<paragraph commented="no" display-inline="no-display-inline" id="H9DBE0A6E5F3B409E987BB796EC8CB92A"><enum>(1)</enum><header display-inline="yes-display-inline">Lead agency</header><text display-inline="yes-display-inline">The National Institute of Standards and Technology shall have the primary responsibility for planning and coordinating the Program. In carrying out this paragraph, the Director of the Institute shall—</text> 
<subparagraph id="H84EE923A9AA4402FB627E266800FCB80"><enum>(A)</enum><text>ensure that the Program includes the necessary components to promote the implementation of earthquake hazards risk reduction measures by Federal, State, and local governments, national standards and model building code organizations, architects and engineers, and others with a role in planning, constructing, and retrofitting structures and lifelines;</text></subparagraph> 
<subparagraph id="HB7EAD7D01FE34A7099E9A1AF0EB581D9"><enum>(B)</enum><text>support the development of performance-based seismic engineering tools, and work with appropriate groups to promote the commercial application of such tools, through earthquake-related model building codes, voluntary standards, and construction best practices;</text></subparagraph> 
<subparagraph id="H93F41F690DF144AAA040417C29913DF2"><enum>(C)</enum><text>request the assistance of Federal agencies other than the Program agencies, as necessary to assist in carrying out this Act;</text></subparagraph> 
<subparagraph id="H53498C6FB93B4C8E9782CFFCA0BC2A82"><enum>(D)</enum><text>work with the Federal Emergency Management Agency, the National Science Foundation, and the United States Geological Survey, to develop a comprehensive plan for earthquake engineering research to effectively use existing testing facilities and laboratories (existing at the time of the development of the plan), upgrade facilities and equipment as needed, and integrate new, innovative testing approaches to the research infrastructure in a systematic manner; and</text></subparagraph> 
<subparagraph id="HDC6781F98EDD418587A299F0DDBCA06F"><enum>(E)</enum><text>when warranted by research or investigative findings, issue recommendations to assist in informing the development of model codes, and provide information to Congress on the use of such recommendations.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H89B6F604BBC9454CB15E940EC39095F5"><enum>(B)</enum><text>in paragraph (3)—</text> 
<clause id="H527A92C1267E4475926048CBCEECB503"><enum>(i)</enum><text>in subparagraph (A), by striking <quote>seismic microzonation</quote> and inserting <quote>detailed seismic hazard and risk</quote>;</text></clause> 
<clause id="HDACE250834AC473DB253B0DA7B14810F"><enum>(ii)</enum><text>by amending subparagraphs (F) and (G) to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H7588D8622EA24C119288CFE7F55424F1" style="OLC"> 
<subparagraph id="HDE643212AE7D43A295952C46F0A08B83"><enum>(F)</enum><text display-inline="yes-display-inline">operate, in cooperation with the National Science Foundation, a Global Seismographic Network for detection of earthquakes around the world and research into fundamental earth processes;</text></subparagraph> 
<subparagraph id="H264FF393D99A4393A147A92703FC02B5"><enum>(G)</enum><text display-inline="yes-display-inline">support the operation of regional seismic networks in areas of higher seismic risk;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause> 
<clause id="HBB7DA8FFF2EF4B72BB1327CC6EEDE87F"><enum>(iii)</enum><text>by striking the period at the end of subparagraph (H) and inserting a semicolon; and</text></clause> 
<clause id="H5335A93A13CE412DA5789170FF9DFB67"><enum>(iv)</enum><text>by amending subparagraph (I) to read as follows:</text>

