		<official-title>To direct the Secretary of Commerce to establish a
		  competitive grant program to promote domestic regional
		  tourism.</official-title>

		<section id="HA190E2336E744B1BBF3C76EF4B3CD511" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Travel Regional Investment Partnership
			 Act</short-title></quote> .</text>
		</section><section id="H273CFD4A2981494D99B59E22352E9C44"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HB1268FCA931545A2AE4C9D9C006BA3AF"><enum>(1)</enum><text display-inline="yes-display-inline">The importance of travel and tourism cannot
			 be overstated. Travel and tourism employs America.</text>
			</paragraph><paragraph id="H4023561586734E8EA590212ABD750358"><enum>(2)</enum><text>Approximately
			 7,720,000 domestic jobs depend on the travel and tourism industry.</text>
			</paragraph><paragraph id="H95D4C00CDC064D1BB861431AE8092145"><enum>(3)</enum><text>The travel and
			 tourism industry accounts for 2.8 percent of the Nation’s gross domestic
			 product.</text>
			</paragraph><paragraph id="H118CB29350B948668893F07EF6A388F7"><enum>(4)</enum><text>The travel and
			 tourism industry generates $1,300,000,000,000 in total expenditures.</text>
			</paragraph><paragraph id="H5E5AD9D691864210A2E6AEC6C6A93E84"><enum>(5)</enum><text display-inline="yes-display-inline">The travel and tourism industry lost
			 392,000 jobs in 2009.</text>
			</paragraph><paragraph id="HE8763DF1FC2844D7A63278210DA5EBBA"><enum>(6)</enum><text display-inline="yes-display-inline">In 2009, tourism output declined by
			 $100,000,000,000.</text>
			</paragraph><paragraph id="H3BA62E128F1943C09B3D023AB937FCA6"><enum>(7)</enum><text display-inline="yes-display-inline">Total direct tourism employment decreased
			 by 0.5 percent in 2010.</text>
			</paragraph><paragraph id="H4BEFDC1415934C42AF4908E2D82EAF18"><enum>(8)</enum><text>Public-private
			 partnerships have been underutilized in the promotion of travel and tourism and
			 are a dynamic tool in creating new domestic tourism markets and promoting
			 domestic regional tourism growth.</text>
			</paragraph></section><section id="HD182F561049A46F79BA03A011693DF7B" section-type="subsequent-section"><enum>3.</enum><header>Domestic regional
			 tourism grant program</header>
			<subsection id="HF49218496E594229BC39EFF48A9981A8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a competitive
			 grant program, to be administered by the Office of Travel and Tourism
			 Industries, to promote domestic regional tourism growth and new domestic
			 tourism market creation.</text>
			</subsection><subsection id="H5BFE9A2B391946739B34254D94B5FD31"><enum>(b)</enum><header>Range of grant
			 monetary amounts</header><text>The amount of each grant awarded under this
			 section shall be not less than $100,000 and not more than $1,000,000.</text>
			</subsection><subsection id="HEB22FEDD632E4B10A94702A0A2368FCF"><enum>(c)</enum><header>Grantee
			 eligibility requirements</header>
				<paragraph id="H977EA22500BD4D04B9228B3BAC295494"><enum>(1)</enum><header>Eligible
			 entities</header><text display-inline="yes-display-inline">Grants may be
			 awarded under this section to—</text>
					<subparagraph id="H918E395D02DE4A41B7D9305A2E83A8EF"><enum>(A)</enum><text display-inline="yes-display-inline">State tourism offices;</text>
					</subparagraph><subparagraph id="H071A228C3CC64854BC4BA777ACFC79B4"><enum>(B)</enum><text display-inline="yes-display-inline">local destination marketing organizations;
			 and</text>
					</subparagraph><subparagraph id="H1AB8F97D2D6449D4954D0051300C768B"><enum>(C)</enum><text>partnerships
			 between a State or local government and local tourism entities.</text>
					</subparagraph></paragraph><paragraph id="HE23CE1D7D3944C9E81E49889543CD7AB"><enum>(2)</enum><header>Regional
			 diversity</header><text>In awarding grants under this section, the Secretary
			 may consider—</text>
					<subparagraph id="H1ECB35E7F3B447F68537BC39FF9160B5"><enum>(A)</enum><text>giving priority to
			 regions with low contributions to tourism marketing;</text>
					</subparagraph><subparagraph id="HAE5E1776D0764A95A93C4CD55822C8CF"><enum>(B)</enum><text>maintaining
			 regional diversity of grant recipients; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB87ECC33AFA94583865A31621CDEE821"><enum>(C)</enum><text>providing benefits
			 to rural and less-marketed destinations.</text>
					</subparagraph></paragraph><paragraph id="H224E82F06FC84E9392C86B6F4D2B5721"><enum>(3)</enum><header>Use of
			 funds</header><text>Grants awarded under this section may be used to—</text>
					<subparagraph id="HA725920F5F4B410AA0550EC0B3D1641B"><enum>(A)</enum><text>promote domestic
