		<official-title>To amend title XX of the Social Security Act to provide
		  grants to support job creation initiatives, and for other
		  purposes.</official-title>

		<section id="HD05D7F11B89647CBB8FD1371ACA32328" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Back to Basics Job Creation Act of
			 2011</short-title></quote>.</text>
		</section><section id="HCBC2CEFFC63147DC93AC437B09775FDB"><enum>2.</enum><header>Back to Basics
			 Job Creation grant program</header><text display-inline="no-display-inline">Subtitle A of title XX of the Social
			 Security Act (42 U.S.C. 1397 et seq.) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="HC17E8B44092B41F18CC2E98F077E01FE" style="OLC">
				<section id="H087A830338994DF3831C30C5518A86CF"><enum>2010.</enum><header>Back to Basics
				Job Creation grant program</header>
					<subsection id="H971355FBEA474D0FAF6FF1F588825BA4"><enum>(a)</enum><header>Grants</header>
						<paragraph id="H076463B7B4AB4030891DF1367F95B458"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary, in
				consultation with the Secretary of Labor and the Secretary of Commerce, shall
				make grants to eligible entities to assist low-income individuals and
				individuals who have been unemployed for at least 3 months in developing
				self-employment opportunities.</text>
						</paragraph><paragraph id="H92EC72BAABC841D7832C509F18464859"><enum>(2)</enum><header>Timing of grant
				awards</header><text>Not later than 90 days after the date of the enactment of
				this section, the Secretary shall obligate not less than half of any funds
				appropriated for grants under this section.</text>
						</paragraph><paragraph id="HED4AB8782B6F4B9D9FACEE0041751107"><enum>(3)</enum><header>Preference</header><text>In
				awarding grants under this section, the Secretary shall give preference to
				eligible entities—</text>
							<subparagraph id="HDFBA54BEE5A441B1BC574733BC8B9EC2"><enum>(A)</enum><text>that serve
				communities that have experienced high levels of poverty and unemployment and
				low levels of reemployment, as determined by the Secretary using data reported
				by the Census Bureau and the Bureau of Labor Statistics;</text>
							</subparagraph><subparagraph commented="no" id="HBCEF5AFFD7764F59A8D90631D88834D4"><enum>(B)</enum><text display-inline="yes-display-inline">that demonstrate an ability to administer
				activities using the grant funds without acquiring new administrative
				structures or resources, such as staffing, technology, evaluation activities,
				training, research, and programming; and</text>
							</subparagraph><subparagraph id="H1A4CA552463D44AFAF2E691DD4F1288E"><enum>(C)</enum><text display-inline="yes-display-inline">that have established partnerships with
				other government agencies, community based organizations, financial
				institutions, educational institutions, or business organizations.</text>
							</subparagraph></paragraph></subsection><subsection id="H8A4D7996DB324F75B4ADE99B887E40F4"><enum>(b)</enum><header>Use of
				funds</header>
						<paragraph display-inline="no-display-inline" id="HABA419468A894D3490A857B75394BF61"><enum>(1)</enum><header>In
				general</header><text>An eligible entity awarded a grant under this section
				shall use the grant—</text>
							<subparagraph id="HB7413400EBA543AB8AA91D3331BE9421"><enum>(A)</enum><text display-inline="yes-display-inline">to provide education and training for
				business and financial literacy, certification, small business plan
				development, entrepreneurship, and patent and copyright processes; and</text>
							</subparagraph><subparagraph id="H9A70228F91CF40EFBC50E8E29C6A93FD"><enum>(B)</enum><text>to provide funding
				for new small businesses that pay employees at a living wage.</text>
							</subparagraph></paragraph><paragraph id="H9C4C789469B14EE6AF9F3935BD0BB2EB"><enum>(2)</enum><header>Limitations</header><text display-inline="yes-display-inline">An eligible entity awarded a grant under
				this section may not use the grant—</text>
							<subparagraph id="HCF158AC860594F9C805AEE3ED67F40B8"><enum>(A)</enum><text>to subsidize
				private or public employment; or</text>
							</subparagraph><subparagraph id="H429B390C784A4D9BA0018B354A246F96"><enum>(B)</enum><text>for any activity
				in violation of Federal, State, or local law.</text>
							</subparagraph></paragraph><paragraph id="HF7B7A7BC39264183B7E5076F25DD944D"><enum>(3)</enum><header>Administrative
				expenses</header><text>An eligible entity awarded a grant under this section
				may use not more than 10 percent of the grant funds for administrative
				expenses, except that none of the funds may be used for salaries.</text>
						</paragraph><paragraph id="H78D78732880144B09F3D0BAFE74296B4"><enum>(4)</enum><header>Deadline on use
				of grant funds</header><text>An eligible entity awarded a grant under this
				section shall expend the grant funds before December 31, 2013, except that the
				Secretary may provide an extension.</text>
						</paragraph></subsection><subsection id="H31CFE2C1EB044686B1699A0438C91EAF"><enum>(c)</enum><header>No effect on
				means-Tested benefits</header><text>For purposes of determining eligibility and
				benefit amounts under any means-tested assistance program, any assistance
				funded by a grant under this section shall be disregarded.</text>
					</subsection><subsection id="HB944BF0A4ECA42D1A03FB5A2CC0D6F65"><enum>(d)</enum><header>Reporting
				requirements</header><text display-inline="yes-display-inline">The Secretary
				shall submit a report on the implementation of this section to the Committee on
				Ways and Means of the House of Representatives and the Committee on Finance of
				the Senate whenever either committee shall so request.</text>
					</subsection><subsection id="H3B86539C67A8475CACBBAFB4A498078F"><enum>(e)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated for grants under this section $5,000,000,000 for
				fiscal year 2012. The amounts appropriated under this section are authorized to
				remain available through December 31, 2012.</text>
					</subsection><subsection id="H33453AEC75794D049A64CF20905634C5"><enum>(f)</enum><header>Definitions</header><text>For
				purposes of this section—</text>
						<paragraph id="HD67CE6546F27462AA5F78AA843DF00A1"><enum>(1)</enum><text>the term
				<quote>eligible entity</quote> means a State, an Indian tribe, or a local
				government;</text>
						</paragraph><paragraph id="H0B50ED1DF5E94C69851DEBD45DBC16D1"><enum>(2)</enum><text display-inline="yes-display-inline">the term <quote>Indian tribe</quote> has
				the meaning given such term by section 4 of the Indian Self-Determination and
				Education Assistance Act (25 U.S.C. 450b); and</text>
						</paragraph><paragraph id="HF27D1BB14F0F43AF8E902ACC81F424C2"><enum>(3)</enum><text>the term
				<quote>means-tested assistance program</quote> means a benefit program for
				which eligibility is based on
				income.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
