		<official-title display="yes">To amend title 38, United States Code, to
		  direct the Secretary of Veterans Affairs to develop a comprehensive policy to
		  improve outreach and transparency to veterans and members of the Armed Forces
		  through the provision of information on institutions of higher learning, and
		  for other purposes.</official-title>

		<section id="H69C0E0CB9D5A47FC918E6DA8F44BD11A" section-type="section-one"><enum>1.</enum><header>Comprehensive policy on
			 providing education information to veterans</header>
			<subsection display-inline="no-display-inline" id="H545D36ADC13042EFA6955F7FE0B98AD4"><enum>(a)</enum><header>Comprehensive
			 policy required</header>
				<paragraph id="H845B150B95A24B85BAFE511B44549E24"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/36">Chapter 36</external-xref> of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="H98E4732CEBA24F09970A90439BFA8E25" style="USC">
						<section id="H36B7DBF64BF44F07B0A036638C9476E2"><enum>3698.</enum><header>Comprehensive
				policy on providing education information to veterans</header>
							<subsection id="HD02B3CC21B9E467F8901D700039E1B6D"><enum>(a)</enum><header>Comprehensive
				policy required</header><text display-inline="yes-display-inline">The Secretary
				shall develop a comprehensive policy to improve outreach and transparency to
				veterans and members of the Armed Forces through the provision of information
				on institutions of higher learning.</text>
							</subsection><subsection id="H384D2014FF554007AEC952161D04703D"><enum>(b)</enum><header>Scope</header><text display-inline="yes-display-inline">In developing the policy required by
				subsection (a), the Secretary shall include each of the following
				elements:</text>
								<paragraph id="HB2ED250918E543F3B147E2EE7108FA67"><enum>(1)</enum><text>The most effective
				way to inform individuals of the educational and vocational counseling provided
				under section 3697A of this title.</text>
								</paragraph><paragraph id="HE6F59665FAAE4A2F866D9D5E538ED019"><enum>(2)</enum><text>A centralized way
				to track and publish feedback from students and State approving agencies
				regarding the quality of instruction and accreditation, recruiting practices,
				and post-graduation employment placement of institutions of higher
				learning.</text>
								</paragraph><paragraph id="H78F871C3D19B4968B9FFF1F15943E3CF"><enum>(3)</enum><text display-inline="yes-display-inline">The merit of and the manner in which a
				State approving agency shares with an accrediting agency or association
				recognized by the Secretary of Education under subpart 2 of part H of title IV
				of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1099b">20 U.S.C. 1099b et seq.</external-xref>)
				information regarding the State approving agency’s evaluation of an institution
				of higher learning.</text>
								</paragraph><paragraph id="H474C1CA7206A429BB799626D6CFE93C2"><enum>(4)</enum><text>The manner in
				which information regarding institutions of higher learning is provided to
				individuals participating in the Transition Assistance Program under
				<external-xref legal-doc="usc" parsable-cite="usc/10/1144">section
				1144</external-xref> of title 10.</text>
								</paragraph><paragraph id="H62FCE0EAAA804BDEBD3C6DB65C531789"><enum>(5)</enum><text>The most effective
				way to provide veterans and members of the Armed Forces with information
				regarding postsecondary education and training opportunities available to the
				veteran or member.</text>
								</paragraph></subsection><subsection id="H94FD9D28E96545C689B040EC82CE7D11"><enum>(c)</enum><header>Postsecondary
				education information</header><paragraph commented="no" display-inline="yes-display-inline" id="H12239D1D7FE24990B36F44EA0A693CA6"><enum>(1)</enum><text>The Secretary shall
				ensure that the information provided pursuant to subsection (b)(5)
				includes—</text>
									<subparagraph id="HD6D44FA016D9450F8F77B55AF000E190" indent="up1"><enum>(A)</enum><text>an explanation of the different types
				of accreditation available to educational institutions and programs of
				education;</text>
									</subparagraph><subparagraph id="H2DD4AA4C058549AF933FCA11AF2F00CA" indent="up1"><enum>(B)</enum><text>a description of Federal student aid
				programs; and</text>
									</subparagraph><subparagraph id="H02C97083A5854A399F80E360F1679C0D" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">for each institution of higher learning,