<subparagraph id="HCDE488B2454E4355A34F89EFA46993BB"><enum>(I)</enum><text display-inline="yes-display-inline">work with other Program agencies to maintain awareness of, and where appropriate coordinate with, earthquake risk reduction efforts in other countries to ensure that the Program benefits from relevant information and advances in those countries; and</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HC0234CAE36E043B28F308A83A28EC613"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (4)(D), by striking <quote>of the George</quote> and all that follows through <quote>Reduction Program</quote> and inserting <quote>of institutions engaged in research and the implementation of the National Earthquake Hazards Reduction Program, which may include the George E. Brown Jr. Network for Earthquake Engineering Simulation</quote>; and</text></subparagraph> 
<subparagraph id="H238AD6F727B54B3D9FC4D39ACAD14388"><enum>(D)</enum><text>in paragraph (5)—</text> 
<clause id="HF393034838734002A2700E0FEF02A452"><enum>(i)</enum><text>in subparagraph (C)—</text> 
<subclause id="HCEAB213AD27249E78ECECCE3EA90480A"><enum>(I)</enum><text>by inserting <quote>and other stakeholders with relevant expertise</quote> after <quote>standards organizations</quote>; and</text></subclause> 
<subclause id="H27C585F6698B47468870117D9B4E8E5E"><enum>(II)</enum><text>by inserting <quote>and</quote> after the semicolon at the end;</text></subclause></clause> 
<clause id="HE5C80153A23141F69D6246E32465C19C"><enum>(ii)</enum><text>by striking <quote>; and</quote> at the end of subparagraph (D) and inserting a period; and</text></clause> 
<clause id="H5CEBB692B75C4FE5AA52D9C2B79AAF80"><enum>(iii)</enum><text>by striking subparagraph (E);</text></clause></subparagraph></paragraph> 
<paragraph id="H22A1C52E32154154B0C0A6EB77047B7C"><enum>(3)</enum><text>by redesignating subsection (c) as subsection (d);</text></paragraph>

<subsection id="HE2F64581C9254FDC8998FA2E4FA9962F"><enum>(c)</enum><header>Advisory committee on earthquake hazards reduction</header> 
<paragraph id="H9F95C7038A0245B58DF406B76BEC9CDC"><enum>(1)</enum><header>In general</header><text>The Director of the National Institute of Standards and Technology shall establish an Advisory Committee on Earthquake Hazards Reduction, which shall be composed of at least 11 members, none of whom may be employees of the Federal Government, including representatives of research and academic institutions, industry standards development organizations, emergency management agencies, State and local government, and business communities who are qualified to provide advice on earthquake hazards reduction and represent all related scientific, architectural, and engineering disciplines. The recommendations of the Advisory Committee shall be considered by Federal agencies in implementing the Program.</text></paragraph> 
<paragraph id="H4A8148062AE54EB8A821541B061E299D"><enum>(2)</enum><header>Assessments</header><text>The Advisory Committee on Earthquake Hazards Reduction shall offer assessments on—</text> 
<subparagraph id="H747DCEA18E9C42B4A8C108DE6110952F"><enum>(A)</enum><text>trends and developments in the natural, social, and engineering sciences and practices of earthquake hazards impact mitigation;</text></subparagraph> 
<subparagraph id="H35851A03F3194C489B873A600D22A8F2"><enum>(B)</enum><text>the priorities of the Program’s Strategic Plan;</text></subparagraph> 
<subparagraph id="HD81ECC88E2F140CCAD62B6AAAD39D0F5"><enum>(C)</enum><text>the coordination of the Program; and</text></subparagraph> 
<subparagraph id="H211D526AA9364FE0A79B694BFD6038F4"><enum>(D)</enum><text>any revisions to the Program which may be necessary.</text></subparagraph></paragraph> 
<paragraph id="H633A0CC247A647D19B38A836D2336DB2"><enum>(3)</enum><header>Compensation</header><text>The members of the Advisory Committee established under this subsection shall serve without compensation.</text></paragraph> 
<paragraph id="H8C8986F3484E408581F3355BE7A4B73C"><enum>(4)</enum><header>Reports</header><text>At least every 2 years, the Advisory Committee shall report to the Director of the National Institute of Standards and Technology on the assessments carried out under paragraph (2) and its recommendations for ways to improve the Program.</text></paragraph> 
<paragraph id="HB9DE5D805FBD4EB6888ABAF086E2CB73"><enum>(5)</enum><header>Termination</header><text display-inline="yes-display-inline">The Advisory Committee established under this subsection shall terminate not later than 5 years after the date of enactment of the Natural Hazards Risk Reduction Act of 2011.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H9E3D9E43EF73487BB88FDCEF8A7C0DA3"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (d)(1), as so redesignated by paragraph (3) of this section, by inserting <quote>on Natural Hazards Risk Reduction established under section 301 of the <short-title>Natural Hazards Risk Reduction Act of 2011</short-title></quote> after <quote>Interagency Coordinating Committee</quote>.</text></paragraph></section> 
<section commented="no" display-inline="no-display-inline" id="H70AED95C297F461F95197590BC1C51FC" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Post-Earthquake Investigations Program</header><text display-inline="no-display-inline">Section 11 of the Earthquake Hazards Reduction Act of 1977 (42 U.S.C. 7705e) is amended by inserting <quote>and utilizing the coordination expertise of the lead Program agency</quote> after <quote>consultation with each Program agency</quote>.</text></section>

