		<official-title>To amend title II of the Elementary and Secondary
		  Education Act of 1965 to help close the gaps in principal preparation and
		  provide new principals with the support and tools they need to meet the complex
		  challenges of school leadership.</official-title>

		<section id="HD24535657AFB4372852D92B936EF353B" section-type="section-one"><enum>1.</enum><header>In general</header><text display-inline="no-display-inline">Part A of title II of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6601 et seq.) is amended by adding
			 at the end the following:</text>

				<subpart id="H31C2344D964942FAB22208B73599F36A"><enum>6</enum><header>Mentoring for New
				School Principals</header>
					<section id="HB538DFCFBDA541BFAB9687AD16A35172"><enum>2161.</enum><header>Mentoring for
				new school principals</header>
						<subsection id="HC0E4046EE9064BFFB0B020EF5121E3E0"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this subpart is to help
				close the gaps in principal preparation and provide new principals with the
				support and tools they need to meet the complex challenges of school
				leadership.</text>
						</subsection><subsection id="H7333696F53164EED83196C3C834B8E8C"><enum>(b)</enum><header>Grant program
				authorized</header><text display-inline="yes-display-inline">The Secretary is
				authorized to award grants, on a competitive basis, to eligible entities to
				enable the eligible entities to carry out the activities described in
				<internal-xref idref="H5BB0AFECBC034DB0B4163992A2212D51" legis-path="2161.(e)">subsection (e)</internal-xref>.</text>
						</subsection><subsection id="H46FDD7EB46E7401AAB9AA2BE389A5B33"><enum>(c)</enum><header>Eligible entity
				defined</header><text>In this subpart, the term <term>eligible entity</term>
				means—</text>
							<paragraph id="HD7628CF2C9E54F8A9983A903ED316F1C"><enum>(1)</enum><text display-inline="yes-display-inline">a State educational agency;</text>
							</paragraph><paragraph id="H7680DD97760944CEAEC38293668E7E02"><enum>(2)</enum><text>a local
				educational agency;</text>
							</paragraph><paragraph id="H8C73F1FDC0674B96B255A38C7C7EAD68"><enum>(3)</enum><text>a nonprofit
				organization with a demonstrated commitment and capacity to develop and support
				principals; or</text>
							</paragraph><paragraph id="HC93F84CCE135463BABB65E8855F9F5D5"><enum>(4)</enum><text>a consortium of
				such agencies and organizations.</text>
							</paragraph></subsection><subsection id="H8710F116816B4BD393910D0CFCFE17A8"><enum>(d)</enum><header>Applications</header><text>To
				receive a grant under this subpart, an eligible entity shall submit an
				application to the Secretary at such time, in such manner, and containing such
				information as the Secretary may reasonably require.</text>
						</subsection><subsection id="H5BB0AFECBC034DB0B4163992A2212D51"><enum>(e)</enum><header>Authorized
				Activities</header>
							<paragraph id="HD848280D9FE4416090F1EE1BECB41C6F"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Each eligible entity
				that receives a grant under this subpart shall use funds to provide principals
				who have not more than 3 years of experience, effective professional
				development to improve the capacity of such principals to increase student
				achievement for all children.</text>
							</paragraph><paragraph id="HA4745C1BEB524EC0A9DE4E01D1A26030"><enum>(2)</enum><header>Allowable
				activities</header><text display-inline="yes-display-inline">The activities
				described in
				<internal-xref idref="HD848280D9FE4416090F1EE1BECB41C6F" legis-path="2161.(e)(1)">paragraph (1)</internal-xref> may include—</text>
								<subparagraph id="HBEBADDFC231F428DB5B806842D229070"><enum>(A)</enum><text display-inline="yes-display-inline">establishing learning communities within
				elementary schools and secondary schools where principals and teachers—</text>
									<clause id="H2835615F7D6B44769DFCF8A37C82C25E"><enum>(i)</enum><text display-inline="yes-display-inline">share a school mission and goals with an
				explicit vision of quality teaching and learning that guides all instructional
				decisions;</text>
									</clause><clause id="H303C0FB1546A4EE8992FD70547AB9BB6"><enum>(ii)</enum><text>commit to
				improving student outcomes and performances;</text>
									</clause><clause id="H9D97F140151B432AA2B0A7D6F0C02424"><enum>(iii)</enum><text>set a continuous
				cycle of collective inquiry and improvement;</text>
									</clause><clause id="H297B1CEAEC554514B4D2AD3BC6303C0B"><enum>(iv)</enum><text display-inline="yes-display-inline">foster a culture of collaboration where
				teachers and principals work together on a regular basis to analyze and improve
				teaching and learning; and</text>
									</clause><clause id="H68A4638F45A74711B5F616A647B9B200"><enum>(v)</enum><text>support and share
				leadership;</text>
									</clause></subparagraph><subparagraph id="H9BC87E4B956B455E833C634C45570596"><enum>(B)</enum><text display-inline="yes-display-inline">developing quality mentoring programs of
				sufficient intensity that include training for new principals on—</text>
									<clause id="HB1C2CC43CF1E4A898550EA918E982F80"><enum>(i)</enum><text display-inline="yes-display-inline">effectively utilizing student assessment
				data, including formative and summative assessments and program evaluation
				data, for the purpose of making instructional decisions and improving
				school-based programs;</text>
									</clause><clause id="HB3D4FBE1ECE14A4781D12E755D6B80C2"><enum>(ii)</enum><text>designing and
				implementing data-driven school improvement plans;</text>
									</clause><clause id="H453CBDF9A39342F78B7EAD32D44B2B8A"><enum>(iii)</enum><text>building or
				expanding relationships within the learning community and collaborating with
				the broader school community, including parents and community
				stakeholders;</text>
									</clause><clause id="H39967EBAE73F4D76858B3C2C356532E4"><enum>(iv)</enum><text>building
				relationships and communicating effectively with State and central office
				officials;</text>
									</clause><clause id="HBD176443845A463893C72DE64D9096AA"><enum>(v)</enum><text>designing
				school-based collaborative professional development plans;</text>
									</clause><clause id="H7192144D767642B789D8612D4778033A"><enum>(vi)</enum><text>staff
				recruitment, hiring, and dismissal courses of action; and</text>
									</clause><clause id="HD4C70A4AA061488EA66904C6A9F747C7"><enum>(vii)</enum><text display-inline="yes-display-inline">effectively observing and providing
				feedback to teachers to improve their classroom practice; and</text>
									</clause></subparagraph><subparagraph id="HF396EB3C8C5043418BA29F3D8E9F8FDC"><enum>(C)</enum><text display-inline="yes-display-inline">providing stipends for mentors who are
				veteran principals with demonstrated skills in transformational and
				instructional leadership and a successful record of increasing student
				achievement.</text>
								</subparagraph></paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block>