				for the most recent academic year for which information is available—</text>
										<clause id="H39C908C21795433F9EED90F0277C52E5"><enum>(i)</enum><text>whether the institution is public,
				private nonprofit, or proprietary for-profit;</text>
										</clause><clause id="H8B7C45C8171C4DE3B49E63989F92D450"><enum>(ii)</enum><text>the name of the national or
				regional accrediting agency that accredits the institution, including the
				contact information used by the agency to receive complaints from
				students;</text>
										</clause><clause id="H937D27515E364B05BE8ADAF666EA723D"><enum>(iii)</enum><text display-inline="yes-display-inline">information on the State approving agency,
				including the contact information used by the agency to receive complaints from
				students;</text>
										</clause><clause id="HF4282A1B0B7C48ED8311A79A8B1F9099"><enum>(iv)</enum><text display-inline="yes-display-inline">whether the institution participates in
				programs under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et
				seq.</external-xref>);</text>
										</clause><clause id="HC56346A6D220410CB1F48CD05F5C8A1F"><enum>(v)</enum><text>the tuition and fees;</text>
										</clause><clause id="HFBCA2D2973D548F7B33AA18FF2817D77"><enum>(vi)</enum><text display-inline="yes-display-inline">the median amount of debt from Federal
				student loans under title IV of the Higher Education Act of 1965
				(<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et
				seq.</external-xref>) held by students at institution;</text>
										</clause><clause id="H8B72F56F31E04438934D4F6BDA5E2154"><enum>(vii)</enum><text display-inline="yes-display-inline">the cohort default rate, as defined in
				section 435(m) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1085">20 U.S.C. 1085(m)</external-xref>),
				of the institution;</text>
										</clause><clause id="HD91B39D4E57B4B51BC061D7CB7DED173"><enum>(viii)</enum><text>the enrollment rates, graduation
				rates, and retention rates;</text>
										</clause><clause commented="no" id="H8D852E3D91CE438D8D18D89FF48B06D6"><enum>(ix)</enum><text display-inline="yes-display-inline">for each program of education offered by
				the institution that is designed to prepare a student for an occupation that
				requires a licensure or certification test offered by a Federal, State, or
				local government or has other preconditions or requirements, the degree to
				which the program prepares the student for the particular occupation;</text>
										</clause><clause id="HAB9687163B764C95A6BB36CF59D8E663"><enum>(x)</enum><text>whether the institution provides
				students with technical support, academic support, and other support services,
				including career counseling and job placement; and</text>
										</clause><clause id="HA7B891C37D34444E813F1A23FC541645"><enum>(xi)</enum><text display-inline="yes-display-inline">whether the institution accepts academic
				credit by students who are transferring to the institution, including credits
				awarded by a proprietary for-profit institution.</text>
										</clause></subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H70BDCEDF8AFB49BAB865D281BABA485E" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">To the extent possible, the Secretary shall
				provide the information described in paragraph (1) by including hyperlinks on
				the Internet website of the Department to other websites that contain such
				information in a form that is comprehensive and easily understood by veterans,
				members, and other individuals.</text>
								</paragraph></subsection><subsection id="HA0B302445E504AB19380710FF461EBC7"><enum>(d)</enum><header>Definitions</header><text>In
				this section:</text>
								<paragraph id="H2060FCF14C694C1CA21F28BA064FBF20"><enum>(1)</enum><text>The term
				<term>institution of higher learning</term> has the meaning given that term in
				section 3452(f) of this title.</text>
								</paragraph><paragraph commented="no" id="H2B4675CAC02D4E7595C4BB55A0709D0F"><enum>(2)</enum><text>The term
				<term>postsecondary education and training opportunities</term> means any
				postsecondary program of education, including apprenticeships and on-job
				training, for which the Secretary of Veterans Affairs provides assistance to a
				veteran or member of the Armed
				Forces.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H4942979D68324FBF8445084CDF78AC19"><enum>(2)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of such chapter is amended by adding after the item
