		<official-title>To amend the Ethics in Government Act of 1978 to require
		  certain individuals subject to that Act to either place their securities in a
		  blind trust or to report the sale, purchase, or exchange of
		  securities.</official-title>

		<section id="HE8FAA3EA5D1B4799A0E45AE11AC204D6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Restoring Ethical Standards,
			 Transparency, and Responsibility in Congressional Trading
			 Act</short-title></quote> or the <quote><short-title>RESTRICT Act</short-title></quote>.</text>
		</section><section id="H010BAE1E60154646B5D305C3318693E7"><enum>2.</enum><header>Requirement to
			 use blind trust or file reports</header><text display-inline="no-display-inline">The Ethics in Government Act of 1978 (5
			 U.S.C. App.) is amended by inserting after section 101 the following new
			 section:</text>
			<quoted-block display-inline="no-display-inline" id="H674F236D8B3D431EBB9020FC089473E7" style="OLC">
				<section id="HB79F9DC083D840AE89F58EC60515CF5C"><enum>101A.</enum><header>individuals
				required to establish a blind trust or file reports</header>
					<subsection id="H44C3F44CA96549259F36934C7D2BF219"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Individuals described in section 101(f)
				shall—</text>
						<paragraph id="HA7AA841E3D3B480D8E237849F0C528F2"><enum>(1)</enum><text>place all of such
				individual’s stocks, bonds, commodities futures, and other forms of securities,
				including securities held jointly with such individual’s spouse or dependent
				child, in a qualified blind trust (as defined under section 102(f)(3));
				or</text>
						</paragraph><paragraph id="HD4A282FFAD084D3DBC411EA0318AACFF"><enum>(2)</enum><text>file a report with
				the appropriate office under section 103 that contains a brief description, the
				date, and category of value of any purchase, sale, or exchange in stocks,
				bonds, commodities futures, and other forms of securities, including securities
				jointly held with such individual’s spouse or dependent child, not later than 3
				business days after such purchase, sale, or exchange is settled.</text>
						</paragraph></subsection><subsection id="H011D5512C21A46F594EA64F56807E711"><enum>(b)</enum><header>Exemption</header><text>Subsection
				(a) shall not apply to the financial interests or benefits described under
				section 102(i).</text>
					</subsection><subsection id="H087E596175D84E2FAA14858438CC4472"><enum>(c)</enum><header>Failure To
				comply</header>
						<paragraph id="HF0ED188503004AAC8FDDC32AF7E04B7E"><enum>(1)</enum><header>Civil
				Penalty</header><text display-inline="yes-display-inline">The Attorney General
				may bring a civil action in any appropriate United States district court
				against any individual subject to subsection (a) who knowingly and willfully
				falsifies or who knowingly and willfully fails to file a report under
				subsection (a)(2) if such individual does not place such individual’s
				securities in a qualified blind trust under subsection (a)(1). The court in
				which such action is brought may assess against such individual a civil penalty
				in any amount, not to exceed $50,000.</text>
						</paragraph><paragraph id="HC62948F0CDDA46A193A0E308B26D17EF"><enum>(2)</enum><header>Criminal
				Penalty</header>
							<subparagraph id="H6075E120D1624DBB85792321468C099C"><enum>(A)</enum><text display-inline="yes-display-inline">It shall be unlawful for any individual
				subject to subsection (a) to knowingly and willingly falsify any information
				that such individual is required to report under subsection (a)(2) or to
				knowingly and willfully fail to file a report under subsection (a)(2) if such
				individual does not place such individual’s securities in a qualified blind
				trust under subsection (a)(1).</text>
							</subparagraph><subparagraph id="H3C0C6641702C4C1B9F6F1B5542905DB3"><enum>(B)</enum><text display-inline="yes-display-inline">Any individual subject to subsection (a)
				who violates subparagraph (A) shall be fined under title 18, United States
				Code.</text>
							</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H7575E4F3A4694786923FCB91DDEC16B8"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 section 2 shall take effect 30 days after the date of the enactment of this
			 Act.</text>