<section commented="no" display-inline="no-display-inline" id="H725A31F4424247998741F684FF87717E" section-type="subsequent-section"><enum>203.</enum><header display-inline="yes-display-inline">National Windstorm Impact Reduction Program</header><text display-inline="no-display-inline">Section 204 of the National Windstorm Impact Reduction Act of 2004 (42 U.S.C. 15703) is amended—</text> 
<paragraph id="H5D2F40B82633420D942FD596D74E123A"><enum>(1)</enum><text>by striking subsections (a), (b), and (c) and inserting the following:</text>

<subsection id="H33EBEB0428254383A9EDCAA29548F9A7"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established the National Windstorm Impact Reduction Program, the purpose of which is to achieve major measurable reductions in the losses of life and property from windstorms through a coordinated Federal effort, in cooperation with other levels of government, academia, and the private sector, aimed at improving the understanding of windstorms and their impacts and developing and encouraging the implementation of cost-effective mitigation measures to reduce those impacts.</text></subsection> 
<subsection id="H69662591989045CE954D4AEC77E62FA6"><enum>(b)</enum><header>Responsibilities of program agencies</header> 
<paragraph id="H7537AE3311C2423D92A47A343D921A1B"><enum>(1)</enum><header>Lead agency</header><text display-inline="yes-display-inline">The National Institute of Standards and Technology shall have the primary responsibility for planning and coordinating the Program. In carrying out this paragraph, the Director shall—</text> 
<subparagraph id="H5DF5FA3B65E2414E8BB632D15BAE0C3E"><enum>(A)</enum><text>ensure that the Program includes the necessary components to promote the implementation of windstorm risk reduction measures by Federal, State, and local governments, national standards and model building code organizations, architects and engineers, and others with a role in planning and constructing buildings and lifelines;</text></subparagraph> 
<subparagraph id="H2A27D13E77404247B0326B4256827BBE"><enum>(B)</enum><text>support the development of performance-based engineering tools, and work with appropriate groups to promote the commercial application of such tools, including through wind-related model building codes, voluntary standards, and construction best practices;</text></subparagraph> 
<subparagraph id="H517E8A8CCC6F4AF298AFDBC717ABF7D8"><enum>(C)</enum><text>request the assistance of Federal agencies other than the Program agencies, as necessary to assist in carrying out this Act;</text></subparagraph> 
<subparagraph id="H5F2B278D5D9D44AAB9E5AF305E8E0DEB"><enum>(D)</enum><text>coordinate all Federal post-windstorm investigations; and</text></subparagraph> 
<subparagraph id="H8C73CAD69EE543DB8ED80FAE7DB60D70"><enum>(E)</enum><text display-inline="yes-display-inline">when warranted by research or investigative findings, issue recommendations to assist in informing the development of model codes, and provide information to Congress on the use of such recommendations.</text></subparagraph></paragraph> 
<paragraph id="H610795B322804B5680FF27D30125B06B"><enum>(2)</enum><header>National institute of standards and technology</header><text display-inline="yes-display-inline">In addition to the lead agency responsibilities described under paragraph (1), the National Institute of Standards and Technology shall be responsible for carrying out research and development to improve model building codes, voluntary standards, and best practices for the design, construction, and retrofit of buildings, structures, and lifelines.</text></paragraph> 
<paragraph id="HF1F6591BE4B54BD3987E072F41F098D9"><enum>(3)</enum><header>National science foundation</header><text>The National Science Foundation shall support research in engineering and the atmospheric sciences to improve the understanding of the behavior of windstorms and their impact on buildings, structures, and lifelines.</text></paragraph> 
<paragraph id="H723314581B34436CBBFEA75A75D29BDE"><enum>(4)</enum><header>National oceanic and atmospheric administration</header><text>The National Oceanic and Atmospheric Administration shall support atmospheric sciences research and data collection to improve the understanding of the behavior of windstorms and their impact on buildings, structures, and lifelines.</text></paragraph> 
<paragraph id="H6F525C7ADD2C49BB8A926CB6C35F98A0"><enum>(5)</enum><header>Federal emergency management agency</header><text>The Federal Emergency Management Agency shall support the development of risk assessment tools and effective mitigation techniques, windstorm-related data collection and analysis, public outreach, information dissemination, and implementation of mitigation measures consistent with the Agency’s all-hazards approach.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H540503934B5341C2A42EB95E48A191CE"><enum>(2)</enum><text>by redesignating subsection (d) as subsection (c);</text></paragraph> 
<paragraph id="H8E1880ED0A7D4626B24AEF3C574387F8"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (c), as so redesignated by paragraph (2) of this section, amend paragraph (4)(A) to read as follows:</text>