			 relating to section 3697A the following new item:</text>
					<quoted-block display-inline="no-display-inline" id="HD453B85A5CB24D31BAF7F2460E40A55B" style="USC">
						<toc regeneration="no-regeneration">
							<toc-entry level="section">3698. Comprehensive policy on providing
				education information to
				veterans.</toc-entry>
						</toc>
						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H6D764A8BB91B41B69802A9819CF3FDAD"><enum>(b)</enum><header>Prohibition on
			 inducements</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/3696">Section 3696</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H923E4CA90B1641FA980E0995340D0A0F" style="USC">
					<subsection id="H00DCE297B9BD48DC9BA3E24AF572164B"><enum>(e)</enum><text display-inline="yes-display-inline">The Secretary shall not approve an
				educational institution if the educational institution provides any commission,
				bonus, or other incentive payment based directly or indirectly on success in
				securing enrollments or financial aid to any persons or entities engaged in any
				student recruiting or admission activities or in making decisions regarding the
				award of student financial
				assistance.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H52B63B9E0EC446C292DD0A13E4906BEB"><enum>(c)</enum><header>Survey</header><text>In
			 developing the policy required by
			 <external-xref legal-doc="usc" parsable-cite="usc/38/3698">section
			 3698(a)</external-xref> of title 38, United States Code, as added by subsection
			 (a), the Secretary shall conduct a market survey to determine the availability
			 of the following:</text>
				<paragraph id="H66DFBDB32CDA44DCBDF43F8718E5A248"><enum>(1)</enum><text display-inline="yes-display-inline">A commercially available off-the-shelf
			 online tool that allows a veteran or member of the Armed Forces to assess
			 whether the veteran or member is academically ready to engage in postsecondary
			 education and training opportunities and whether the veteran or member would
			 need any remedial preparation before beginning such opportunities.</text>
				</paragraph><paragraph id="HAF2695616EE94400B96B68BDB306C698"><enum>(2)</enum><text display-inline="yes-display-inline">A commercially available off-the-shelf
			 online tool that provides a veteran or member of the Armed Forces with a list
			 of providers of postsecondary education and training opportunities based on
			 criteria selected by the veteran or member.</text>
				</paragraph></subsection><subsection id="H4E018549A97F4443AC7B6C9507093BEB"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 the enactment of this Act, the Secretary shall submit to the Committees on
			 Veterans’ Affairs of the House of Representatives and the Senate, the Committee
			 on Education and the Workforce of the House of Representatives, and the
			 Committee on Health, Education, Labor, and Pensions of the Senate a report that
			 includes—</text>
				<paragraph id="HCAA1E8A77B514C4FB1EC86347D5BFC69"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the policy developed by
			 the Secretary under <external-xref legal-doc="usc" parsable-cite="usc/38/3698">section 3698(a)</external-xref> of title 38, United
			 States Code, as added by subsection (a);</text>
				</paragraph><paragraph id="H144FFEB9D990473AB495FFCE08F33CDE"><enum>(2)</enum><text>a
			 plan of the Secretary to implement such policy; and</text>
				</paragraph><paragraph id="H7F4703B5274743ADABAAD36245C544D5"><enum>(3)</enum><text>the results of the
			 survey conducted under subsection (b), including whether the Secretary plans to
			 implement the tools described in such subsection.</text>
				</paragraph></subsection><subsection id="HEF96C046283240B9A8A14D7208CFB73C"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H8F4C24B00B3E408E9679565610E0A30E"><enum>(1)</enum><text>The term
			 <term>commercially available off-the-shelf</term> has the meaning given that
			 term in <external-xref legal-doc="usc" parsable-cite="usc/41/104">section
			 104</external-xref> of title 41, United States Code.</text>
				</paragraph><paragraph commented="no" id="HE6F7C0EA0032438293498E5DBDA48D08"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>postsecondary education and
			 training opportunities</term> means any postsecondary program of education,
			 including apprenticeships and on-job training, for which the Secretary of
			 Veterans Affairs provides assistance to a veteran or member of the Armed
			 Forces.</text>
