		<official-title>To authorize veterans’ treatment courts and encourage
		  services for veterans through drug courts under the Omnibus Crime Control and
		  Safe Streets Act of 1968.</official-title>

		<section id="HCE0CE4850F9644788BC9DFCFE4A1AEB5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Servicemember Assistance for Lawful Understanding, Treatment, and
			 Education Act</quote> or the <quote>SALUTE Act</quote>.</text>
		</section><section id="HFCD689D54CDF48F181A5F289BB47A50A"><enum>2.</enum><header>Grants for
			 veterans courts</header>
			<subsection commented="no" id="HE6BA8F3ABB4E42BF92689DD1BB9FE1D6"><enum>(a)</enum><header>Veterans and
			 drug courts</header><text>Section 2951 of title I of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (42 U.S.C. 3797u) is amended—</text>
				<paragraph id="H8E5673ACCA2C4A1EBB49007A850E6D08"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="H86362682EE534824AB5C81A0024CBC3A"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>and tribal drug courts</quote> and
			 inserting <quote>tribal drug courts, and veterans’ treatment courts and
			 programs (in accordance with subsection (d))</quote>; and</text>
					</subparagraph><subparagraph commented="no" id="HADCF18593568407887B3C1B939F7CA2C"><enum>(B)</enum><text>in paragraph (1),
			 by inserting <quote>, and over offenders who are veterans (in accordance with
			 subsection (d)),</quote> after <quote>problems</quote>; and</text>
					</subparagraph></paragraph><paragraph id="HC71FCD926932479798648F20929EB941"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HF1EA280C6DAF4C31BF08C8E3B0496A50" style="OLC">
						<subsection id="H64452BE463D94CB08FC1FFBA005C37BB"><enum>(d)</enum><header>Veterans</header>
							<paragraph id="H4913A70325334FA2A0820DD358A93FEB"><enum>(1)</enum><header>Grants</header><text>Notwithstanding
				any other provision of this part, grants for continuing judicial supervision
				over offenders who are veterans shall be used for—</text>
								<subparagraph id="H14928CE08017413B8F49729E3E1B0E39"><enum>(A)</enum><text>developing,
				implementing, or enhancing veterans’ treatment courts or expanding operational
				mental health or drug courts to serve veterans to ensure that such courts
				effectively integrate substance abuse treatment, mental health treatment,
				sanctions and incentives, and transitional services, in a judicially supervised
				court setting with jurisdiction over offenders that have served in the United
				States military; and</text>
								</subparagraph><subparagraph id="HA221363B5AB84D68A9C08193372D784F"><enum>(B)</enum><text>programs that
				involve—</text>
									<clause id="H91D2073172BD4175931A21D1CEB79747"><enum>(i)</enum><text>continuing
				judicial supervision over offenders with substance abuse or mental health
				problems who have served in the United States military; and</text>
									</clause><clause id="HEDEB1D9F9C6B4BE7A772493799245CEF"><enum>(ii)</enum><text>the integrated
				administration of other sanctions and services, which shall include—</text>
										<subclause id="H3023136217B34BC2BE76556EECB3E272"><enum>(I)</enum><text>substance abuse
				and mental health treatment (such as treatment for depression and
				post-traumatic stress disorder) for each participant; and</text>
										</subclause><subclause id="H159E62B5BCAF41739E714581F757ADB2"><enum>(II)</enum><text>diversion,
				probation, or other supervised release involving the possibility of
				prosecution, confinement, or incarceration based on noncompliance with program
				requirements or failure to show satisfactory progress.</text>
										</subclause></clause></subparagraph></paragraph><paragraph id="HEDB99D6F2C2B48238ADE875CCDF0485B"><enum>(2)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
								<subparagraph id="H7A9DA97240AE461ABD2845266BCFD508"><enum>(A)</enum><text>The term
				<term>veteran</term> means a person who served in the active military, naval,
				or air service, and who was discharged or released therefrom under conditions
				other than dishonorable.</text>
								</subparagraph><subparagraph id="HCB3DB85D717846118D9AC14B6523CA45"><enum>(B)</enum><text>The term
				<term>veterans’ treatment court</term> means a program designed to offer a
				collaborative rehabilitative approach for veterans in certain criminal justice
				proceedings.</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HDA7D1E464E0B442DA279667190B8FC90"><enum>(3)</enum><header>Consultation</header><text>In
				awarding grants in accordance with this subsection, the Attorney General shall
				consult with the Secretary of Veterans Affairs and any other appropriate
				officials.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H282C432B096F4DB197317D19456BA8F2"><enum>(b)</enum><header>Reports</header><text display-inline="yes-display-inline">Section 2958 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797u–7) is amended by
			 inserting before the period the following: <quote>, including data and an
			 evaluation report on the effectiveness of veterans’ treatment courts and
			 programs (as applicable)</quote>.</text>
			</subsection><subsection id="H968D2A26FE48424BAF1D07A0C11F6C5A"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section
			 1001(a)(25)(B) of title I of the Omnibus Crime Control and Safe Streets Act of
			 1968 (42 U.S.C. 3793u(a)(25)(B)) is amended by adding at the end the following
			 new sentence: <quote>Of the sums remaining for this program in each fiscal year
			 after such reservation, the Attorney General shall reserve not less than 15
			 percent for veterans’ treatment courts and programs under part EE.</quote>.</text>
