		<official-title>To amend title V of the Social Security Act to provide
		  grants for school-based mentoring programs for at risk teenage girls to prevent
		  and reduce teen pregnancy, and to provide student loan forgiveness for mentors
		  participating in such programs.</official-title>

		<section id="HB87DD07F2EB740F9BBF88917B98BFE5D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mentor-Mentee Teen Pregnancy Reduction
			 Act of 2012</short-title></quote>.</text>
		</section><section id="H3780C5F550394580B79DA840FBD60477"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H1902029B2BA94BD1B5471107805962A2"><enum>(1)</enum><text>The U.S. has the
			 highest teenage pregnancy rate of any fully industrialized country.</text>
			</paragraph><paragraph id="HA9F206BD7C3143FB971E0837B0C4B44B"><enum>(2)</enum><text>One in three girls
			 in the U.S. becomes pregnant at least once by the age of 20.</text>
			</paragraph><paragraph id="H7F54A288240B4C9DB13D142F60748356"><enum>(3)</enum><text>Girls who become
			 pregnant are more likely to drop out of high school, less likely to complete
			 college, more likely to give birth to low-birth weight babies, and more likely
			 to live in poverty.</text>
			</paragraph><paragraph id="H534CB46702B64C3586185B586544B924"><enum>(4)</enum><text>The children born
			 to teenage mothers are more likely to have learning disabilities, less likely
			 to complete high school, and more likely to live in poverty.</text>
			</paragraph><paragraph id="H6B83788928224FAC92A41040624511CA"><enum>(5)</enum><text>Girls born to
			 teenage mothers are more likely to become teenage mothers themselves; boys born
			 to teenage mothers are more likely to end up in prison.</text>
			</paragraph><paragraph id="HA028F71E8EC942BAAEB10E17AE8775BB"><enum>(6)</enum><text>Innovative
			 initiatives, such as increasing parental involvement and portraying the
			 consequences of teenage pregnancy through the media, exist that can reduce the
			 rates of teenage pregnancy and give every young person a better hope for the
			 future.</text>
			</paragraph><paragraph id="HFBB79EB2659A4E94A61F93327D6E649E"><enum>(7)</enum><text>Research shows
			 that a wide variety of programs have been successful at delaying sexual
			 activity and reducing teenage pregnancy, including efforts that engage students
			 in community service, promote youth development, provide preventive health
			 services, offer sex and HIV/AIDS education, and more.</text>
			</paragraph></section><section id="H1FDF4EDC7D7A45C3BAD565A71B4E7771"><enum>3.</enum><header>Mentor-mentee
			 teen pregnancy reduction grant program</header><text display-inline="no-display-inline">Title V of the Social Security Act is
			 amended—</text>
			<paragraph id="HE593DB36D8CD4E64A4B8A032D37D8780"><enum>(1)</enum><text>in section 510(d)
			 (42 U.S.C. 710(d)), by inserting <quote>and grants under section 514</quote>
			 after <quote>under subsection (a)</quote>; and</text>
			</paragraph><paragraph id="H7EE3258D24BD4CAB9490EC978FEF6FB6"><enum>(2)</enum><text>by adding at the
			 end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H2C2C7CD9DFAD4533A8BF6541712B48BB" style="traditional">
					<section id="HABB42AC26F9740AD8D02B181DDE3A028"><enum>514.</enum><header>Mentor-mentee teen pregnancy reduction grant
		  program</header><subsection commented="no" display-inline="yes-display-inline" id="HF9744CD19CE84CF0AD23E2EA6854116A"><enum>(a)</enum><text>From the amount
				appropriated in section 510(d) for a fiscal year (beginning with fiscal year
				2013) which is not allotted to a State under section 510, the Secretary shall
				award competitive grants for the creation of school-based programs that provide
				mentoring to at-risk teenage girls to prevent and reduce teen pregnancy. In
				awarding such grants for a fiscal year, the Secretary shall give priority to
				programs in States that have elected not to receive an allotment under section
				510 for the fiscal year.</text>
						</subsection><subsection id="H8768680996B14F748B17EC90469D27FE"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H6051A50F5EE94FCAB205804C33AED7BF"><enum>(1)</enum><text display-inline="yes-display-inline">No grant may be awarded under this section
				except to an entity that is a local educational agency (as defined in section
