		<official-title>To require solicitations for Federal procurement
		  contracts to include information about the applicability of Buy American law
		  and whether foreign goods may be used to fulfill the requirements of the
		  contracts.</official-title>

		<section id="H717038D90F9C44B787A43FDB60737D83" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Full Disclosure in Federal Contracting
			 Act</short-title></quote>.</text>
		</section><section id="H95B1AFF08ED9492B8C78ED908C845E3A" section-type="subsequent-section"><enum>2.</enum><header>Requirement for
			 information about Buy American law and acceptable foreign goods to be included
			 in certain Federal contract solicitations</header>
			<subsection id="H2AB39FF2819443DB91E01F5A7D616E8F"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">In any solicitation for a Federal contract
			 for the procurement of goods, the Federal agency issuing the solicitation shall
			 include the following information:</text>
				<paragraph id="H78069A38EB074B3FA238AAE70E6CDD30"><enum>(1)</enum><text>A
			 statement of—</text>
					<subparagraph id="H51004AA38A484F1C9C859A4A45BC95A4"><enum>(A)</enum><text>whether chapter 83
			 of title 41, United States Code (popularly known as the <quote>Buy American
			 Act</quote>), applies or does not apply to the contract; and</text>
					</subparagraph><subparagraph id="H818E6B26A3F549778285CD41BE38FF9E"><enum>(B)</enum><text>if such chapter 83
			 does not apply to the contract, the reasons why such chapter does not apply,
			 including a description of any applicable exception or waiver of such chapter
			 and the law or regulation providing such exception or waiver.</text>
					</subparagraph></paragraph><paragraph id="H0F54B627402244549B164703FEC3BB2A"><enum>(2)</enum><text>Whether such
			 chapter 83 applies or does not apply—</text>
					<subparagraph id="HAD80394456CA4048B570D7DD5AB9E842"><enum>(A)</enum><text>a statement of
			 whether goods from foreign countries would be acceptable as end products for
			 purposes of fulfilling the requirements of the contract; and</text>
					</subparagraph><subparagraph id="H24019FA3F08F4081B3F9C7BC6EEF8167"><enum>(B)</enum><text>a list of all the
			 foreign countries whose goods would be acceptable as end products for such
			 purposes.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="H7AF5497A330142E1A4FE870C5524806F"><enum>(b)</enum><header>Effective
			 Date</header><text>This Act shall apply to solicitations for contracts issued
			 after the date occurring 180 days after the date of the enactment of this
			 Act.</text>
