		<official-title>To amend title 38, United States Code, to direct the
		  Secretary of Veterans Affairs to ensure that Department of Veterans Affairs
		  employees who violate certain civil laws do not receive
		  bonuses.</official-title>

		<section id="HD34B0D9AF4CF4C0998810FCD16C4D117" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Affairs Employee
			 Accountability Act</short-title></quote>.</text>
		</section><section id="H8ADB49EDE9CC470185857BC87BEBC5E6"><enum>2.</enum><header>Limitation on
			 bonuses for Department of Veterans Affairs employees who violate certain civil
			 laws</header>
			<subsection id="H24058C887EEB4E34B1AC11789815BD36"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 7 of title
			 38, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="HE60093BC80D9413A938CEF36AC702CE0" style="USC">
					<section id="H6B46AC6E520642B99C7F5D7F2ACDF284"><enum>713.</enum><header>Limitation on
				bonuses</header>
						<subsection id="H516CDD69B56E4ED9BDC90DBF4D40BE18"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall
				ensure that no employee of the Department who, during any year, knowingly
				violates any civil law covered by the Federal Acquisition Regulation issued
				under section 1301(a)(1) of title 41 or the Veterans Affairs Acquisition
				Regulation receives a bonus for or during that year.</text>
						</subsection><subsection id="HEC8FD91C372E456C91F0A349CD85E324"><enum>(b)</enum><header>Bonus
				defined</header><text>For purposes of this section, the term
				<quote>bonus</quote> includes—</text>
							<paragraph id="HA1C6ECFCD23A4326A9541C4E24667BA4"><enum>(1)</enum><text>a retention
				incentive;</text>
							</paragraph><paragraph id="H5F8BA0AAC8B8456EA9521CB04BD53668"><enum>(2)</enum><text>a retention
				incentive payment;</text>
							</paragraph><paragraph id="H2551A35BAD804C86991205CA77C2D615"><enum>(3)</enum><text>a retention
				incentive award; and</text>
							</paragraph><paragraph id="HECEA01F08B2B47EDBF6415B9E6F02E09"><enum>(4)</enum><text>any other
				incentive requiring approval from the Central Office Human Resource Service,
				the Chief Business Office Workforce Management, or the Corporate Senior
				Executive Management
				Office.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HBD1B29E36990411BBADE024668C4EBA9"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end the following new item:</text>