				9101 of the Elementary and Secondary Education Act of 1965) or a
				community-based organization.</text>
							</paragraph><paragraph id="H38C401C836F44DDB888C1C99FE86019B" indent="up1"><enum>(2)</enum><text>Funds provided under such a grant may
				only be used in a school-based setting for the following purposes:</text>
								<subparagraph id="HCAC2D1C6348B49D381AEDE465B4815CE"><enum>(A)</enum><text>To recruit, train, and support
				mentors.</text>
								</subparagraph><subparagraph id="HA3DFCE7AC8684C8492FDFB268B2F33BC"><enum>(B)</enum><text display-inline="yes-display-inline">To
				hire mentoring coordinators and provide professional development.</text>
								</subparagraph><subparagraph id="H39E31F7489144671973F603218CC3782"><enum>(C)</enum><text>To pay for outreach materials.</text>
								</subparagraph><subparagraph id="HB491240627CE4942B09076BDE4CF7CB0"><enum>(D)</enum><text>To provide activities that will help
				in the development of a mentee, such as—</text>
									<clause id="H5384A8D47CA54626A9B99F1E0E9A6EF1"><enum>(i)</enum><text display-inline="yes-display-inline">workshops, classes, and after-school
				activities, which may include family life and sex education and may
				provide—</text>
										<subclause id="HAC6AB8D0355D4A98AA8869B1B7C1663B"><enum>(I)</enum><text>information that stresses the importance
				of abstinence and postponing sexual involvement;</text>
										</subclause><subclause id="H83825BF4EB6E43A39356CA495FA460CA"><enum>(II)</enum><text>medically accurate information on the
				importance of contraception for those who are sexually active, on condom use,
				and on HIV and sexually transmitted diseases; and</text>
										</subclause><subclause id="H261F610220B345DEBF56919135E298FA"><enum>(III)</enum><text>information that reflects mores and
				values of the community involved.</text>
										</subclause></clause><clause id="H2E88D8F9EDB4455F8C072E5ACA22A5A1"><enum>(ii)</enum><text>preparation for standardized
				examinations;</text>
									</clause><clause id="H6C68835D4B1D4A0BB33138A25D75BC46"><enum>(iii)</enum><text>assistance with college
				entrance;</text>
									</clause><clause id="HDCBCA92C2A09412EA61979CE6148F600"><enum>(iv)</enum><text>education in financial
				literacy;</text>
									</clause><clause id="H4CADD93027A54374999C96386AF5B140"><enum>(v)</enum><text>tutoring;</text>
									</clause><clause id="HC7C61566E1244DF2A88B7D0A5B1CA10E"><enum>(vi)</enum><text>sports;</text>
									</clause><clause id="HDE550DD84ACF4A46AC0DC4259116723A"><enum>(vii)</enum><text>education in health and
				nutrition; and</text>
									</clause><clause id="H2FB9893297044974984DD91B49F3727C"><enum>(viii)</enum><text>education in the arts.</text>
									</clause></subparagraph></paragraph><paragraph id="H4297C13664DB49669B2DC234E849049B" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">No grant may be awarded under this section
				unless the grantee agrees that, in carrying out the purposes described in
				paragraph (2), the grantee will, whenever possible, use strategies relating to
				family life and sex education that have been demonstrated to be effective, or
				that incorporate characteristics of effective programs.</text>
							</paragraph><paragraph commented="no" id="HFA917F3076824335B3B5FC8DE943587B" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">No grant may be awarded under this section
				unless the grantee agrees that only qualified individuals will serve as mentors
				under this section. For the purposes of this paragraph, a <term>qualified
				individual</term> is an individual who—</text>
								<subparagraph commented="no" id="H656B7128CA1143809B5DF36637BFC609"><enum>(A)</enum><text>has received at least a baccalaureate
				degree from an institution of higher education (as such term is defined in
				section 102(a) of the Higher Education Act of 1965 (20 U.S.C. 1002(a)));</text>
								</subparagraph><subparagraph commented="no" id="H2B36451836094441A0760A11C0C9E606"><enum>(B)</enum><text>is mentoring no more than two mentees
				under this section; and</text>
								</subparagraph><subparagraph commented="no" id="H31A68A989DD649D793254B7FCB425134"><enum>(C)</enum><text>has been trained and screened by a
				local educational agency or community-based organization to do the following
