		<official-title>To amend title 18, United States Code, to prohibit the
		  President, the Vice President, Members of Congress, and other officers of the
		  executive branch from lobbying on behalf of foreign governments or
		  instrumentalities for 10 years after leaving office.</official-title>

		<section id="id9A877756804C4AA4A07E0705BCF8D919" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Foreign Lobbying Reform
			 Act</short-title></quote>.</text>
		</section><section id="H07A00D2BF07F477AA2F97F73A0F5E09D" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on
			 lobbying for foreign governments</header>
			<subsection id="HB5F305BFF87043B48783C07241FE3FF5"><enum>(a)</enum><header>Prohibition on
			 lobbying</header><text display-inline="yes-display-inline">Section 207 of title
			 18, United States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H84B7D0ADD5F840C8B7DF0C8866A3C531" style="OLC">
					<subsection id="H8E4F256D39A54BFEBF4041CA4614D4FF"><enum>(m)</enum><header>Additional
				restrictions relating to foreign entities</header>
						<paragraph id="HA74C1709D1BF4A1F9132F19F3654AE4B"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">In addition to the
				restrictions contained in subsection (f), any person who serves in a position
				described in paragraph (2) and who, within 10 years after leaving that
				position, knowingly—</text>
							<subparagraph id="H83B10EF191B84311B907AB4264C64B1A"><enum>(A)</enum><text display-inline="yes-display-inline">represents a foreign entity before any
				Member, officer, or employee of either House of Congress, or any officer or
				employee of a department or agency of the executive branch, with the intent to
				influence a decision of such officer, employee, or Member, in his or her
				official capacity, or</text>
							</subparagraph><subparagraph id="HA4A5261C0DD5447D9A6627C91C1449A0"><enum>(B)</enum><text display-inline="yes-display-inline">aids or advises a foreign entity with the
				intent to influence a decision of any Member, officer, or employee of either
				House of Congress, or any officer or employee of a department or agency of the
				executive branch, in his or her official capacity,</text>
							</subparagraph><continuation-text continuation-text-level="paragraph">shall be
				punished as provided in section 216 of this title.</continuation-text></paragraph><paragraph id="H6B6FA0E54DCD42F2BB82656A054611DA"><enum>(2)</enum><header>Positions
				subject to restriction</header>
							<subparagraph id="HEA710EF03D90435A87A4B19DBE3C6340"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The positions
				referred to in paragraph (1) are the following:</text>
								<clause id="H7FE5FE4529FE4A9683607A61A6D30894"><enum>(i)</enum><text>The
				President.</text>
								</clause><clause id="H07BE647C74074772AF632113C3C76F98"><enum>(ii)</enum><text>The Vice
				President.</text>
								</clause><clause id="H6D79A561471A4A5987F827D8BAF1BC63"><enum>(iii)</enum><text>A Member of Congress.</text>
								</clause><clause id="HCEBDB0C1BFC047C0BC083F72FC05CD8F"><enum>(iv)</enum><text>A
				covered appointee position.</text>
								</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HD4201A3EF3D845D9BA670A577604A76D"><enum>(B)</enum><header>Covered
				appointee position</header><text>For purposes of this paragraph, an individual
				serves in a <term>covered appointee position</term> if the individual
				serves—</text>
								<clause id="H97441BE694874651B23EEEBA01FE2DF7"><enum>(i)</enum><text>except as provided
				in clause (ii), in a position in an Executive agency to which the individual
				was appointed by the President, by and with the advice and consent of the
				Senate;</text>
								</clause><clause commented="no" id="HA81B0A80A7AF42B0B0ABE3F2FBD3B3A1"><enum>(ii)</enum><text>in a position
				that is held by an active duty commissioned officer of the uniformed services
				who is serving in a grade or rank for which the pay grade (as specified in
				section 201 of title 37) is pay grade O–7 or higher; or</text>
								</clause><clause id="H7F3061A00E0C4C55AAA33D9F6241525E"><enum>(iii)</enum><text>in any of the
				following positions:</text>
									<subclause id="H8B0EB80C9B7A44F0B04D3EB8BF0DC7AC"><enum>(I)</enum><text>Deputy Director of
				National Intelligence.</text>
									</subclause><subclause id="HE297C6594ADD4A30A648965B2159A62A"><enum>(II)</enum><text>Deputy Director
				of the Central Intelligence Agency.</text>
									</subclause><subclause id="HC4BFA8E4C0C24A75B843DDDA1BB870E7"><enum>(III)</enum><text>Associate Deputy
				Director of the Central Intelligence Agency.</text>
									</subclause><subclause id="HC38F9FB0C19145CC965C896869318D8B"><enum>(IV)</enum><text>The Director of
				the National Clandestine Service.</text>
									</subclause><subclause id="H02D3F9920CF94ED98A3BB65D2971E476"><enum>(V)</enum><text>Chief of Station
				for the Central Intelligence Agency at an embassy or consulate of the United
				States.</text>
									</subclause></clause></subparagraph></paragraph><paragraph id="H1C22CBB69D694F8FAC542E25217E3EC8"><enum>(3)</enum><header>Definitions</header><text display-inline="yes-display-inline">As used in this subsection—</text>
							<subparagraph id="H790D6E25BC784B5AB939A6EF5DDB2BB1"><enum>(A)</enum><text>the term
				<term>Executive agency</term> means an Executive agency as defined by section
				105 of title 5, including the Executive Office of the President;</text>
							</subparagraph><subparagraph id="H0FAB667943854A01A7A10739FDB5A480"><enum>(B)</enum><text>the term
				<term>Member of Congress</term> has the meaning given that term in subsection
				(e)(9) of this section; and</text>
							</subparagraph><subparagraph id="HFCB8970AD6734264A8BD411B11F6ED33"><enum>(C)</enum><text>the term
				<term>foreign entity</term> means—</text>
								<clause id="HE0C412D1BBE747DAAA920442EEDEBD41"><enum>(i)</enum><text>the government of
				a foreign country as defined in section 1(e) of the Foreign Agents Registration
				Act of 1938, as amended; and</text>
								</clause><clause id="H215BE2CACDA743488DB550A33900FC44"><enum>(ii)</enum><text>any entity owned
				or controlled, in whole or in part, by the government of a foreign country (as
				so defined).</text>
