		<official-title>To require consideration of the impacts of a public
		  interest waiver from the Buy America requirement on domestic manufacturing
		  employment for certain transportation provisions.</official-title>

		<section id="H4BB9C0F6B166453BBCC23EECE600FEF1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Jobs Preservation
			 Act</short-title></quote>.</text>
		</section><section id="H2AF70E66F82F41498BD6111E20A39D6E"><enum>2.</enum><header>Highways</header><text display-inline="no-display-inline">Section 313 of title 23, United States Code,
			 is amended—</text>
			<paragraph id="HF72B72A7B4574B84B319331729CA32E8"><enum>(1)</enum><text>by redesignating
			 subsections (c) through (f) as subsections (d) through (g),
			 respectively;</text>
			</paragraph><paragraph id="HD2B2F39DE20C45B698B8F67756E70604"><enum>(2)</enum><text>by inserting after
			 subsection (b) the following:</text>
				<quoted-block id="HA935311F7BB1407A8C34CFDD82DBD789" style="OLC">
					<subsection id="H300B60AFCB5748808F6662558B1C43D2"><enum>(c)</enum><header>Requirements for
				issuance of public interest waiver</header><text>The Secretary may issue a
				waiver based on a finding under subsection (b)(1) only after the Secretary has
				considered the potential impacts of the waiver on domestic manufacturing
				employment. The Secretary shall include a statement detailing the short and
				long-term impact of the finding on domestic manufacturing
				employment.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HF375908402C846579770DD20E68839D3"><enum>3.</enum><header>Transit</header><text display-inline="no-display-inline">Section 5323(j) of title 49, United States
			 Code, is amended—</text>
			<paragraph id="H937611BA0BA9496A98D51C828D61DC34"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) through (9) as paragraphs (4) through (10), respectively;
			 and</text>
			</paragraph><paragraph id="H6EF3FA29EB9C49AE96899CD6953BB689"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text>

			 Code, is amended—</text>
			<paragraph id="H6477AED6AAC4408AB51A7FE3FC6002DB"><enum>(1)</enum><text>by redesignating
			 subsection (c) as subsection (d);</text>
			</paragraph><paragraph id="H21DCCE11BD474324A148722582507849"><enum>(2)</enum><text>by inserting after
			 subsection (b) the following:</text>

			 Code, is amended—</text>
			<paragraph id="HE884140D6EC641468A26AF4A3C08D8A0"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) through (11) as paragraphs (4) through (12), respectively;
			 and</text>
			</paragraph><paragraph id="H8E51E1E2C1EE4B18955454F2070F916D"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text>

			</paragraph></section><section id="HB3E2801600D54C498CB250A876EC9665"><enum>6.</enum><header>Amtrak</header><text display-inline="no-display-inline">Section 24305(f) of title 49 United States
			 Code, is amended by adding at the end the following new paragraph:</text>

				<paragraph id="H97E0355B7C544D9DACCE75FDBF8DE611" indent="up1"><enum>(5)</enum><header>Requirements for issuance of public

				finding under paragraph (4)(A)(i) only after the Secretary has considered the
				potential impacts of the waiver on domestic manufacturing employment. The
				Secretary shall include a statement detailing the short and long-term impact of
				the finding on domestic manufacturing
				employment.</text>
