		<section id="HFF504B6A21CE473E8DF8CE8AED6B1714" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>IRS Fee Reform Act of 2011</short-title></quote>.</text>
		</section><section id="H18D086783564479DA2593C9F33C5C66F"><enum>2.</enum><header>Internal Revenue
			 Service user fees subject to appropriations Acts</header>
			<subsection id="H63880F2ACDD44578B73A20912A888264"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The second sentence
			 of section 3 of title I of Public Law 103–329, under the heading
			 <quote><header-in-text level="paragraph" style="OLC">administrative
			 provisions-internal revenue service</header-in-text></quote>, is amended by
			 striking <quote>The Secretary of the Treasury may spend</quote> and all that
			 follows through <quote>and thereafter</quote> and inserting the following:
			 <quote>Any fees collected pursuant to this section shall be deposited in the
			 general fund of the Treasury and shall not be expended by the Internal Revenue
			 Service unless provided by an appropriations Act</quote>.</text>
			</subsection><subsection id="H1121B8F97F494F6492C035A383DA47C1"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The last proviso of such section is amended by striking
			 <quote>and how they are being expended by the Service</quote>.</text>
			</subsection><subsection id="H23600244272E449DB69F62245D4C2E04"><enum>(c)</enum><header>Effective
			 date</header><text>The amendment made by this section shall apply to fees
			 collected after the date of the enactment of this Act.</text>
