		  transfer debit cards used in connection with unemployment

		<section id="H48C11ABF104D47B49EA50E8E98E4E2AA" section-type="section-one"><enum>1.</enum><header>Prohibition on charging fees
			 in connection with EBT debit cards in connection with unemployment
			 compensation</header>
			<subsection id="H59F8AE61EC564F65AB61720729A37791"><enum>(a)</enum><header>Approval of
			 State laws</header><text display-inline="yes-display-inline">Paragraph (4) of
			 section 3304(a) of the Internal Revenue Code of 1986 is amended by adding at
			 the end the following new sentence:</text>
				<quoted-block display-inline="no-display-inline" id="H7193C061A5824D82ACBC55DB0E7F1C04" style="OLC">
					<quoted-block-continuation-text quoted-block-continuation-text-level="paragraph">For
				purposes of this paragraph, expenses of administration includes any fee in
				connection with the use of electronic benefit transfer debit cards for the
				payment of unemployment
				compensation.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4384C72686B64A4DAE9E6E99444F4EF1"><enum>(b)</enum><header>Unemployment
			 fund definition</header><text display-inline="yes-display-inline">Subsection
			 (f) of section 3306 of such Code is amended by adding at the end the following
			 flush sentence:</text>
				<quoted-block display-inline="no-display-inline" id="H4035278D5E134E86A022EFF7239C6283" style="OLC">
					<quoted-block-continuation-text quoted-block-continuation-text-level="subsection">For
				purposes of this subsection, expenses of administration includes any fee in
				connection with the use of electronic benefit transfer debit cards for the
				payment of unemployment
				compensation.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H189A7358033B482EAD10BE8C7AAAC2B9"><enum>(c)</enum><header>Certification</header><text display-inline="yes-display-inline">Section 303(a)(5) of the Social Security
			 Act is amended by striking <quote>and</quote> at the end and inserting the
			 following: <quote><italic>Provided further,</italic> That, for purposes of this
			 paragraph, expenses of administration includes any fee in connection with the
			 use of electronic benefit transfer debit cards for the payment of unemployment
			 compensation; and</quote>.</text>
			</subsection><subsection id="H8AE73ADE617D45E98A7ADF6D87F08F0E"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">In the case of any
			 State, the amendments made by this section shall apply with respect to
			 compensation paid for weeks which begin after the end of the 1-month period
			 beginning on the last day of the first session of the State legislature which
			 begins after the date of the enactment of this Act.</text>
