			 determined by the Speaker, in each case for consideration of such provisions as
			 fall within the jurisdiction of the committee concerned</action-desc>

		<official-title>To amend title 31, United States Code, to eliminate the
		  requirement that the President submit a budget to the Congress each year, and
		  for other purposes.</official-title>

		<section id="HF350362D93DA44DF93D18366534F2536" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Budget or Bust
			 Act</short-title></quote>.</text>
		</section><section id="H56EAE6F25D784E4B81BC89A905AE60DA" section-type="subsequent-section"><enum>2.</enum><header>Repeal of requirement
			 that President submit annual budget to Congress</header><text display-inline="no-display-inline">Sections 1105 and 1106 of title 31, United
			 States Code, are repealed.</text>
		</section><section id="H0E9947A1141D46C0932DB2E06FD09143"><enum>3.</enum><header>Change in
			 congressional budget process timetable</header><text display-inline="no-display-inline">Section 300 of the Congressional Budget Act
			 of 1974 is amended by striking <quote>April 1</quote> and inserting
			 <quote>March 15</quote> and by striking <quote>April 15</quote> and inserting
			 <quote>April 1</quote>.</text>
		</section><section display-inline="no-display-inline" id="H6E2B36D5FB214F9EAC384BD36D52AB29" section-type="subsequent-section"><enum>4.</enum><header>Holding salaries of
			 members of congress in escrow if congress fails to adopt budget
			 resolution</header>
			<subsection id="H65278106E80A419F9E87720EAE9F1FB9"><enum>(a)</enum><header>Escrow</header><text display-inline="yes-display-inline">If on or before April 1 of any year
			 Congress does not adopt a concurrent resolution on the budget for the fiscal
			 year that begins on October 1 of that year, the Secretary of the Treasury shall
			 deposit all payments otherwise required to be made for the compensation of
			 Members of Congress in an escrow account, and shall release such payments to
			 the Members only upon the adoption by Congress of a concurrent resolution on
			 the budget for that fiscal year.</text>
			</subsection><subsection id="HE596E2577CC640E0BDC42C450CFA5B74"><enum>(b)</enum><header>Withholding and
			 remittance of amounts from payments held in escrow</header><text>The Secretary
			 of the Treasury shall provide for the same withholding and remittance with
			 respect to a payment deposited in an escrow account under subsection (a) that
			 would apply to the payment if the payment were not subject to subsection
			 (a).</text>
			</subsection><subsection id="H77D326A4906A44379F2E530912E099F7"><enum>(c)</enum><header>Coordination
			 with House and Senate</header><text>The Secretary of the Treasury shall enter
			 into such agreements with the Chief Administrative Officer of the House of
			 Representatives and the Secretary of the Senate as may be necessary to carry
			 out this section.</text>
			</subsection><subsection display-inline="no-display-inline" id="HFC12A8B1FDD84915B1565AD60B1E4341"><enum>(d)</enum><header>Member of
			 Congress Defined</header><text>In this section, the term <term>Member of
			 Congress</term> means an individual serving in a position under subparagraph
			 (A), (B), or (C) of section 601(a) of the Legislative Reorganization Act of
			 1946 (2 U.S.C. 31).</text>
			</subsection></section><section display-inline="no-display-inline" id="HD36344A2EC76480F885E8632E92A2E37" section-type="subsequent-section"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act shall apply with
			 respect to fiscal year 2014 and each succeeding fiscal year.</text>
