			 403(a)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(1)</external-xref> is
			 amended—</text>
				<paragraph id="HF19887DEF8124FCEB7789BB80777407C"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote> each of fiscal years 1996</quote> and all that follows
			 through <quote>2003</quote> and inserting <quote>fiscal year
			 2012</quote>;</text>

			 effort requirement</header><text display-inline="yes-display-inline">Section
			 409(a)(7) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)(7)</external-xref>) is
			 amended—</text>

			 (A), by striking <quote>fiscal year</quote> and all that follows through
			 <quote>2013</quote> and inserting <quote>a fiscal year</quote>; and</text>

			</subsection><subsection id="H5F0E8C0A43F9477EA695F500637CE5B8"><enum>(e)</enum><header>Studies and
			 demonstrations</header><text>Section 413(h)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/613">42 U.S.C. 613(h)(1)</external-xref>)
			 is amended by striking <quote>each of fiscal years 1997 through 2002</quote>
			 and inserting <quote>fiscal year 2012</quote>.</text>
			</subsection><subsection id="HC9FA02C5F8C040108747B0CDF361E3A2"><enum>(f)</enum><header>Census bureau
			 study</header><text>Section 414(b) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/614">42 U.S.C. 614(b)</external-xref>) is amended by
			 striking <quote>each of fiscal years 1996</quote> and all that follows through
			 <quote>2003</quote> and inserting <quote>fiscal year 2012</quote>.</text>
			</subsection><subsection id="H94B860A020604DFDB9EF85C98BB3C9EA"><enum>(g)</enum><header>Child care
			 entitlement</header><text>Section 418(a)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/618">42 U.S.C. 618(a)(3)</external-xref>)
			 is amended by striking <quote>appropriated</quote> and all that follows and
			 inserting <quote>appropriated $2,917,000,000 for fiscal year
			 2012.</quote>.</text>
			</subsection><subsection id="H772F91B0580F46BF9DC542E110352E7F"><enum>(h)</enum><header>Grants to
			 territories</header><text>Section 1108(b)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1308">42 U.S.C.
			 1308(b)(2)</external-xref>) is amended by striking <quote>for fiscal years 1997
			 through 2003</quote> and inserting <quote>fiscal year 2012</quote>.</text>
			</subsection><subsection id="HE88DABE3C590456AB89F867937A0A320"><enum>(i)</enum><header>Prevention of
			 duplicate appropriations for fiscal year 2012</header><text display-inline="yes-display-inline">Expenditures made pursuant to the
			 Short-Term TANF Extension Act (<external-xref legal-doc="public-law" parsable-cite="pl/112/35">Public Law 112–35</external-xref>) for fiscal year
			 2012 shall be charged to the applicable appropriation or authorization provided
			 by the amendments made by this section for such fiscal year.</text>
			</subsection><subsection id="HCBF8575B50094E5F9E83EADBDBD0CCAF"><enum>(j)</enum><header>Effective
			 date</header><text>This section and the amendments made by this section shall
			 take effect on the date of the enactment of this Act.</text>
			</subsection></section><section id="H9DA9EDC8F6F14AF5A7FC47BB8C990FA6"><enum>4.</enum><header>Data
			 standardization</header>
			<subsection display-inline="no-display-inline" id="HFFD4DADB8C044DA7963FD6DCF1E676C2"><enum>(a)</enum><header>In
			 general</header><text>Section 411 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/611">42 U.S.C. 611</external-xref>) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HAF7B947E26C54D4AA4A201A1AD75EDC5" style="OLC">
					<subsection id="HF2AC842C43A14E5B8A0B4B8C14FFC7B8"><enum>(d)</enum><header>Data
				standardization</header>
						<paragraph id="HD54BFCF4EA0B4456863AFCB9DE706095"><enum>(1)</enum><header>Standard data
				elements</header>
							<subparagraph id="HE1FA16DA67114AFE86EC498F3F304CF5"><enum>(A)</enum><header>Designation</header><text display-inline="yes-display-inline">The Secretary, in consultation with an
				interagency work group which shall be established by the Office of Management
				and Budget, and considering State and tribal perspectives, shall, by rule,
				designate standard data elements for any category of information required to be
				reported under this part.</text>
							</subparagraph><subparagraph id="H5F565EF70BA84B02838E63B042D50C96"><enum>(B)</enum><header>Requirements</header><text display-inline="yes-display-inline">In designating the standard data elements,
				the Secretary shall, to the extent practicable—</text>
								<clause id="HFE28183738FD4BCABD20FA48453E4B1C"><enum>(i)</enum><text display-inline="yes-display-inline">ensure that the data elements are
				nonproprietary and interoperable;</text>
								</clause><clause id="HD4013FB9C22B4753950271DB9E2D54CB"><enum>(ii)</enum><text display-inline="yes-display-inline">incorporate interoperable standards
				developed and maintained by an international voluntary consensus standards
				body, as defined by the Office of Management and Budget, such as the
