		  Rules of the House of Representatives to strengthen financial disclosures by
		  Members, officers, and employees of Congress, and for other

		<section display-inline="no-display-inline" id="H6988E8D6619D44A0BEFC69367A580C6D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sunlight Act of
			 2012</short-title></quote>.</text>
		</section><section id="HD1910669AAEF47A69FD5F920F43121E2"><enum>2.</enum><header>Dollar amounts
			 required for annual financial disclosure statements</header>
			<subsection id="H6D58B08D067444CF93753A1A063D9C97"><enum>(a)</enum><header>Financial
			 Disclosures</header><text>Section 102(d) of the Ethics in Government Act of
			 1978 is amended by adding at the end the following new paragraph:</text>
				<quoted-block id="H314018BA139348BAAC915C996172953C" style="OLC">
					<paragraph id="HB70D1C2C28184E31988A748A09BEDBBC" indent="up1"><enum>(3)</enum><text>Notwithstanding any other provision
				of this Act, in the case of reports of Members of Congress and officers and
				employees of Congress filed pursuant to sections 101(d) and (e), references to
				the categories for reporting the amount or value of the items covered in
				paragraphs (3), (4), (5), and (8) of subsection (a) shall be deemed to be exact
				dollar
				amounts.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE07F5776DF6F419A9F1AA6A0ED149380"><enum>(b)</enum><header>Availability of
			 Reports on the Internet</header><text>Section 103 of the Ethics in Government
			 Act of 1978 is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block id="H94CD694C152543F491CDD5ACFF762815" style="OLC">
					<subsection id="H256E14BC7A824BC99994567FD9B2D3AD"><enum>(l)</enum><text>A copy of each
				report filed under this title with the Clerk of the House of Representatives or
				the Secretary of the Senate shall be made available as soon as practicable to
				the general public on the Internet in a format that is searchable and
				sortable.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H56B1F551BEFE48538E309D4FC2370077"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendment made by subsection (a) shall apply to reports
			 filed for calendar years beginning after the date of enactment of this
			 Act.</text>
			</subsection></section><section id="H444A5D830CD94247808D5E7038E09562"><enum>3.</enum><header>Public display of
			 the subject matter of debates</header><text display-inline="no-display-inline">Clause 2 of rule II of the Rules of the
			 House of Representatives is amended by adding at the end the following new
			 paragraph:</text>
			<quoted-block id="H5AFC4013DDB14BB38FE814C7144A881E" style="OLC">
				<subsection id="HA5C9C55793DA481E8F1864AB486DC86E"><enum>(l)</enum><text>During general
				debate on any measure, the Clerk shall project on a wall of the Hall of the
				House the subject matter of that debate so that it is visible to Members and to
				visitors in the
				gallery.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H24104FD46C364007BF07D6099998BA68"><enum>4.</enum><header>Availability of
			 bills, conference reports, and amendments on the Internet before
			 voting</header><text display-inline="no-display-inline">Clause 11 of rule XXI
			 of the Rules of the House of Representatives is amended to read as
			 follows:</text>
			<quoted-block id="H679BD15A3B19446B820ACA37B8E65228" style="OLC">
				<subsection id="H1479922A8F5649A99CAE31E39CF6577A"><enum>11.</enum><text>It shall not be in
				order to consider any bill or joint resolution, or conference report thereon,
				or amendment thereto, unless—</text>
					<paragraph id="HD3D0927229574C51921E50A89BF85FD0"><enum>(1)</enum><text>in the case of a
				bill, joint resolution, or conference report, such measure is made available to
				Members and the general public on the Internet for at least 48 hours before its
				consideration; or</text>
					</paragraph><paragraph id="HB2E917D6BEAB4035AC477CB4EFE2EF75"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HBB18E74F30324FF0851D2FF5B662AA1D"><enum>(A)</enum><text>in the case of an
				amendment made in order by a rule, it is made available to Members and the
				general public on the Internet within one hour after the rule is filed;
				or</text>
						</subparagraph><subparagraph id="H9A992D3904A34429B6533991B5DF5125" indent="up1"><enum>(B)</enum><text>in the case of an amendment under an
				open rule, it is made available to Members and the general public on the
				Internet immediately after being offered;</text>
						</subparagraph></paragraph><continuation-text continuation-text-level="subsection">in a
				format that is searchable and
				sortable.</continuation-text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HDA16AC3A37F84B21B01C214DCFFAE064"><enum>5.</enum><header>Promoting
			 expedited availability of fec reports</header>
			<subsection id="H6BCEA9E86C6044B5B29BDFF8CB14A6B4"><enum>(a)</enum><header>Mandatory
			 Electronic Filing for All Reports</header>
				<paragraph id="H3B862E3559CC46329A6E043B7A59E9B7"><enum>(1)</enum><header>In
			 general</header><text>Section 304(a)(11) of the <act-name parsable-cite="FECA">Federal Election Campaign Act of 1971</act-name> (2 U.S.C.
