Oversight Act of 2011

<enum>I</enum><header>Congressional
budget process</header>
<section id="H103352914F424D78BB267F2735F9C6DB"><enum>101.</enum><header>Purposes</header><text display-inline="no-display-inline">Paragraphs (1) and (2) of section 2 of the
Congressional Budget and Impoundment Control Act of 1974 are amended to read as
follows:</text>

<paragraph id="HABA40685359644008DD3640F2661FA34"><enum>(1)</enum><text>to assure
effective control over the budgetary process;</text>

expenditures by the Congress and the

</section><section id="HFCC9B641063B4908B2F6E35D25E40F4D"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Congressional Budget Act of
1974 is amended by adding at the end the following new paragraphs:</text>

<paragraph id="HA33524E353CC44D0A037DBE70B1BE852"><enum>(12)</enum><text>The term
<term>direct spending</term> has the meaning given to such term in section
250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of
1985.</text>
</paragraph><paragraph id="HFFE5416BB41B42D6AC361035998E4B1C"><enum>(13)</enum><text>The term
<term>biennium</term> means the period of 2 consecutive fiscal years beginning
on October 1 of any odd-numbered
year.</text>

resolution</header><text>Section 301(a) of the Congressional Budget Act of 1974
(2 U.S.C. 632(a)) is amended—</text>
<paragraph id="H886DF92443704B47A65D8587CE1EA022"><enum>(1)</enum><text>in the matter
preceding paragraph (1), by—</text>
<subparagraph id="H8EB2EE4771D249978731906AA8DAE202"><enum>(A)</enum><text>striking
<quote>April 15 of each year</quote> and inserting <quote>April 15 of each
odd-numbered year</quote>;</text>

<quote>(or, if applicable, as provided by section 300(b))</quote> after
<quote>United States Code</quote> and by adding at the end the following new
sentences: <quote>Each committee of the Senate or the House of Representatives
shall review the strategic plans, performance plans, and performance reports
required under section 306 of title 5, United States Code, and sections 1115
and 1116 of title 31, United States Code, of all agencies under the
jurisdiction of the committee. Each committee may provide its views on such
plans or reports to the Committee on the Budget of the applicable
House.</quote>.</text>
</subsection><subsection id="H3307FFE1D7F94785AFB7B10BA7ECB682"><enum>(d)</enum><header>Hearings and
report</header><text display-inline="yes-display-inline">Section 301(e) of the
Congressional Budget Act of 1974 (2 U.S.C. 632(e)) is amended—</text>
<paragraph id="H8DBEACBDE3614343BDF1BBB95AD4A4A3"><enum>(1)</enum><text>in paragraph
(1)—</text>
<subparagraph id="HE2BCB585E76946CCB52C1A7EB3722469"><enum>(A)</enum><text>by striking
<quote>fiscal year</quote> and inserting <quote>biennium</quote>; and</text>
</subparagraph><subparagraph id="HDB407655094A4755A453AD1986844F87"><enum>(B)</enum><text>by inserting after
the second sentence the following: <quote>On or before April 1 of each

of section 301 of the Congressional Budget Act of 1974 is amended by striking

contains an authorization of appropriations for any purpose unless the measure
includes such an authorization of appropriations for that purpose for not less
than each fiscal year in one or more bienniums.</text>
</subsection><subsection id="H2747052ECE0946AC891299BFA009D7B1"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HB6D48C01BE0249ABBCFEED6FD3099410"><enum>(1)</enum><text>For purposes of this
section, an authorization of appropriations is an authorization for the
enactment of an amount of appropriations or amounts not to exceed an amount of
appropriations (whether stated as a sum certain, as a limit, or as such sums as
may be necessary) for any purpose for a fiscal year.</text>
</paragraph><paragraph id="H214D8B31FB934FC39C7EFDBEA35D04FC" indent="up1"><enum>(2)</enum><text>Subsection (a) does not apply with
respect to an authorization of appropriations for a single fiscal year for any
program, project, or activity if the measure containing that authorization
includes a provision expressly stating the following: <quote>Congress finds
that no authorization of appropriation will be required for [Insert name of
applicable program, project, or activity] for any subsequent fiscal

of appropriation Acts</header>
<subsection id="H500CAD2B865C4B55A5DED1B4F282F957"><enum>(a)</enum><text>The style and
title of all Acts making appropriations for the support of the Government shall
be as follows: <quote>An Act making appropriations [here insert the object] for
each fiscal year in the biennium of fiscal years [here insert the fiscal years
of the biennium].</quote>.</text>
</subsection><subsection id="H524342CD995F470287D64443224085E7"><enum>(b)</enum><text>All Acts making
regular appropriations for the support of the Government shall be enacted for a
biennium and shall specify the amount of appropriations provided for each
fiscal year in such period.</text>