				</paragraph></subsection></section><section commented="no" id="H35041E6E5DD443E99DD56A7F0EB9C59B"><enum>2.</enum><header>State
			 consideration of military training in granting certain State certifications and
			 licenses as a condition on the receipt of funds for veterans employment and
			 training</header>
			<subsection commented="no" id="HC36F5A3C9587441EBBFFFACB701D0A48"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/4102A">Section 4102A(c)</external-xref>
			 of title 38, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HEB2D4562E281421BBCCA427222AAD4E8" style="USC">
					<paragraph commented="no" id="H7D556C58D7C744C9B8DD2E55983C1E6B" indent="up1"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H89756EEE3CA84B71A9F612C02F778D53"><enum>(A)</enum><text>As a condition of a
				grant or contract under which funds are made available to a State in order to
				carry out <external-xref legal-doc="usc" parsable-cite="usc/38/4103A">section
				4103A</external-xref> or
				<external-xref legal-doc="usc" parsable-cite="usc/38/4104">4104</external-xref>
				of this title for any program year, the Secretary shall require the State to
				disclose to the Secretary in writing the following:</text>
							<clause commented="no" id="H46E384815F024D5A932F62250174C268" indent="up1"><enum>(i)</enum><text>Criteria applicants must satisfy to
				receive a certification or license described in subparagraph (B) by the
				State.</text>
							</clause><clause commented="no" id="HA8403207AC6144B285BE9A4C6FECE37C" indent="up1"><enum>(ii)</enum><text>A description of the standard
				practices of the State for evaluating training received by veterans while
				serving on active duty in the Armed Forces and evaluating the documented work
				experience of such veterans during such service for purposes of approving or
				denying a certification or license described in subparagraph (B).</text>
							</clause><clause commented="no" id="HC9691254D13049A2940665212D63D330" indent="up1"><enum>(iii)</enum><text>Identification of areas in which
				training and experience described in clause (ii) fails to meet criteria
				described in clause (i).</text>
							</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HC1CDDA86CFBD44A880BAF2F8828F08B6" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">A
				certification or license described in this subparagraph is any of the
				following:</text>
							<clause id="H1C6FA79F89EE4ECBAB414DE16388C560"><enum>(i)</enum><text display-inline="yes-display-inline">A
				license to be a nonemergency medical professional.</text>
							</clause><clause id="HCDF7017B39AB441D88723321C4D71272"><enum>(ii)</enum><text display-inline="yes-display-inline">A
				license to be an emergency medical professional.</text>
							</clause><clause id="H92B34D33D8AA48C1B68E55E43CC11CF4"><enum>(iii)</enum><text>Any commercial driver’s
				license.</text>
							</clause></subparagraph><subparagraph commented="no" id="HF1160F5285684F4EBA93E4483667FC86" indent="up1"><enum>(C)</enum><text>The Secretary shall share the
				information the Secretary receives under subparagraph (A)(ii) with the
				Secretary of Defense to help the Secretary of Defense improve training for
				military occupational specialties so that individuals who receive such training
				are able to receive a certification or license described in subparagraph (B)
				from a State.</text>
						</subparagraph><subparagraph id="H231399E32910497694D96AB5B5E37EF4" indent="up1"><enum>(D)</enum><text>The Secretary shall publish on the
				Internet website of the Department—</text>
							<clause id="H2F597A893FDB4ACF88E16A199E990162"><enum>(i)</enum><text>any guidance the Secretary gives the
				Secretary of Defense with respect to carrying out this section; and</text>
							</clause><clause id="HB4D56C74D0BD44A4A1FBBE232D7D1019"><enum>(ii)</enum><text>any information the Secretary
				receives from a State pursuant to subparagraph
				(A).</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H35DD4CDCDC304940AEC8168B774E59FD"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to a program year beginning on or after October 1, 2013.</text>
			</subsection></section><section id="HE805CDF1433249D384913DF47E6F222A"><enum>3.</enum><header>Conditions on the
			 award of per diem payments by the Secretary of Veterans Affairs for the
			 provision of housing or services to homeless veterans</header>
			<subsection id="H392ECF8189454E49A79A0F8E3C6E6267"><enum>(a)</enum><header>Condition</header>
				<paragraph id="HE54247C65F754016B73BFA1C6336283B"><enum>(1)</enum><header>In
