		<official-title>To amend title 10, United States Code, to ensure that the
		  retired pay benefits promised a person when they join the Armed Forces are not
		  reduced.</official-title>

		<section id="HE4474CC3F6CB4D8285DC14980235A792" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Keeping Our Promises Act of
			 2011</short-title></quote>.</text>
		</section><section id="H5F2D847FDCD5407189F6403961D70902"><enum>2.</enum><header>Protection of
			 retired pay benefits for current members of the Armed Forces</header><text display-inline="no-display-inline">Section 1411 of title 10, United States
			 Code, is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H9C215A2F57D6410893197DDC7A43A9FD" style="OLC">
				<subsection id="H92BC5F9529DC48A5810CA116A9229DD3"><enum>(c)</enum><header>No reduction in
				retired pay benefits for current members</header><text display-inline="yes-display-inline">Notwithstanding the effective date or
				specified applicability of any change regarding the entitlement of members or
				former members of the armed forces to retired or retainer pay under this title
				or to the computation of such retired or retainer pay under the formulas of the
				table in section 1401(a) of this title or of any other provision of law, the
				change shall not apply to a member or former member who first became a member
				of the armed forces before the effective date of the change unless—</text>
					<paragraph id="HD2A8992E55934E6098149EAA77FCF00C"><enum>(1)</enum><text display-inline="yes-display-inline">the member or former member affirmatively
				accepts the change; or</text>
					</paragraph><paragraph id="H38ABB820A29B4A2D802BE93925D3F665"><enum>(2)</enum><text>the change would
				have the effect of expanding the entitlement or eligibility of the member or
				former member to retired or retainer pay or increasing the amount of such
				retired or retainer
				pay.</text>
