		<official-title>To amend the Truth in Lending Act to add a rule of
		  construction relating to certain payments to an employee of a mortgage
		  originator.</official-title>

		<section id="H3D73C5D9F2A043AF9D00A14450385A1A" section-type="section-one"><enum>1.</enum><header>Rule of
			 construction</header><text display-inline="no-display-inline">Section
			 129B(c)(4) of the Truth in Lending Act is amended—</text>
			<paragraph id="H6473C0BEC2C749758567042521960271"><enum>(1)</enum><text>in subparagraph
			 (C), by striking <quote>or</quote> at the end;</text>
			</paragraph><paragraph id="H15DB3D13B44B4158BBB81960891EFFA1"><enum>(2)</enum><text>in subparagraph
			 (D), by striking the period and inserting <quote>; or</quote>; and</text>
			</paragraph><paragraph id="H3527D7A420394AAEA357909ACCE16F8B"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H5C910E0387A0401091EAA2FAE7913770" style="OLC">
					<subparagraph id="H0F741A32C776437A9A8AF6E90C841621"><enum>(E)</enum><text display-inline="yes-display-inline">prohibiting a creditor or mortgage
				originator from reducing compensation to an employee mortgage originator if,
				after an initial annual percentage rate (<quote>APR</quote>) offer has been
				disclosed to a consumer by the employee mortgage originator, such employee
				mortgage originator makes a subsequent offer to the consumer that—</text>
						<clause id="HD8D295CF40064559B8A712739466B287"><enum>(i)</enum><text>consists only of a
				reduction in the APR from the initial disclosed APR; and</text>
						</clause><clause id="HC93ED8A6550E494AB5479D4B545A998E"><enum>(ii)</enum><text>is made in
				response to a lower APR offer disclosed to the consumer by another creditor or
				mortgage
				originator.</text>