			 general</header><text>Paragraph (1) of
			 <external-xref legal-doc="usc" parsable-cite="usc/38/2012">section
			 2012(c)</external-xref> of title 38, United States Code, is amended to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="HF3C31F5A12CB43C3A80C439CC02469D6" style="USC">
						<paragraph id="H9868E96C4B324626B208F81A36A21E93" indent="up1"><enum>(1)</enum><text display-inline="yes-display-inline">Except as provided in paragraph (2), a per
				diem payment may not be provided under this section to a grant recipient or
				eligible entity unless the entity submits to the Secretary a certification that
				the building where the entity provides such housing or services is in
				compliance with codes relevant to the operations and level of care provided,
				including the most current Life Safety Code or International Fire Code and all
				applicable State and local housing codes, licensing requirements, fire and
				safety requirements, and any other requirements in the jurisdiction in which
				the project is located regarding the condition of the structure and the
				operation of the supportive housing or service
				center.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HC4FADF85F16C4E63BBFD19D6EC3F634D"><enum>(2)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 paragraph (1) shall apply with respect to an application for a per diem payment
			 under <external-xref legal-doc="usc" parsable-cite="usc/38/2012">section
			 2012</external-xref> of title 38, United States Code, submitted on or after the
			 date of the enactment of this Act.</text>
				</paragraph></subsection><subsection id="HEE1B0A00F8BD4AB6A7BBE9F8B649849D"><enum>(b)</enum><header>Annual
			 report</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/2065">Section 2065(b)</external-xref> of title 38, United
			 States Code, is amended—</text>
				<paragraph id="H9B4B85BC4C7F429F8D96596BC5CFEF10"><enum>(1)</enum><text>by redesignating
			 paragraph (6) as paragraph (7); and</text>
				</paragraph><paragraph id="H92815A0286684AE4AEC08BE3A368CF62"><enum>(2)</enum><text>by inserting after
			 paragraph (5) the following new paragraph (6):</text>
					<quoted-block display-inline="no-display-inline" id="H04589FDA57A545F3A326ED77E055EF9C" style="USC">
						<paragraph id="H30DAA1CD7D524C7BBF9A654999FDEE48"><enum>(6)</enum><text display-inline="yes-display-inline">The Secretary’s evaluation of the safety
				and accessibility of facilities used to provide programs established by grant
				recipients or eligible entities under section 2011 and 2012 of this title,
				including the number of such grant recipients or eligible entities who have
				submitted a certification under section
				2012(c)(1).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H63D7E72CC4F248E19DD782EBB2D9C83B"><enum>(c)</enum><header>Treatment of
			 current recipients</header><text display-inline="yes-display-inline">In the
			 case of the recipient of a per diem payment under
			 <external-xref legal-doc="usc" parsable-cite="usc/38/2012">section
			 2012</external-xref> of title 38, United States Code, that receives such a
			 payment during the year in which this Act is enacted, the Secretary of Veterans
			 Affairs shall require the recipient to submit the certification required under
			 section 2012(c)(1) of such title, as amended by subsection (a)(1), by not later
			 than two years after the date of the enactment of this Act. If the recipient
			 fails to submit such certification by such date, the Secretary may not make any
			 additional per diem payments to the recipient under such section 2012 until the
			 recipient submits such certification.</text>
			</subsection></section><section id="HAD478B2F71AD42F086917347CA57B0A5"><enum>4.</enum><header>Establishment of
			 Open Burn Pit Registry</header>
			<subsection id="H782CD5C5C0364D22B4242EB0AB625AA0"><enum>(a)</enum><header>Establishment of
			 registry</header><text display-inline="yes-display-inline">Not later than 180
			 days after the date of the enactment of this Act, the Secretary of Veterans
			 Affairs shall—</text>
				<paragraph id="H7F28B83CCAAA4FC8B0543F366BA6F15A"><enum>(1)</enum><text display-inline="yes-display-inline">establish and maintain an open burn pit
			 registry for eligible individuals who may have been exposed to toxic chemicals
			 and fumes caused by open burn pits;</text>
				</paragraph><paragraph id="H9557CD795EB345D1887FA43C3164C828"><enum>(2)</enum><text display-inline="yes-display-inline">include any information in such registry
