		<official-title>To authorize the Secretary of Transportation to establish
		  a program to make grants to ports to enable ports to employ high school
		  students during the summer.</official-title>

		<section id="H55D50EB05F9C41378C3CD9E887EF0787" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Port
			 Opportunity Reinvestment and Training Act</quote>.</text>
		</section><section id="HF63A7F7F9BE44405B1B97F7B9D4ECA58"><enum>2.</enum><header>Grant
			 program</header>
			<subsection id="H9EAD4E60B5B446FD9585241A041F162D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Transportation (in this
			 Act referred to as the <quote>Secretary</quote>) shall establish a program to
			 make grants to ports to enable ports to employ high school students during the
			 summer.</text>
			</subsection><subsection id="HCC0E8629F6DF4A8FA8EB1293B63A28FC"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">In order to receive a grant under the
			 program established under subsection (a), the authority in charge of a port
			 shall submit an application at such time, in such form, and with such
			 information and assurances as the Secretary may require, including an assurance
			 that no worker will be displaced or terminated because of the creation of
			 temporary summer employment for students.</text>
			</subsection><subsection id="HCE84900483364CBEA56D256675E80454"><enum>(c)</enum><header>Priority</header><text>In
			 considering applications for a grant under this section and in determining the
			 grant amount for each port awarded a grant under this section, the Secretary
			 shall give priority to a port located in a city with a high rate of
			 unemployment, and shall also consider—</text>
				<paragraph id="HE4904604C94849529B80E8FBC3A93F56"><enum>(1)</enum><text>the cargo volume
			 of the port; and</text>
				</paragraph><paragraph id="HAB8B332EF06D430D980B2BE3E73EBD55"><enum>(2)</enum><text>the size of the
			 surrounding city.</text>
				</paragraph></subsection><subsection id="HC3FC686EED04479588741839324A9533"><enum>(d)</enum><header>Grant
			 Amount</header><text display-inline="yes-display-inline">Amounts awarded under
			 this section shall not exceed $1,000,000 per port per fiscal year.</text>
			</subsection><subsection id="H9A019C315ABC4488A47A66C7E5D0FDBE"><enum>(e)</enum><header>Grant
			 Duration</header><text>A grant awarded under this section shall be for a 1-year
			 period and may be renewed based such criteria as the Secretary may require. The
			 authority in charge of the port shall return any amounts awarded but not
			 expended to the Secretary at the end of the grant period.</text>
			</subsection><subsection id="H9742293060B74D429B2C41E5AF346B9C"><enum>(f)</enum><header>Uses of
			 Funds</header>
				<paragraph id="H0CB0D851170146E69C79B1C14E78C8F8"><enum>(1)</enum><header>Required
			 Uses</header><text display-inline="yes-display-inline">A port receiving a grant
			 under this section shall use such funds to—</text>
					<subparagraph id="HE5F5240A6D514372B0CDF5F5C24226E6"><enum>(A)</enum><text>provide summer
			 jobs for students—</text>
						<clause id="HF5732AAF5B554CFDAFF82E4F8DF2CB18"><enum>(i)</enum><text>aged
			 14 through 19;</text>
						</clause><clause id="H2239DDA8032B4F58A019934D22960D72"><enum>(ii)</enum><text>who
			 are enrolled in high school at the time they apply for a job with the port; and</text>
						</clause><clause id="HE2FF3FECD4664EFFA8CE598D883D8F9B"><enum>(iii)</enum><text>live within the
			 Metropolitan Statistical Area, as defined by the Office of Management and
			 Budget, in which the port is located; and</text>
						</clause></subparagraph><subparagraph id="H93621DFE9292481AAAFBCA608EC827CF"><enum>(B)</enum><text>compensate the
			 student employees in accordance with applicable State and Federal wage
			 statutes.</text>
					</subparagraph></paragraph><paragraph id="HFAC7D5A0D59D4162B61CE055F4374B23"><enum>(2)</enum><header>Permitted
			 Uses</header><text>A port receiving a grant under this section may use such
			 funds to provide job training for student employees described in paragraph (1),
			 provided that no more than 15 percent of the students’ time may be spent on
			 such training, and the students are compensated at their normal rate of pay for
			 participation in such training.</text>
				</paragraph></subsection><subsection id="HDF282BD1CD6046C59E2AB3C8C5B9321C"><enum>(g)</enum><header>Authorization of
			 Appropriations</header><text>There is authorized to be appropriated to the
			 Secretary to carry out this section such sums as may be necessary for each of
			 fiscal years 2013 through 2015.</text>
