsection></section><section id="H6B504497A92B49068609726274211825"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Secretary for carrying out this Act
			 $150,000,000 for each of the fiscal years 2013 through 2017.</text>
