		<official-title>To prohibit Members of Congress, senior congressional
		  staffers, and administration executives from making certain purchases or sales
		  of registered securities, futures, swaps, security futures products,
		  security-based swaps, and options, to prohibit bonus payments to executives at
		  Fannie Mae and Freddie Mac, and for other purposes.</official-title>

		<section id="H4F97EC3DC2744DC7A57974D03064EE30" section-type="section-one"><enum>1.</enum><header>Limitations on discretion
			 over investments in registered securities</header>
			<subsection id="H6C57D0DAF87B435D8D233A7B37843ACE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Members of Congress,
			 senior congressional staffers, and administration executives are prohibited
			 from the purchase or sale of registered securities, futures, swaps, security
			 futures products, security-based swaps, and options on such securities,
			 futures, and swaps, subject to exceptions for the purchase or sale of—</text>
				<paragraph id="H39DB5161BBF14A8596296469AEA93E08"><enum>(1)</enum><text>exchange traded
			 funds, exchange traded notes, and mutual funds registered with the Securities
			 and Exchange Commission that contain greater than 10 single name
			 securities;</text>
				</paragraph><paragraph id="H231689F4AE484D2E9967520D95CCAC9F"><enum>(2)</enum><text>commodity-based
			 swaps, futures, exchange traded funds and exchange traded notes;</text>
				</paragraph><paragraph id="H108DEDCD8D2B40648096BCF4DF0DA0E6"><enum>(3)</enum><text display-inline="yes-display-inline">security-based swaps or security futures
			 products whose value is not primarily dependent on 10 or fewer single name
			 securities;</text>
				</paragraph><paragraph id="H806F0894D73245F2BD151B6CED9BBE21"><enum>(4)</enum><text>Treasury, State,
			 and municipal securities;</text>
				</paragraph><paragraph id="H9516C7F6C09C430888FF331556D8E751"><enum>(5)</enum><text>options on any
			 investments described under paragraphs (1) through (4); and</text>
				</paragraph><paragraph id="HFAB256F9E7E844D191A2B75B6A65135E"><enum>(6)</enum><text display-inline="yes-display-inline">securities, security-based swaps, and
			 security futures products whose value is primarily dependent on 10 or fewer
			 single name securities, or options on such investments, subject to—</text>
					<subparagraph id="H6BFD6381B7D944DEB57B73DC3A2CEE6A"><enum>(A)</enum><text>preapproval by the
			 Securities and Exchange Commission;</text>
					</subparagraph><subparagraph id="H5CF99ECFC6634942903CF1F1D27C6DA6"><enum>(B)</enum><text display-inline="yes-display-inline">compliance with a written contract relying
			 on any of the affirmative defenses available under section 240.10b5–1(c)(1) of
			 title 17, Code of Federal Regulations, where such written contract is executed
			 and delivered to the Securities and Exchange Commission, or its designated
			 agent, at least 30 days prior to the date of the first scheduled purchase or
			 sale transaction; or</text>
					</subparagraph><subparagraph id="H2DE308D469D64587810B6DF306560376"><enum>(C)</enum><text display-inline="yes-display-inline">such purchase or sale being made on behalf
			 of such person by a qualified blind trust (as defined under section 102(f)(3)
			 of the Ethics in Government Act of 1978), where notice of the execution of a
			 blind trust agreement is provided to the Securities and Exchange Commission, or
			 its designated agent, not later than 3 days after executing such
			 agreement.</text>
					</subparagraph></paragraph></subsection><subsection id="HE21EA91F73E446AA90B06DDE74DFAF48"><enum>(b)</enum><header>Penalty</header><text display-inline="yes-display-inline">Any person who violates subsection (a)
			 shall be subject to the provisions of section 240.10b5–1 of title 17, Code of
			 Federal Regulations, relating to material nonpublic information received in the
			 course of employment.</text>
			</subsection><subsection id="H08CD6CD9F41A4C39A34F53C6E58EEDF8"><enum>(c)</enum><header>Definitions</header><text>For
			 purposes of this section:</text>
				<paragraph id="HDBD0447C05F0478A86B2383B186F6BFD"><enum>(1)</enum><header>Administration
			 executives</header><text>The term <quote>administration executive</quote>
			 means—</text>
					<subparagraph id="HC0D3604F79084D27B55A9A633AD0E3D4"><enum>(A)</enum><text>the
			 President;</text>
					</subparagraph><subparagraph id="H50A499070E284B16AF35C89B3D9E0A02"><enum>(B)</enum><text>the Vice
			 President;</text>
					</subparagraph><subparagraph id="HCEE0488160CC4EF0B1F35214208ADD13"><enum>(C)</enum><text display-inline="yes-display-inline">any position in the executive branch the
			 appointment to which is made by the President and requires advice and consent
			 of the Senate; or</text>
					</subparagraph><subparagraph id="H87D40F92B6974FA4A3D1BBCDEACC59E2"><enum>(D)</enum><text display-inline="yes-display-inline">an officer or employee of the executive
			 branch, including all Federal agencies, who, for at least 60 days, occupies a
			 position for which the rate of basic pay is equal to or greater than 120
			 percent of the minimum rate of basic pay payable for GS–15 of the General
			 Schedule.</text>
					</subparagraph></paragraph><paragraph id="H7A4617F0A3204C75A7192D91E47461EC"><enum>(2)</enum><header>Member of
			 Congress</header><text display-inline="yes-display-inline">The term
			 <quote>Member of Congress</quote> means a member of the Senate or House of
			 Representatives, a Delegate to the House of Representatives, or the Resident
			 Commissioner from Puerto Rico.</text>
				</paragraph><paragraph id="H2D82946D495041A18B59EC1EC28DCA09"><enum>(3)</enum><header>Senior
			 congressional staffer</header><text display-inline="yes-display-inline">The
			 term <quote>senior congressional staffer</quote> means an officer or employee
			 of the legislative branch who, for at least 60 days, occupies a position for
			 which the rate of basic pay is equal to or greater than 120 percent of the
			 minimum rate of basic pay payable for GS–15 of the General Schedule.</text>
				</paragraph></subsection><subsection id="H712D1E2B4BE94181B200574E3E5B6E83"><enum>(d)</enum><header>Effective
			 date</header><text>This section shall take effect after the end of the 270-day
			 period beginning on the date of the enactment of this Act.</text>
			</subsection></section><section id="H15E4B42E0BF242FA926C01211ACBA5FB"><enum>2.</enum><header>Limitation on
			 bonuses to executives of Fannie Mae and Freddie Mac</header><text display-inline="no-display-inline">Notwithstanding any other provision in law,
			 senior executives at the Federal National Mortgage Association and the Federal
			 Home Loan Mortgage Corporation are prohibited from receiving bonuses during any
			 period of conservatorship for those entities on or after the date of enactment
			 of this Act.</text>