				for individual mentees:</text>
									<clause commented="no" id="H59BF4B8362394E96BFA9B136A7FDF27B"><enum>(i)</enum><text display-inline="yes-display-inline">To encourage setting goals and planning for
				the future.</text>
									</clause><clause commented="no" id="H821B33D8AC18473C86A7956071EF158F"><enum>(ii)</enum><text>To promote responsible behavior
				and help delay sexual activity.</text>
									</clause><clause commented="no" id="H928B77BB55554E7E850C5770703AB3B7"><enum>(iii)</enum><text>To provide general
				guidance.</text>
									</clause><clause commented="no" id="HC1D2DDB611D848CE85AC51666244031E"><enum>(iv)</enum><text>To increase participation in
				school.</text>
									</clause></subparagraph></paragraph><paragraph id="H09F322587E664D26A3595BFAAEF37AC8" indent="up1"><enum>(5)</enum><text display-inline="yes-display-inline">No grant shall be made under this section
				unless the grantee agrees to submit to the Secretary, in accordance with the
				criteria of the Secretary, a report that provides information on the program
				conducted under this section, including outcomes and increased education and
				awareness about the prevention of teen pregnancy under the grant. The Secretary
				shall make such reports available to the public.</text>
							</paragraph><paragraph id="HE1549A155A654ACBBFCBD71985E59069" indent="up1"><enum>(6)</enum><text display-inline="yes-display-inline">Grantees under this section shall expend
				funds received under the grant not later than 18 months after the date such
				funds are provided under the grant.</text>
							</paragraph></subsection><subsection id="H503EF7BA35474516A91C4D2122BA70A4"><enum>(c)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HE828486D16D54994881175C13A7BBFAF"><enum>(1)</enum><text>Paragraph (3) of section
				502(a) shall apply to grants under this section in the same manner as it
				applies to funding made available under section 502(b).</text>
							</paragraph><paragraph id="H0AEAD2E0784546029C5FC9EEEC0CA1D2" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Sections 507 and 508 shall apply to grants
				under this section to the same extent and in the same manner as such sections
				apply to allotments under section 502(c).</text>
							</paragraph><paragraph id="HA2B1B5CF43FB41CCAE906208BF864AB1" indent="up1"><enum>(3)</enum><text>Section 506 shall apply to grants
				under this section to the extent determined by the Secretary to be
				appropriate.</text>
							</paragraph></subsection><subsection id="HF721A0D905B041AFBE386C9101C80814"><enum>(d)</enum><text display-inline="yes-display-inline">The Secretary shall, directly or through
				contract, provide for evaluations of programs receiving funds under grants
				under this section. Such an evaluation shall cover at least 6 programs and
				programs representing at least 10 percent of the funding provided under this
				section. Each such evaluation for a program shall describe—</text>
							<paragraph id="H7299834408DC474580E85305BA2AB207"><enum>(1)</enum><text>the activities
				carried out under the grant; and</text>
							</paragraph><paragraph id="H5C42A122334C4F648B9CB0827B01D3DF"><enum>(2)</enum><text>the extent to
				which such activities were effective in changing attitudes and behavior to
				achieve the project strategies consistent with this
				section.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="H004B76F607744DF0A52C07401C080E61"><enum>4.</enum><header>Loan forgiveness
			 for mentors who participate in teen pregnancy reduction program</header>
			<subsection id="HD4BF4A315E784D9D85843CB16393E89D"><enum>(a)</enum><header>Program
			 authorized</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services is authorized, from the funds appropriated under
			 <internal-xref idref="HFBF5BF000359480A85778F3BFC81624B" legis-path="5.(g)">subsection (g)</internal-xref>, to carry out a program to
			 assume the obligation to repay a qualified loan amount (as determined under
			 <internal-xref idref="HCB985BC8F05B4F34857CFA886C462069" legis-path="5.(b)">subsection (b)</internal-xref>) for a Federal student loan,
			 in accordance with this section, for an individual who—</text>
				<paragraph id="H40DA044C077247ED8E26FDE616C3AB80"><enum>(1)</enum><text display-inline="yes-display-inline">is a qualified individual to serve as a