				International Organization for Standardization;</text>
								</clause><clause id="H3B2BFEEECB2A43C8BBCD68C14E180DD7"><enum>(iii)</enum><text display-inline="yes-display-inline">incorporate interoperable standards
				developed and maintained by intergovernmental partnerships, such as the
				National Information Exchange Model; and</text>
								</clause><clause id="HC266E0A602164341B10EBFB221213CA5"><enum>(iv)</enum><text display-inline="yes-display-inline">incorporate interoperable standards
				developed and maintained by Federal entities with authority over contracting
				and financial assistance, such as the Federal Acquisition Regulatory
				Council.</text>
								</clause></subparagraph></paragraph><paragraph id="H0BBF04E12F10490AA144096F2256B031"><enum>(2)</enum><header>Data reporting
				standards</header>
							<subparagraph id="HBA3AC826565A4DFEACF39F1380220473"><enum>(A)</enum><header>Designation</header><text>The
				Secretary, in consultation with an interagency work group established by the
				Office of Management and Budget, and considering State and tribal perspectives,
				shall, by rule, designate standards to govern the data reporting required under
				this part.</text>
							</subparagraph><subparagraph id="HD9C536F1E133441386C8D4FA59F316E6"><enum>(B)</enum><header>Requirements</header><text display-inline="yes-display-inline">In designating the data reporting
				standards, the Secretary shall, to the extent practicable, incorporate existing
				nonproprietary standards, such as the eXtensible Business Reporting Language.
				Such standards shall, to the extent practicable—</text>
								<clause id="HF2886FF05CA74C21BDB45074831CBC5F"><enum>(i)</enum><text display-inline="yes-display-inline">incorporate a widely-accepted,
				nonproprietary, searchable, computer-readable format;</text>
								</clause><clause id="H20C3A20CC5E348C5803D172ADFB26876"><enum>(ii)</enum><text display-inline="yes-display-inline">be consistent with and implement applicable
				accounting principles; and</text>
								</clause><clause id="H3F583A45D4FF49F4ABED1CCFD81F6278"><enum>(iii)</enum><text display-inline="yes-display-inline">be capable of being continually upgraded as
				necessary.</text>
								</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H9D4516B8EC08447C98DE503CAB04BD96"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by this subsection
			 shall apply with respect to information required to be reported on or after
			 October 1, 2012.</text>
			</subsection></section><section display-inline="no-display-inline" id="HBDC9796A53B04B59AEC23CC2C0D7A398" section-type="subsequent-section"><enum>5.</enum><header>Spending policies for
			 assistance under State TANF programs</header>
			<subsection id="H711CDE165F8D4B7BBD819921FAEC5BAA"><enum>(a)</enum><header>State
			 requirement</header><text>Section 408(a) of the Social Security Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/608">42 U.S.C.
			 608(a)</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block act-name="" id="HE956AA0B973B40508974D58509512E8D" style="OLC">
					<paragraph id="H447BEF6F022E42C48A52DC9C91C47147"><enum>(12)</enum><header>State
				requirement to prevent unauthorized spending of benefits</header>
						<subparagraph id="HB61BCC85AE1841D6A80F7CE95FFBBE68"><enum>(A)</enum><header>In
				general</header><text>A State to which a grant is made under section 403 shall
				maintain policies and practices as necessary to prevent assistance provided
				under the State program funded under this part from being used in any
				electronic benefit transfer transaction in—</text>
							<clause id="H0B26BD7E1EA54C0EBB9A9E445ABB653A"><enum>(i)</enum><text>any liquor
				store;</text>
							</clause><clause id="HBA3A673CBE2947DBB179700936FB0725"><enum>(ii)</enum><text>any casino,
				gambling casino, or gaming establishment; or</text>
							</clause><clause id="H91E56FFF9E1648DEBAC0AE98333C89FC"><enum>(iii)</enum><text>any retail
				establishment which provides adult-oriented entertainment in which performers
				disrobe or perform in an unclothed state for entertainment.</text>
							</clause></subparagraph><subparagraph id="HA6F4F886ED984C14804BC9FDDB2652FA"><enum>(B)</enum><header>Definitions</header><text>For
				purposes of subparagraph (A)—</text>
							<clause id="HE6B3A62806EA4AEA84209E8CF932BA01"><enum>(i)</enum><header>Liquor
				store</header><text>The term <term>liquor store</term> means any retail
				establishment which sells exclusively or primarily intoxicating liquor. Such
				term does not include a grocery store which sells both intoxicating liquor and
				groceries including staple foods (within the meaning of section 3(r) of the
				Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2012">7 U.S.C. 2012(r)</external-xref>)).</text>
							</clause><clause id="H5D8E38F269604B44ACBF155F226C0C07"><enum>(ii)</enum><header>Casino,
				gambling casino, or gaming establishment</header><text>The terms
				<term>casino</term>, <term>gambling casino</term>, and <term>gaming
