		<section id="H151365C9143D4A34A6D7AF7B6CE7B493" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Targeting Transnational Drug
			 Trafficking Act of 2011</short-title></quote>.</text>
		</section><section id="HCBE6FA28A3BB4488A47881B84DAF5AB7" section-type="subsequent-section"><enum>2.</enum><header>Possession,
			 manufacture or distribution for purposes of unlawful importations</header>
			<subsection id="H549062364C3A455FA73C1409E9EDED8B"><enum>(a)</enum><header>Possession,
			 manufacture or distribution for purposes of unlawful importations</header><text display-inline="yes-display-inline">Section 1009 of the Controlled Substances
			 Import and Export Act (21 U.S.C. 959) is amended—</text>
				<paragraph id="HAF222332983C494E8AD6140700A07256"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (b) and (c) as
			 subsections (c) and (d), respectively; and</text>
				</paragraph><paragraph id="HF62D1DB71B65488B861DCB5E7B5E5FA6"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>It
			 shall</quote> and all that follows and inserting the following: “It shall be
			 unlawful for any person to manufacture or distribute a controlled substance in
			 schedule I or II or flunitrazepam or a listed chemical intending, knowing, or
			 having reasonable cause to believe that such substance or chemical will be
			 unlawfully imported into the United States or into waters within a distance of
			 12 miles of the coast of the United States.</text>
					<quoted-block display-inline="no-display-inline" id="HE7400D59FAC34021B6FC56AC54245F64" style="OLC">
						<subsection id="H20155A15A42D457286CA200FCFB77408"><enum>(b)</enum><text display-inline="yes-display-inline">It shall be unlawful for any person to
				manufacture or distribute a listed chemical—</text>
							<paragraph id="H0A8F95C78B12499C8E167C54B0F79CB3"><enum>(1)</enum><text display-inline="yes-display-inline">intending or knowing that the listed
				chemical will be used to manufacture a controlled substance; and</text>
							</paragraph><paragraph id="H886206F871DB4D36B4B83BA923E4C339"><enum>(2)</enum><text display-inline="yes-display-inline">intending, knowing, or having reasonable
				cause to believe that the controlled substance will be unlawfully imported into
				the United
				States.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HEE3466D7D2724DB68AAA0B17EB431D10"><enum>(b)</enum><header>Attempt and
			 conspiracy</header><text>Section 1013 of the Controlled Substances Import and
			 Export Act (21 U.S.C. 963) is amended by adding at the end the following:
			 <quote>For a conspiracy to commit such an offense that requires the person to
			 intend, know, or have reasonable cause to believe that a controlled substance
			 will be unlawfully imported into the United States, it is sufficient to prove a
			 conspiracy to commit the offense that only 1 member of the conspiracy intended,
			 knew, or had reasonable cause to believe that the controlled substance would be
			 unlawfully imported into the United States.</quote>.</text>