			 mentor under subsection (b)(4) of section 514 of the Social Security
			 Act;</text>
				</paragraph><paragraph id="H2EA611F74992480A9C333A7799BAB0E1"><enum>(2)</enum><text display-inline="yes-display-inline">has served as a mentor for the teen
			 pregnancy reduction grant program authorized under section 514 of the Social
			 Security Act for not less than 200 hours in an academic year or its equivalent
			 (as determined by the Secretary); and</text>
				</paragraph><paragraph id="HCEC6A6E6E49A4B3B803B479873A4A1FF"><enum>(3)</enum><text>is not in default
			 on a loan for which the individual seeks forgiveness.</text>
				</paragraph></subsection><subsection id="HCB985BC8F05B4F34857CFA886C462069"><enum>(b)</enum><header>Qualified loan
			 amount</header><text display-inline="yes-display-inline">The amount of loan
			 forgiveness the Secretary provides under this section—</text>
				<paragraph display-inline="no-display-inline" id="HC980529CE841472AB4C04E2EEC6C6EC4"><enum>(1)</enum><text display-inline="yes-display-inline">shall be equal to $2,000 for every 200
			 hours of service an individual serves as a mentor under section 514 of the
			 Social Security Act in an academic year or its equivalent (as determined by the
			 Secretary), after the date of the enactment of this section; and</text>
				</paragraph><paragraph id="H2CB230A12789487EBCDB09FA19513D7B"><enum>(2)</enum><text>may not exceed a
			 total of $20,000 for an individual.</text>
				</paragraph></subsection><subsection commented="no" id="H918DC2DAD61C4D2DA668BD2D79DF7A38"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In providing loan forgiveness under this
			 section, the Secretary shall give priority to individuals who serve as mentors
			 for programs under section 514 of the Social Security Act that are carried out
			 by local educational agencies or community-based organizations that are located
			 in areas with the highest rates of teen pregnancy, as determined by the
			 Secretary.</text>
			</subsection><subsection display-inline="no-display-inline" id="H7C0EAC951FE24076A7198DC65D7C0E98"><enum>(d)</enum><header>Construction</header><text>Nothing
			 in this section shall be construed to authorize the refunding of any repayment
			 of a loan.</text>
			</subsection><subsection id="H5C90FC2D55EE4266BFE8EB355508D796"><enum>(e)</enum><header>Regulations</header><text>The
			 Secretary is authorized to issue such regulations as may be necessary to carry
			 out the provisions of this section.</text>
			</subsection><subsection id="H0AAC1B523DBE4C30B5B50DC69E49246E"><enum>(f)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph commented="no" id="HA53FA631B4864D97A961DB466C3BE9FD"><enum>(1)</enum><header>Federal student
			 loan</header>
					<subparagraph id="H16A3202FF1704744845AB89AC98BA724"><enum>(A)</enum><header>In
			 general</header><text>Except as provided in subparagraph (B), the term
			 <term>Federal student loan</term> means any loan made, insured, or guaranteed
			 under part B, D, or E of title IV of the Higher Education Act of 1965.</text>
					</subparagraph><subparagraph id="HEAA3AAB3C1C1408493B5C95570391254"><enum>(B)</enum><header>Treatment of
			 consolidation loans</header><text display-inline="yes-display-inline">A loan
			 amount for a loan made under section 428C or section 455(g) of such Act shall
			 be considered a Federal student loan under this paragraph only to the extent
			 that such loan amount was used to repay a loan made under section 428 or 428H
			 of such Act, a Federal Direct Stafford Loan, or a Federal Direct Unsubsidized
			 Stafford Loan for an individual who meets the requirements of
			 <internal-xref idref="HD4BF4A315E784D9D85843CB16393E89D" legis-path="5.(a)">subsection (a)</internal-xref>, as determined in accordance
			 with regulations prescribed by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="H9449AB81566F4CE0A335ECE8DC5A8B21"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Health and Human
			 Services.</text>
				</paragraph></subsection><subsection id="HFBF5BF000359480A85778F3BFC81624B"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out this section such sums as may be necessary for fiscal year 2013 and each of
			 the 3 succeeding fiscal years.</text>