				establishment</term> do not include a grocery store which sells groceries
				including such staple foods and which also offers, or is located within the
				same building or complex as, casino, gambling, or gaming activities.</text>
							</clause><clause id="HD6CADE0A53DE4EB58BF7019A25AC79AF"><enum>(iii)</enum><header>Electronic
				benefit transfer transaction</header><text display-inline="yes-display-inline">The term <term>electronic benefit transfer
				transaction</term> means the use of a credit or debit card service, automated
				teller machine, point-of-sale terminal, or access to an online system for the
				withdrawal of funds or the processing of a payment for merchandise or a
				service.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6CB3387BFB164545897F64A17E25A209"><enum>(b)</enum><header>Penalty</header><text>Section
			 409(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)</external-xref>) is amended by
			 adding at the end the following:</text>
				<quoted-block act-name="" display-inline="no-display-inline" id="H5547F5221E734351A94B2EC7C3536589" style="OLC">
					<paragraph id="H94D9BCB2F0784B64972A3A00C5AD5D48"><enum>(16)</enum><header>Penalty for
				failure to enforce spending policies</header>
						<subparagraph id="HD106B2369B034F85AFFC5F3EC9178E89"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">If, within 2 years
				after the date of the enactment of this paragraph, any State has not reported
				to the Secretary on such State's implementation of the policies and practices
				required by section 408(a)(12), or the Secretary determines, based on the
				information provided in State reports, that any State has not implemented and
				maintained such policies and practices, the Secretary shall reduce, by an
				amount equal to 5 percent of the State family assistance grant, the grant
				payable to such State under section 403(a)(1) for—</text>
							<clause id="H12B23A80E2C443178E0F695E1D478563"><enum>(i)</enum><text>the fiscal year
				immediately succeeding the year in which such 2-year period ends; and</text>
							</clause><clause id="HB103793B8AF1436A947F15FFBF5BF851"><enum>(ii)</enum><text>each succeeding
				fiscal year in which the State does not demonstrate that such State has
				implemented and maintained such policies and practices.</text>
							</clause></subparagraph><subparagraph id="H749C44E7C50542C4A1594F2BFE7297E1"><enum>(B)</enum><header>Reduction of
				applicable penalty</header><text>The Secretary may reduce the amount of the
				reduction required under subparagraph (A) based on the degree of noncompliance
				of the State.</text>
						</subparagraph><subparagraph id="H2CD6778F0A174A4FAAD870A2C36B49B5"><enum>(C)</enum><header>State not
				responsible for individual violations</header><text>Fraudulent activity by any
				individual in an attempt to circumvent the policies and practices required by
				section 408(a)(12) shall not trigger a State penalty under subparagraph
				(A).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H25336CC07C724B0889F29D29D68BA29D"><enum>(c)</enum><header>Conforming
			 amendment</header><text>Section 409(c)(4) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(c)(4)</external-xref>) is amended by
			 striking <quote>or (13)</quote> and inserting <quote>(13), or
			 (16)</quote>.</text>
			</subsection></section><section id="H064D28B8CF5E484DB3C28CDFF8688B9C"><enum>6.</enum><header>Technical
			 corrections</header>
			<subsection id="H4FE132F229A141B8B6B2745F54E79F90"><enum>(a)</enum><text>Section
			 404(d)(1)(A) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604(d)(1)(A)</external-xref>) is amended
			 by striking <quote>subtitle 1 of Title</quote> and inserting <quote>Subtitle 1
			 of title</quote>.</text>
			</subsection><subsection id="HCA5B94AD9BF74E248376800C78AE40FC"><enum>(b)</enum><text display-inline="yes-display-inline">Sections 407(c)(2)(A)(i) and 409(a)(3)(C)
			 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/607">42
			 U.S.C. 607(c)(2)(A)(i)</external-xref> and 609(a)(3)(C)) are each amended by
			 striking <quote>403(b)(6)</quote> and inserting
			 <quote>403(b)(5)</quote>.</text>
			</subsection><subsection id="HF416AEDC50AB42FCAB10E13A588DE9D3"><enum>(c)</enum><text>Section
			 409(a)(2)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)(2)(A)</external-xref>) is amended
			 by moving clauses (i) and (ii) 2 ems to the right.</text>
			</subsection><subsection id="H89EB2C6292394432884C2090632D0D9E"><enum>(d)</enum><text>Section 409(c)(2)
			 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42
			 U.S.C. 609(c)(2)</external-xref>) is amended by inserting a comma after
			 <quote>appropriate</quote>.</text>
			</subsection><subsection id="HC32528899E29440C979B84FDFF54A5A9"><enum>(e)</enum><text>Section
			 411(a)(1)(A)(ii)(III) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/611">42 U.S.C.
			 611(a)(1)(A)(ii)(III)</external-xref>) is amended by striking the last close
			 parenthesis.</text>
