		<official-title>To prohibit the Secretary of the Interior from leasing
		  Federal lands to any person who has violated the Trading with the Enemy Act or
		  who conducts business with a state sponsor of terrorism, and for other
		  purposes.</official-title>

		<section id="H08F2D9F05B7941AE98426531A5BF159D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Reinforcing Existing Permit Sanctions
			 On Leases Act</short-title></quote>.</text>
		</section><section id="H0F8F34F5FF06450FBE8EA6A575D6BA72" section-type="subsequent-section"><enum>2.</enum><header>Restriction on
			 eligibility for leases</header>
			<subsection id="H8C64A127600F4F17A774CF6ED317729B"><enum>(a)</enum><header>Restriction</header><text display-inline="yes-display-inline">The Secretary of the Interior shall not
			 issue any lease of Federal lands (including submerged lands) to—</text>
				<paragraph id="HC91A055868974AB6ADFB090CBB39D673"><enum>(1)</enum><text>any person who has
			 violated the Trading with the Enemy Act (50 U.S.C. App. 1 et seq.);</text>
				</paragraph><paragraph id="HBAF30FB06FEF4FB691D7F3564EACDB53"><enum>(2)</enum><text>any person who
			 conducts business with a state sponsor of terrorism; or</text>
				</paragraph><paragraph id="HC22561DFBEBC45A6A9449D15195FFA48"><enum>(3)</enum><text>any person 5
			 percent or more of which is owned or controlled by one or more persons who
			 conduct business with a state sponsor of terrorism.</text>
				</paragraph></subsection><subsection id="HF13862967F0E4243B1FB2B76F674E836"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In subsection (a), the term <quote>state
			 sponsor of terrorism</quote> means any country the government of which the
			 Secretary of State has determined has repeatedly provided support for acts of
			 international terrorism pursuant to—</text>
				<paragraph id="H07396ACA65304D2BB5BBDFEFB63AEE7B"><enum>(1)</enum><text display-inline="yes-display-inline">section 6(j) of the Export Administration
			 Act of 1979 (50 U.S.C. App. 2405(j)) (as continued in effect pursuant to the
			 International Emergency Economic Powers Act);</text>
				</paragraph><paragraph id="H2D964065E9514F49B43CFDF26BF13350"><enum>(2)</enum><text>section 620A of
			 the Foreign Assistance Act of 1961 (22 U.S.C. 2371); or</text>
				</paragraph><paragraph id="H73DAE1725C874060A1D37529287C1270"><enum>(3)</enum><text>section 40 of the
			 Arms Export Control Act (22 U.S.C. 2780).</text>
