		<official-title>To amend the Internal Revenue Code of 1986 to waive the
		  10 percent early distribution penalty with respect to withdrawals by unemployed
		  veterans from certain retirement accounts.</official-title>

		<section id="HFEE9050370E04902BB47B1902580BD71" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veteran Self Relief Act of
			 2012</short-title></quote>.</text>
		</section><section id="H278D5EA290FA4ED9827BBE062D3F255B"><enum>2.</enum><header>Certain
			 distributions from retirement accounts of unemployed veterans not subject to 10
			 percent penalty</header>
			<subsection id="H5DE74E4F9F63474E926EFEA4BAF6FFF5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (2) of
			 section 72(t) of the Internal Revenue Code of 1986 is amended by adding at the
			 end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H3D00943E790145A3B3216CB366ECDC15" style="OLC">
					<subparagraph id="H142E2C8B37D34B0E850C9076DB8EDDC6"><enum>(H)</enum><header>Certain
				distributions to unemployed veterans</header><text display-inline="yes-display-inline">Any qualified unemployed veteran
				distribution.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H153C578FFA8F4246862247CA2B62852E"><enum>(b)</enum><header>Definitions</header><text>Subsection
			 (t) of section 72 of such Code is amended by adding at the end the following
			 new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H3EBA3926F3AB4667ADB6A86C2878945F" style="OLC">
					<paragraph id="H3F6A198B041D437CAD965EA9DB3EAA19"><enum>(11)</enum><header>Qualified
				unemployed veteran distribution</header><text display-inline="yes-display-inline">For purposes of this paragraph and
				paragraph (2)(H)—</text>
						<subparagraph id="H2E467429A2AF463D9BA02B0DDCE28ADE"><enum>(A)</enum><header>Qualified
				unemployed veteran distribution</header><text display-inline="yes-display-inline">The term <quote>qualified unemployed
				veteran distribution</quote> means any distribution to a veteran (as defined in
				section 101 of title 38, United States Code) from a specified account if such
				distribution is made during a qualified unemployment-related distribution
				period.</text>
						</subparagraph><subparagraph id="H1AB9B1C7B42E491D9684B9A58F952D2A"><enum>(B)</enum><header>Specified
				account</header><text>The term <quote>specified account</quote> means—</text>
							<clause id="HE32B209E846247FCB82244C2A8C1CE3C"><enum>(i)</enum><text>any individual
				retirement account of the veteran, and</text>
							</clause><clause id="H845F88E760134099981E9AE0F3734C27"><enum>(ii)</enum><text>the Thrift
				Savings Fund established under section 8437 of title 5, United States
				Code.</text>
							</clause></subparagraph><subparagraph id="H30D156DD21DD42D490944F11891B1234"><enum>(C)</enum><header>Qualified
				unemployment-related distribution period</header>
							<clause id="H4A0B77D7B58640F08E3587B840215BDE"><enum>(i)</enum><header>In
				general</header><text>The term <quote>qualified unemployment-related
				distribution period</quote> means so much of any qualified unemployment period
				as is after the 12 consecutive weeks referred to in clause (ii)(I).</text>
							</clause><clause id="H63E3C076F0884616A820A9D12B36AFEF"><enum>(ii)</enum><header>Qualified
				unemployment period</header><text>The term <quote>qualified unemployment
				period</quote> means, with respect to any veteran, any uninterrupted period of
				unemployment if—</text>
								<subclause id="H738595A805A34EE8B53443E31A668146"><enum>(I)</enum><text>such veteran
				receives unemployment compensation for 12 consecutive weeks under any Federal
				or State unemployment compensation law during such uninterrupted period,
				and</text>
								</subclause><subclause id="H04DEDF99E88E469A88CAA42211D4A607"><enum>(II)</enum><text>such
				uninterrupted period begins during the 1-year period beginning on the date of
				such veteran’s discharge or release which is referred to in section 101 of
				title 38, United States Code, with respect to such
				veteran.</text>
								</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H1D2F87D358354720BCDA963779298B7D"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 distributions made after the date of the enactment of this Act.</text>
			</subsection></section></legis-body>
