		<official-title>To amend title 38, United States Code, to require, as a
		  condition on the receipt by a State of certain funds for veterans employment
		  and training, that the State ensures that training received by a veteran while
		  on active duty is taken into consideration in granting certain State
		  certifications or licenses, and for other purposes.</official-title>

		<section id="H8847C90E21314027B7C5FA370C12CF0D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Helping Iraq and Afghanistan Veterans
			 Return to Employment at Home Act</short-title></quote> or the
			 <quote><short-title>HIRE at HOME
			 Act</short-title></quote>.</text>
		</section><section id="HF3A191FDDA1943628BFD095BF0FF9B96"><enum>2.</enum><header>State
			 consideration of military training in granting certain State certifications and
			 licenses as a condition on the receipt of funds for veterans employment and
			 training</header>
			<subsection id="H0548BD1EDECD46BCAD341CFF64573004"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 4102A of
			 title 38, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H0CE4A9834C8F48D4B2055F8DC34A5F24" style="USC">
					<paragraph id="HA7AB584642E14E9CA8E0DCF4F31CD1E8" indent="up1"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H28F882A4796C4AF0B963D7DC34DC864D"><enum>(A)</enum><text>As a condition of a
				grant or contract under which funds are made available to a State in order to
				carry out section 4103A or 4104 of this title for any program year, the
				Secretary shall require the State to demonstrate that when the State approves
				or denies a certification or license described in subsection (b) for a veteran
				the State takes into consideration any training received by the veteran while
				serving on active duty in the Armed Forces.</text>
						</subparagraph><subparagraph id="HA459F7DA57484A7883CC9415D87F9762" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">A
				certification or license described in this subparagraph is any of the
				following:</text>
							<clause id="HD9A5AE32AB3A4061891E30628E276050"><enum>(i)</enum><text>A certification to be a State tested
				nursing assistant or a certified nursing assistant.</text>
							</clause><clause id="H91479AD4376C400FA8CE821A70095EC0"><enum>(ii)</enum><text>A certification to be a registered
				nurse.</text>
							</clause><clause id="HE60F0081539E4DFFBE24493C917B8A89"><enum>(iii)</enum><text>A certification to be an emergency
				medical technician.</text>
							</clause><clause id="H918A5C86D588480C887F9F7B1A4882F9"><enum>(iv)</enum><text>A commercial driver’s
				license.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5D69EFD9A78243FF853C463CA6A9ED05"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to a program year beginning on or after the date of the enactment of
			 this Act.</text>
