		<section id="H34EE6FAAB3CB4C0EBDA5EC1B246C5873" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Ensuring Quality Education for Veterans
			 Act</short-title></quote>.</text>
		</section><section id="H201465D37E0442C48115A8CD681E1067"><enum>2.</enum><header>Revision of 90–10
			 rule</header>
			<subsection id="H4B0ACF2EC75C45B7AF119B7C42D69AA2"><enum>(a)</enum><header>Revision of
			 90–10 rule</header><text display-inline="yes-display-inline">Section 487 of the
			 Higher Education Act of 1965 (20 U.S.C. 1094) is amended—</text>
				<paragraph id="H69BEAAF48E0D4C10BCAEF4692B55545D"><enum>(1)</enum><text>in subsection
			 (a)(24), by inserting after <quote>other than</quote> the following:
			 <quote>veterans’ education benefits (as defined in subsection (d)(5))
			 or</quote>;</text>
				</paragraph><paragraph id="H315CD7184BBF41BC8651D7033EF3A517"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d)—</text>
					<subparagraph id="H42B7A573717040CF85A6872233378DA4"><enum>(A)</enum><text>in paragraph
			 (2)(A), by inserting at the end the following: <quote>The Secretary of
			 Education shall notify the Secretary of Defense and the Secretary of Veterans
			 Affairs when, by reason of failing to meet a requirement of subsection (a)(24),
			 a proprietary institution of higher education becomes ineligible to participate
			 in the programs authorized by this title, and when the institution regains such
			 eligibility.</quote>; and</text>
					</subparagraph><subparagraph id="H1A30DBA634364D159B258DC2BF21B61F"><enum>(B)</enum><text>by inserting at
			 the end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HD8248667545F47DD99B1F48B2E7508AF" style="OLC">
							<paragraph id="H88CC52F0160D439ABBB6A5C733347B3D"><enum>(5)</enum><header>Veterans’
				education benefits defined</header><text display-inline="yes-display-inline">For the purpose of this subsection, the
				term <quote>veterans’ education benefits</quote> includes the veterans’
				education benefits listed in subparagraphs (A) through (L) of section 480(c)(2)
				and any other educational assistance benefits provided by the Secretary of
				Defense or the Secretary of Veterans Affairs to an
				individual.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H55D0BE61282B4D9C99C050506967749C"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The heading for subsection (d) of section 487 of the
			 Higher Education Act of 1965 (20 U.S.C. 1094(d)) is amended by inserting after
			 <quote><header-in-text level="subsection" style="OLC">non-title
			 IV</header-in-text></quote> the following: <quote><header-in-text level="subsection" style="OLC">and non-veterans’ education
			 benefits</header-in-text></quote>.</text>
			</subsection></section><section id="HC473EC1A85304214A0D28546111F39FE"><enum>3.</enum><header>Ineligibility of
			 certain proprietary institutions of higher education to participate in
			 Department of Defense or Department of Veterans Affairs programs of educational
			 assistance</header>
			<subsection id="H3B4FA4F2C1E841EDB853D7B87B20F382"><enum>(a)</enum><header>Department of
			 Defense</header>
				<paragraph id="H356E34243C2A450F8C75C5388B7A3112"><enum>(1)</enum><header>In
			 general</header><text>Chapter 101 of title 10, United States Code, is amended
			 by inserting after section 2008 the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="HCC8945945D6144B7A072EAFF44E0106F" style="USC">
						<section id="HBBBCE10AA8394BC58BCFBABDD995248A"><enum>2008a.</enum><header>Ineligibility
				of certain proprietary institutions of higher education to participate in
				Department of Defense programs of educational assistance</header><text display-inline="no-display-inline">Upon notice from the Secretary of Education
				under section 487(d)(2)(A) of the Higher Education Act of 1965 (20 U.S.C.
				1094(d)(2)(A)) that a proprietary institution of higher education is ineligible
				to participate in the programs authorized by title IV of such Act (20 U.S.C.
				1070 et seq.), the Secretary of Defense shall ensure that no educational
				assistance provided by the Secretary under this title or any other provision of
				law is available or used for education at the institution for the period of
				institutional fiscal years during which the institution remains ineligible to
				participate in the programs authorized by title IV of the Higher Education Act
				of 1965 (20 U.S.C. 1070 et
				seq.).</text>

				</paragraph><paragraph id="HFE5BC87BB19B4624B7E4D2CEA7F4EF6C"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 101
			 of such title is amended by inserting after the item relating to section 2008
			 the following new item:</text>

			 Veterans Affairs</header>
				<paragraph id="H476B345871AC4C9E9F55BA5178C7ECDD"><enum>(1)</enum><header>In
			 general</header><text>Subchapter II of chapter 36 of title 38, United States
			 Code, is amended by inserting after section 3681 the following new
			 section:</text>

						<section id="H28EE0CC36F1C47BBABCF4AE23E2E4C70"><enum>3681A.</enum><header>Ineligibility
				of certain proprietary institutions of higher education to participate in
				Department of Veterans Affairs programs of educational assistance</header>
							<subsection id="HA44CA19F63804A31B6E1C77D0E2D963F"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Upon notice from the
				Secretary of Education under section 487(d)(2)(A) of the Higher Education Act
				of 1965 (20 U.S.C. 1094(d)(2)(A)) that a proprietary institution of higher
				education is ineligible to participate in the programs authorized by title IV
				of such Act (20 U.S.C. 1070 et seq.), the Secretary of Veterans Affairs shall
				ensure that no educational assistance provided by the Secretary under this
				title or any other provision of law is available or used for education at the
				institution for the period of institutional fiscal years during which the
				institution remains ineligible to participate in the programs authorized by
				title IV of the Higher Education Act of 1965 (20 U.S.C. 1070 et
				seq.).</text>

				</paragraph><paragraph id="HB30C8F6C67E2480684DD67CF57E348DC"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 36 of
			 such title is amended by inserting after the item relating to section 3681 the
			 following new item:</text>

			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall be effective July 1, 2012.</text>