			 that the Secretary of Veterans Affairs determines necessary to ascertain and
			 monitor the health effects of the exposure of members of the Armed Forces to
			 toxic chemicals and fumes caused by open burn pits;</text>
				</paragraph><paragraph id="HB38CA365024D4CCEAA65B5CC5CF55E53"><enum>(3)</enum><text>develop a public
			 information campaign to inform eligible individuals about the open burn pit
			 registry, including how to register and the benefits of registering; and</text>
				</paragraph><paragraph id="HA2F45185DD5D44D9ABE6A7483088AFCB"><enum>(4)</enum><text>periodically
			 notify eligible individuals of significant developments in the study and
			 treatment of conditions associated with exposure to toxic chemicals and fumes
			 caused by open burn pits.</text>
				</paragraph></subsection><subsection id="HE12F97AFA9BE40D3B92B26AED673BEE9"><enum>(b)</enum><header>Report to
			 congress</header>
				<paragraph id="H549FFF0B67E64D7B8B18789DF66CA6C2"><enum>(1)</enum><header>Report by
			 independent scientific organization</header><text>The Secretary of Veterans
			 Affairs shall enter into an agreement with an independent scientific
			 organization to develop a report containing the following:</text>
					<subparagraph id="HDEF198469C514CDCB31E6A613C8AA314"><enum>(A)</enum><text display-inline="yes-display-inline">An assessment of the effectiveness of
			 actions taken by the Secretaries to collect and maintain information on the
			 health effects of exposure to toxic chemicals and fumes caused by open burn
			 pits.</text>
					</subparagraph><subparagraph id="H57BA7E0230444AE18AC94D26BE77ED60"><enum>(B)</enum><text>Recommendations to
			 improve the collection and maintenance of such information.</text>
					</subparagraph><subparagraph id="HCBDA86B8D5144EEFA41B43F5FBB0EF51"><enum>(C)</enum><text>Using established
			 and previously published epidemiological studies, recommendations regarding the
			 most effective and prudent means of addressing the medical needs of eligible
			 individuals with respect to conditions that are likely to result from exposure
			 to open burn pits.</text>
					</subparagraph></paragraph><paragraph id="H9653116661DB4E1CB3179E46FB0A1B3E"><enum>(2)</enum><header>Submittal to
			 Congress</header><text>Not later than 18 months after the date on which the
			 registry under subsection (a) is established, the Secretary of Veterans Affairs
			 shall submit to Congress the report developed under paragraph (1).</text>
				</paragraph></subsection><subsection id="H00454AF681CA44CC98AE2BBA90CB4902"><enum>(c)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H85A083EE63F34796BC41D3FDD17C9F24"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>open burn pit</term> means
			 an area of land located in Afghanistan or Iraq that—</text>
					<subparagraph id="H38F5160B1E3A49FB98B494FDA2D65FC3"><enum>(A)</enum><text>is designated by
			 the Secretary of Defense to be used for disposing solid waste by burning in the
			 outdoor air; and</text>
					</subparagraph><subparagraph id="H16E8B25A56774D0598CE3978615F63F6"><enum>(B)</enum><text>does not contain a
			 commercially manufactured incinerator or other equipment specifically designed
			 and manufactured for the burning of solid waste.</text>
					</subparagraph></paragraph><paragraph id="HB11292CF851041A994DA24F171A8895A"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>eligible individual</term>
			 means any individual who, on or after September 11, 2001—</text>
					<subparagraph id="H366DEC20AFA74BF09250E9295EAEE011"><enum>(A)</enum><text>was deployed in
			 support of a contingency operation while serving in the Armed Forces;
			 and</text>
					</subparagraph><subparagraph id="HB654668F35E142BFB8A4C2020C44DCC7"><enum>(B)</enum><text>during such
			 deployment, was based or stationed at a location where an open burn pit was
			 used.</text>
					</subparagraph></paragraph></subsection></section><section display-inline="no-display-inline" id="H047BF3C526DD4F3B80FF30D490FA9EBD" section-type="subsequent-section"><enum>5.</enum><header>Performance awards in
			 the Senior Executive Service</header><text display-inline="no-display-inline">For each of fiscal years 2013 through 2017,
			 the Secretary of Veterans Affairs may not pay more than <pagebreak></pagebreak>$1,000,000
			 in performance awards under
			 <external-xref legal-doc="usc" parsable-cite="usc/5/5384">section
			 5384</external-xref> of title 5, United States Code.</text>
