		<official-title>To amend the National Institute of Standards and
		  Technology Act to require the Director of the National Institute of Standards
		  and Technology to document operational requirements, assist with national
		  voluntary consensus standards, and conduct technology research to advance a
		  nationwide interoperable public safety broadband network, and for other
		  purposes.</official-title>

		<section id="HAEEA1A6D2E254879AD20BE337C1EA166" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Public Safety Broadband Network
			 Enabling Act</short-title></quote>.</text>
		</section><section id="HE68D86DBB48C4FA180C8D854B356CFCD" section-type="subsequent-section"><enum>2.</enum><header>Public safety
			 broadband network standards and research</header><text display-inline="no-display-inline">The National Institute of Standards and
			 Technology Act is amended—</text>
			<paragraph id="H3F09A49CA76A4E479BFCEDE0F82DF4CD"><enum>(1)</enum><text>by redesignating
			 section 34 as section 35; and</text>
			</paragraph><paragraph id="H62E7B2FCE1AD4D0FA7892DEE880E5E58"><enum>(2)</enum><text>by inserting after
			 section 33 the following:</text>

					<section id="H4A93CFFAD8794B35A043BF03AD061536"><enum>34.</enum><header>Public safety
				broadband network standards, research, and demonstration testbed</header>
						<subsection id="HC9ACF6752C6B499EA830D89ACC79F527"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Director
				shall—</text>
							<paragraph id="H52E73734BEA948439F311527646A9D91"><enum>(1)</enum><text display-inline="yes-display-inline">document operational requirements for a
				nationwide interoperable public safety broadband network;</text>
							</paragraph><paragraph id="H89E23DE4382642919DADCCF7483778D5"><enum>(2)</enum><text display-inline="yes-display-inline">if necessary and practical, help to
				accelerate the development of national voluntary consensus standards for a
				nationwide interoperable public safety broadband network, including standards
				that address the requirements documented under paragraph (1);</text>
							</paragraph><paragraph id="H0D01B7BED15D49B6A1851D7C6E24F68C"><enum>(3)</enum><text display-inline="yes-display-inline">conduct research and assist with the
				development of technologies and applications to advance wireless public safety
				communications; and</text>
							</paragraph><paragraph id="H0E0CAE78D4F5409D95751A88D55E94A5"><enum>(4)</enum><text display-inline="yes-display-inline">continue to develop and maintain a
				demonstration testbed for use by manufacturers, providers of commercial mobile
				services (as defined in section 332 of the Communications Act of 1934 (47
				U.S.C. 332)), and public safety agencies to evaluate advanced broadband
				communications equipment and software for use by the public safety
				community.</text>
							</paragraph></subsection><subsection id="H2AF814A12B8440979A90762135A46E59"><enum>(b)</enum><header>Research
				activities</header><text>In carrying out subsection (a)(3), the Director
				shall—</text>
							<paragraph id="H512187EEADF142CCB6765972B86D1D8A"><enum>(1)</enum><text display-inline="yes-display-inline">accelerate the development of communication
				capabilities between currently deployed public safety narrowband systems and a
				nationwide interoperable public safety broadband network;</text>
							</paragraph><paragraph id="HB69CFF8558464508824FC2F54DC86806"><enum>(2)</enum><text display-inline="yes-display-inline">seek to develop technologies, processes,
				and architectures that improve network security, resiliency, and
				trustworthiness; and</text>
							</paragraph><paragraph id="H2D4AC797A9C94121B8DD7E716A7F2532"><enum>(3)</enum><text display-inline="yes-display-inline">develop and implement a research roadmap
				that addresses the wireless communications needs of public safety entities
				beyond what can be provided by the current generation of broadband
				technology.</text>
							</paragraph></subsection><subsection id="H4FF8F1AF41994A2688B1E070FCDD610D"><enum>(c)</enum><header>Coordination</header>
							<paragraph id="H79D6F6BCF118404DB4B997B76471D76D"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">In carrying out the
				activities described in this section, the Director shall coordinate with
				relevant Federal agencies, the private sector, and public safety
				organizations.</text>
							</paragraph><paragraph id="H0E74D5876A594230B516937516A7158B"><enum>(2)</enum><header>Working
				groups</header><text display-inline="yes-display-inline">The Director shall
				convene working groups of relevant government and commercial stakeholders to
				achieve the requirements of this section, as
				appropriate.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H00DFC242068D4927BE56D4A15DF79DC0"><enum>3.</enum><header>Spectrum auction
			 proceeds</header><text display-inline="no-display-inline">From any trust fund
			 established in the Treasury of the United States after October 1, 2011,
			 consisting of proceeds from the auction of electromagnetic spectrum, there
			 shall be made available to the Director of the National Institute of Standards
			 and Technology, without further appropriation, $300,000,000 to carry out
			 section 34 of the National Institute of Standards and Technology Act, as
			 amended by section 2. Such amount shall remain available until expended.</text>