			 434(a)(11)) is amended—</text>
					<subparagraph id="H06E84CD7A6834F6CABE0C7405D945FAF"><enum>(A)</enum><text>in subparagraph
			 (A), by striking <quote>a person required to file—</quote> and all that follows
			 and inserting the following: <quote>each person required to file a report under
			 this Act shall be required to maintain and file such report in electronic form
			 accessible by computers.</quote>;</text>
					</subparagraph><subparagraph id="H92F4089E4AD74AE0BA7EC9496741EB42"><enum>(B)</enum><text>in subparagraph
			 (C), by striking <quote>designations, statements, and reports</quote> and
			 inserting <quote>documents</quote>; and</text>
					</subparagraph><subparagraph id="H94CA230FA7694D33AC1E15CC80CFD897"><enum>(C)</enum><text>in subparagraph
			 (D), by striking <quote>means, with respect to</quote> and all that follows and
			 inserting the following: <quote>means any report, designation, statement, or
			 notification required by this Act to be filed with the Commission or the
			 Secretary of the Senate.</quote>.</text>
					</subparagraph></paragraph><paragraph id="H3890546789B54644973B093371D3E18E"><enum>(2)</enum><header>Placement of all
			 reports on internet</header><text>Section 304(a)(11)(B) of such Act (2 U.S.C.
			 434(a)(11)(B)) is amended—</text>
					<subparagraph id="HFD533C10482A493490B6B25F41C0D914"><enum>(A)</enum><text>by striking
			 <quote>a designation, statement, report, or notification</quote> and inserting
			 <quote>each report</quote>; and</text>
					</subparagraph><subparagraph id="H1BBC12197C6646748F8E6A4D0A15B9A9"><enum>(B)</enum><text>by striking
			 <quote>the designation, statement, report, or notification</quote> and
			 inserting <quote>the report</quote>.</text>
					</subparagraph></paragraph><paragraph id="H139A2A8CA6364F4B813B23AAAF048C97"><enum>(3)</enum><header>Searchable and
			 sortable manner of information</header><text>Section 304(a)(11)(B) of such Act
			 (2 U.S.C. 434(a)(11)(B)) is amended by inserting <quote>in a format that is
			 searchable and sortable</quote> after <quote>Internet</quote>.</text>
				</paragraph><paragraph id="H3098D2410CA44992922F89820DD3A95C"><enum>(4)</enum><header>Software for
			 filing of all reports</header><text>Section 304(a)(12) of such Act (2 U.S.C.
			 434a(a)(12)) is amended—</text>
					<subparagraph id="HF53C8A037F994011BF205D2C405A6E74"><enum>(A)</enum><text>in subparagraph
			 (A)(ii), by striking <quote>each person required to file a designation,
			 statement, or report in electronic form</quote> and inserting <quote>each
			 person required to file a report (as defined in paragraph (11)(D))</quote>;
			 and</text>
					</subparagraph><subparagraph id="HFABD2DB934B54AECBF0C962ED66C3F51"><enum>(B)</enum><text>in subparagraph
			 (B), by striking <quote>any designation, statement, or report</quote> and
			 inserting <quote>any report (as defined in paragraph (11)(D))</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HCA50672FF9C4425CA565A2F56E594AA0"><enum>(b)</enum><header>Requiring
			 Reports for All Contributions Made to Any Political Committee Within 30 Days of
			 Election; Requiring Reports To Be Made Within 24 Hours</header><text>Section
			 304(a)(6)(A) of such Act (2 U.S.C. 434(a)(6)(A)) is amended to read as
			 follows:</text>
				<quoted-block id="HD3EB9985D3BC4163B924C59FDC5E9299" style="OLC">
					<subparagraph id="H3E86CA7BC4D0428F932A09687B9A49A9" indent="up2"><enum>(A)</enum><text>Each political committee shall notify
				the Secretary or the Commission, and the Secretary of State, as appropriate, in
				writing, of any contribution received by the committee during the period which
				begins on the 30th day before an election and ends at the time the polls close
				for such election. This notification shall be made within 24 hours (or, if
				earlier, by midnight of the day on which the contribution is deposited) after
				the receipt of such contribution and shall include the name of the candidate
				involved (as appropriate) and the office sought by the candidate, the
				identification of the contributor, and the date of receipt and amount of the
				contribution.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H5E2B71AC4E884C1BBE2D46E45FD2B0B7"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendments made by this section shall apply with respect
			 to reports for periods beginning on or after January 1, 2013.</text>