			 regional tourism growth; and</text>
					</subparagraph><subparagraph id="HD36D78FF955040A09EB8C39212C96919"><enum>(B)</enum><text>create new
			 domestic tourism markets.</text>
					</subparagraph></paragraph><paragraph id="H7514F826CDDC41CDBA079AB0B71E794E"><enum>(4)</enum><header>Application
			 process</header>
					<subparagraph id="HAEBA5BDFFF924642BA141C2AAB0C935F"><enum>(A)</enum><header>Submission</header><text>An
			 eligible entity seeking a grant under this section shall submit an application
			 to the Secretary at such time, in such form, and with such information and
			 assurances as the Secretary may require.</text>
					</subparagraph><subparagraph id="HFCE34C4686C94A88BF75E91ABD248B68"><enum>(B)</enum><header>Contents</header><text>Each
			 application submitted under subparagraph (A) shall include—</text>
						<clause display-inline="no-display-inline" id="HD5FF16394A0B4D68AA294F96BBFCA951"><enum>(i)</enum><text display-inline="yes-display-inline">a description of the tourist promotion
			 activities to be funded by the grant; and</text>
						</clause><clause id="HC0206E5892B248ADBE8A2329C41EE47A"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a partnership between a
			 State or local government and local tourism entities—</text>
							<subclause id="H9FA5328057894C2295E382CC75C596F4"><enum>(I)</enum><text>a
			 list of the specific tourist entities that such government has partnered with
			 to promote tourism within the relevant domestic region;</text>
							</subclause><subclause id="H96F5CAAA586C456AB96B08AB55ADB942"><enum>(II)</enum><text>the details of
			 the partnership agreement;</text>
							</subclause><subclause id="HC051B1AA390649A6839EC0D431519B4C"><enum>(III)</enum><text>specific
			 information explaining how such partnership will increase regional tourism;
			 and</text>
							</subclause><subclause id="H4415684E22244B89BE3029FFE38BFC1F"><enum>(IV)</enum><text>the anticipated
			 positive impact of the partnership on job creation and employment in the
			 relevant domestic region.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="HA83C01E7D6E34C08A57D379552719C29"><enum>(d)</enum><header>Matching
			 requirement</header>
				<paragraph id="H2FD4F7A692394C1D8138DA981D35C887"><enum>(1)</enum><header>Non-federal
			 funds</header><text display-inline="yes-display-inline">As a condition for
			 receiving a grant under this section, the grant recipient shall provide, either
			 directly or through donations from public or private entities, non-Federal
			 matching funds, in cash or in-kind, in an amount equal to the amount of the
			 grant.</text>
				</paragraph><paragraph id="H9D5E169777104C6FA9159F37DB9CA4BA"><enum>(2)</enum><header>Special rule for
			 in-kind donations</header><text>Of the amount of non-Federal matching funds
			 required under paragraph (1), not more than 25 percent may be provided through
			 in-kind contributions.</text>
				</paragraph></subsection><subsection id="H5649D90CBBF34F57BA0924963C8CF361"><enum>(e)</enum><header>Reports</header><text>Not
			 later than 6 months after the last day of each fiscal year in which grants are
			 awarded by the Secretary under this section, the Secretary shall submit a
			 report to Congress that details—</text>
				<paragraph id="H22097E60537B4FC0BB2D4CD3DE030E18"><enum>(1)</enum><text display-inline="yes-display-inline">travel-generated expenditures;</text>
				</paragraph><paragraph id="HE2D38B139EA14E5091F7E42EF2C3FAF1"><enum>(2)</enum><text display-inline="yes-display-inline">travel-generated tax receipts; and</text>
				</paragraph><paragraph id="HA3762E656DB24288BAEFECAD51C9AA0E"><enum>(3)</enum><text display-inline="yes-display-inline">travel-generated employment.</text>
				</paragraph></subsection><subsection id="H75847077A4284159BA04BEF273579C39"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="HEE31FCD040F04513B1CF0348DF5CB40E"><enum>(1)</enum><header>Local tourist
			 entity</header><text display-inline="yes-display-inline">The term <term>local
			 tourist entity</term> means any public or private sector business engaged in
			 tourism-related activities.</text>
				</paragraph><paragraph id="HC545D8E408704B64AD94575875A205DF"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Commerce.</text>
				</paragraph></subsection><subsection id="H4033B3413D89420FA18FFCAC037ACA1B"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated, for each of the first 5 fiscal years beginning
			 after the date of the enactment of this Act, $10,000,000, which shall be used
			 for grants under this section and shall remain available until expended.</text>
			</subsection></section></legis-body>
