		<official-title>To amend the Indian Gaming Regulatory Act to provide for
		  community approval before Indian class III gaming operations may take
		  effect.</official-title>

		<section id="H3379F0D99A214FC185C0A36B86CA0049" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Giving Local Communities a Voice in
			 Tribal Gaming Act</short-title></quote>.</text>
		</section><section id="H89648C1CAA1A4A1095D7832BC1EAEF36" section-type="subsequent-section"><enum>2.</enum><header>Community approval of
			 tribal-state compacts</header><text display-inline="no-display-inline">Section
			 11(d) of the Indian Gaming Regulatory Act (25 U.S.C. 2710(d)) is amended by
			 adding at the end the following new paragraph:</text>

				<paragraph id="HE8D7088654734854A02709A2A5E2762B"><enum>(10)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H3D28DCD0332644CEB979BBBBCDB94820"><enum>(A)</enum><text display-inline="yes-display-inline">No Class III gaming activities may
				commence, irrespective of an approved Tribal-State Compact, unless the elected
				governing body and elected executive officials of each county, city, or other
				general purpose political subdivision in which a class III gaming activity
				under the Tribal-State Compact is to occur have approved the Class III gaming
				facility.</text>
					</subparagraph><subparagraph id="H8FC6229203164A608FD0CDB1B6845C79" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">The manner in which a Class III gaming
				facility is approved under subparagraph (A) shall be determined by each
				political subdivision.</text>
					</subparagraph><subparagraph id="H79B81DDC56014F12ACBCA5D3E5A78748" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">Each political subdivision shall have 120
				days after the date that a Tribal-State Compact is approved by the Department
				of Interior Bureau of Indian Affairs and National Indian Gaming Commission or
				the site of a class III gaming facility is identified, whichever comes later,
				to raise objection.</text>
					</subparagraph><subparagraph id="H66532BDDC62B4C3CA8283C3A81A20E1D" indent="up1"><enum>(D)</enum><text>For the purposes of subparagraph (A),
				a Tribal-State Compact includes a compact approved under paragraph (8) or
				consented to under paragraph (7)(B)(vi), and the procedures for a class III
				gaming activity prescribed under paragraph
				(7)(B)(vii).</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H926A31A3B56B4ECB8294D97EDB3D0F84"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall apply to any Tribal-State compact that has not been entered into
			 under the Indian Gaming Regulatory Act before January 1, 2011.</text>
