		<section id="H7750CC8925634072B8895F33C4E5D7BC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military Housing Oversight and
			 Accountability Act</short-title></quote>.</text>
		</section><section id="H1C391900CAF746B48829D2F416E2BB01" section-type="subsequent-section"><enum>2.</enum><header>Sustainment oversight
			 and accountability for military housing privatization projects and related
			 annual reporting requirements</header>
			<subsection id="H1B4D8B7861884534AC870B1255315060"><enum>(a)</enum><header>Sustainment
			 oversight and accountability for privatization projects</header>
				<paragraph id="HF3C7BF888BA54913AB68018399D5A838"><enum>(1)</enum><header>Oversight and
			 accountability measures</header><text display-inline="yes-display-inline">Subchapter IV of chapter 169 of title 10,
			 United States Code, is amended by inserting after section 2885 the following
			 new section:</text>

						<section id="HFFFAB1597AEF4699AC48CC4DEB28BC28"><enum>2885a.</enum><header>Oversight and
				accountability for privatization projects: sustainment</header>
							<subsection id="H7A1E25F4EE8D498E9ECACF8E83D842DA"><enum>(a)</enum><header>Oversight and
				Accountability Measures</header><text display-inline="yes-display-inline">Each
				Secretary concerned shall prescribe regulations to effectively oversee and
				manage a military housing privatization project carried out under this
				subchapter during the sustainment phase of the project following completion of
				the construction or renovation of the housing units. The regulations shall
				include the following requirements for each privatization project:</text>
								<paragraph id="H1A8672CA3B7F4DF8B5251304547A2BF9"><enum>(1)</enum><text display-inline="yes-display-inline">The financial health and performance of the
				military housing privatization project, including the debt-coverage ratio of
				the project and occupancy rates for the constructed or renovated housing
				units.</text>
								</paragraph><paragraph id="H4A8051B7ECE348E882BF6BFFF23D5EF2"><enum>(2)</enum><text>A resident
				satisfaction assessment of the privatization project.</text>
								</paragraph><paragraph id="H042C083778A6446081208AA6B19BFBB3"><enum>(3)</enum><text>An assessment of
				the backlog of maintenance and repair.</text>
								</paragraph></subsection><subsection id="H0E119F9790C04FB2AB13942849794E3C"><enum>(b)</enum><header>Required
				qualifications</header><text>The Secretary concerned or designated
				representative shall ensure that the project owner, developer, or general
				contractor that is selected for each military housing privatization initiative
				project has sustainment experience commensurate with that required to maintain
				the
				project.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H8FF97FF0518340CA9C23BD3CB9D0A56E"><enum>(2)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 2885(a) of
			 such title is amended in the matter preceding paragraph (1) by inserting before
			 the period at the end of the first sentence the following: <quote>during the
			 course of the construction or renovation of the housing units</quote>.</text>
				</paragraph><paragraph id="H8E729668478A4140937C2C7FD8ADF2F5"><enum>(3)</enum><header>Clerical
			 amendments</header>
					<subparagraph id="HAC49B872055C4C2BA6E1FC90E192F3CD"><enum>(A)</enum><header>Section
			 heading</header><text display-inline="yes-display-inline">The heading of
			 section 2885 of such title is amended to read as follows:</text>

			 sections</header><text>The table of sections at the beginning of subchapter IV
			 of chapter 169 of such title is amended by striking the item relating to
			 section 2885 and inserting the following new items:</text>

					</subparagraph></paragraph></subsection><subsection id="HDCA1667A38934BE8A6F3DC973F0E18AA"><enum>(b)</enum><header>Annual reporting
			 requirements</header><text>Section 2884(b) of such title is amended—</text>
				<paragraph id="H7874DA7D9EE34ECF8469DFB6C91F4CB0"><enum>(1)</enum><text>by striking
			 paragraphs (2), (3), (4), and (7);</text>
				</paragraph><paragraph id="HB30D8A80E7F245F4BF4AA0D568B8272D"><enum>(2)</enum><text>by redesignating
			 paragraphs (5), (6), and (8) as paragraphs (2), (3), and (4), respectively;
			 and</text>
				</paragraph><paragraph id="HD0E1DDE64C294FA8A063653CF5858243"><enum>(3)</enum><text>by adding at the
			 end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H2BEB50E13CD6489B8DB72D4EDCD0079C" style="OLC">
						<paragraph id="H79FC2E28C60F435CBCA30405BDFE3D1A"><enum>(5)</enum><text display-inline="yes-display-inline">A trend analysis of the backlog of
				maintenance and repair for each privatization project, including the total cost
				of the operation, maintenance, and repair costs associated with each
				project.</text>
						</paragraph><paragraph id="H1F6F5D2709914FBD83989C8E5FD88671"><enum>(6)</enum><text display-inline="yes-display-inline">If the debt associated with a privatization
				project exceeds net operating income or the occupancy rates for the constructed
				or renovated housing units are below 75 percent for any sustained period of
				more than one year, a report regarding the plan to mitigate the financial risk
				of the
				project.</text>
