		<section id="H282AA1D43ABD44CC88584598F575B621" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>DebtPatriots.Gov Act of
			 2011</short-title></quote>.</text>
		</section><section id="HDDD7F19D87E74DB89FF396B7DA6AD352"><enum>2.</enum><header>Findings and
			 purpose</header>
			<subsection id="HC093501186784FA2BB3A11971D8F5A26"><enum>(a)</enum><header>Findings</header><text>The
			 Congress finds that—</text>
				<paragraph id="HADD8ABC00AEE4F8E8FEC7000BF66F27E"><enum>(1)</enum><text>the total public
			 debt as of November 17, 2011, is over $15 trillion and that every American’s
			 share is $47,080;</text>
				</paragraph><paragraph id="HC10DAC21A363492D9625CC82B68732EB"><enum>(2)</enum><text>www.pay.gov,
			 launched in October 2000, is a secure Government-wide collection portal, which
			 is Web-based and allows customers to access their accounts from any computer
			 with Internet access;</text>
				</paragraph><paragraph id="H360A4B459ED44272BCBE5A4FEA8B3CE3"><enum>(3)</enum><text>www.pay.gov
			 satisfies agencies and consumers demands for electronic alternatives by
			 providing the ability to complete forms, make payments, and submit queries 24
			 hours a day electronically;</text>
				</paragraph><paragraph id="HD9824C118155422EAA5F4DBECE8797F9"><enum>(4)</enum><text>citizens who wish
			 to make a general donation to the United States Government may send
			 contributions to a specific account called <quote>Gifts to the United
			 States</quote>, an account established in 1843 to accept gifts, such as
			 bequests, from individuals wishing to express their patriotism to the United
			 States;</text>
				</paragraph><paragraph id="H01A5E2BAE9AF4FA382DF7C0B78C239C8"><enum>(5)</enum><text display-inline="yes-display-inline">citizens who wish to make a general
			 donation to a specific account called <quote>Gifts to Reduce the Public Debt of
			 the United States</quote> may use TreasuryDirect, a section of www.pay.gov and
			 Treasury Direct®;</text>
				</paragraph><paragraph id="H999662F9EAE14A3493EDF4BEA9793DCB"><enum>(6)</enum><text>gifts to reduce
			 the public debt are accepted under the provisions of section 3113 of title 31,
			 United States Code, which authorizes the Secretary of the Treasury to accept
			 conditional gifts to the United States for the purpose of reducing the public
			 debt;</text>
				</paragraph><paragraph id="HDF8E070968A14ECC8ABB63D429975B00"><enum>(7)</enum><text display-inline="yes-display-inline">gifts to reduce the public debt are
			 voluntary donations, and no goods, services, or other considerations are
			 provided to the donors, including, but not limited to, benefits on future tax
			 liability; and</text>
				</paragraph><paragraph id="H1113CC5A50904FF3849A1FF0F644A5AD"><enum>(8)</enum><text>gifts to reduce
			 the public debt do not supersede the constitutional powers nor the
			 responsibility of Congress to <quote>pay the debts</quote>, as described in
			 article I, section 8 of the Constitution of the United States.</text>
				</paragraph></subsection><subsection id="H769F27A9E3C645DFB8A5DACA93819397"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of this Act is to publically recognize the patriotism of certain
			 individuals and corporations which are willing to contribute additional funds,
			 above and beyond their tax obligations, in order to reduce the public debt of
			 the United States.</text>
			</subsection></section><section id="HD474929210C84A239AF4AF940ED6CB75"><enum>3.</enum><header>New web
			 site</header>
			<subsection id="H6D5268ABC9154AA5BC256A816ADA5BE4"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Using the existing
			 infrastructure of www.pay.gov, the Secretary of the Treasury shall create a new
			 Web site, www.DebtPatriots.gov, to specifically receive gifts to reduce the
			 public debt. The Web site shall be known as <quote>Gifts to Reduce the Public
			 Debt</quote> and shall include the following:</text>
				<paragraph id="H9358632C93B3438A8BBB69E982730B9E"><enum>(1)</enum><text>Improved features
			 and user interface from the existing infrastructure for ease of use.</text>
				</paragraph><paragraph id="H3293B43937474CFEA00890BB4F07BD0B"><enum>(2)</enum><text>An easily
			 accessible domain name, www.DebtPatriots.gov.</text>
				</paragraph><paragraph id="H560C05A046AD43E98C7931AC8A85645D"><enum>(3)</enum><text>an opt-in
			 check-box to allow donor names to be publically recognized for their
			 donation.</text>
				</paragraph><paragraph id="HEF87F379A1DA42A18EC84E0A371D1FB4"><enum>(4)</enum><text>A
			 linked Web site on which the publically recognized donors can be published
			 according to the following levels of donation:</text>
					<subparagraph id="H18A4297E264449D4801D754370A2E657"><enum>(A)</enum><text>Corporation Award
			 Levels:</text>
						<clause id="H087649C0CD6F4E38BC0504FDF48DCA5C"><enum>(i)</enum><text>Corporate Founder
			 ($50B).</text>
						</clause><clause id="HE5770AFFB9E4406B801D66AEBC3008E8"><enum>(ii)</enum><text>Corporate Son of
			 Liberty ($10B).</text>
						</clause><clause id="H5C53EC963E554AD7AC6F688CA3A49BDA"><enum>(iii)</enum><text>Corporate
			 Constitutional Delegate ($1B).</text>
						</clause><clause id="HE3BCFF84AE974024877D48CCAE6B8950"><enum>(iv)</enum><text>Corporate
			 Minuteman ($500M).</text>
						</clause><clause id="HDA124910E6BD4F2C816DDCC7FEDA1BD4"><enum>(v)</enum><text>Corporate Patriot
			 ($1M).</text>
						</clause></subparagraph><subparagraph id="H22389475911042379A82F95948AC4EAC"><enum>(B)</enum><text>Individual Award
			 Levels (Premium):</text>

						</clause></subparagraph></paragraph><paragraph id="H2D13FD61C68D4524B2F595E1E9A494CA"><enum>(5)</enum><text display-inline="yes-display-inline">A clearly published list of the
			 aforementioned award levels on DebtPatriots.Gov.</text>
				</paragraph><paragraph id="H0F277B33622E49BFA93D22304EA5B3AC"><enum>(6)</enum><text>A
			 printable form and address for those who prefer to make a gift through the mail
			 by check.</text>
				</paragraph></subsection><subsection id="H1289AF479E184C5AAA0BFBB0F82AD805"><enum>(b)</enum><header>Required links
			 to Web site</header><text>The Secretary of the Treasury and the President shall
			 provide a link to this Web site on their main pages.</text>
			</subsection></section><section id="H44FE36DCDFA54BAFBC7D93DB01573794"><enum>4.</enum><header>Certificate of
			 appreciation</header><text display-inline="no-display-inline">The President
			 shall issue a signed certification of appreciation recognizing the award level
			 of each donor who contributes to <quote>Gifts to Reduce the Public
			 Debt</quote>.</text>