<section id="H540C46D58B574236A8988A2E6E1C1BBD"><enum>204.</enum><header>National Advisory Committee on Windstorm Impact Reduction</header><text display-inline="no-display-inline">Section 205 of the National Windstorm Impact Reduction Act of 2004 (42 U.S.C. 15704) is amended to read as follows:</text>

<subsection commented="no" display-inline="no-display-inline" id="H3F56A73052A44DDEB044C6DFAC9B827F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Director of the National Institute of Standards and Technology shall establish an Advisory Committee on Windstorm Impact Reduction, which shall be composed of at least 7 members, none of whom may be employees of the Federal Government, including representatives of research and academic institutions, industry standards development organizations, emergency management agencies, State and local government, and business communities who are qualified to provide advice on windstorm impact reduction and represent all related scientific, architectural, and engineering disciplines. The recommendations of the Advisory Committee shall be considered by Federal agencies in implementing the Program.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H0DCBA992C8D4416D83C9CC0C1AA54BCF"><enum>(b)</enum><header display-inline="yes-display-inline">Assessments</header><text display-inline="yes-display-inline">The Advisory Committee on Windstorm Impact Reduction shall offer assessments on—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H20C1E53BB4D54E46B673E8251969E881"><enum>(1)</enum><text display-inline="yes-display-inline">trends and developments in the natural, social, and engineering sciences and practices of windstorm impact mitigation;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H7FA9D7207DBA457A9E39EAEA0F90AD33"><enum>(2)</enum><text display-inline="yes-display-inline">the priorities of the Program’s Strategic Plan;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HE44A8360A6EC4F0D8A4A3CD2AB93E7D5"><enum>(3)</enum><text display-inline="yes-display-inline">the coordination of the Program; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H888037639A0848F2B5E0A23F5AD38229"><enum>(4)</enum><text display-inline="yes-display-inline">any revisions to the Program which may be necessary.</text></paragraph></subsection> 
<subsection id="H43877570D233491E83BE15C3DD2F06BB"><enum>(c)</enum><header>Compensation</header><text>The members of the Advisory Committee established under this section shall serve without compensation.</text></subsection>

<subsection id="H4CAFB30FB60E4629B62E4330319BC7E9"><enum>(e)</enum><header>Termination</header><text display-inline="yes-display-inline">The Advisory Committee shall terminate not later than 5 years after the date of enactment of the Natural Hazards Risk Reduction Act of 2011.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>

<subsection commented="no" display-inline="no-display-inline" id="HD2B0DCF186B849408370DE492983CB42"><enum>(d)</enum><header display-inline="yes-display-inline">General purpose and duties</header><text display-inline="yes-display-inline">The Committee shall oversee the planning and coordination of the National Earthquake Hazards Reduction Program and the National Windstorm Impact Reduction Program, and shall make proposals for planning and coordination of any other Federal research for natural hazard mitigation that the Committee considers appropriate.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HD3CC0529C2FE4E94BF751BA6423E4749"><enum>(e)</enum><header display-inline="yes-display-inline">Strategic plans</header><text display-inline="yes-display-inline">The Committee shall develop and submit to Congress, not later than one year after the date of enactment of this Act—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H866554B7F7E24D73B667C41CDE375587"><enum>(1)</enum><text display-inline="yes-display-inline">a Strategic Plan for the National Earthquake Hazards Reduction Program that includes—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HA40AFA4896014F25BF87868AA21B19FD"><enum>(A)</enum><text display-inline="yes-display-inline">prioritized goals for such Program that will mitigate against the loss of life and property from future earthquakes;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HCC3F18CD524840CDB2418CB7309442FB"><enum>(B)</enum><text display-inline="yes-display-inline">short-term, mid-term, and long-term research objectives to achieve those goals;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H8C6FDC7588A04863A4A2914E1F715493"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the role of each Program agency in achieving the prioritized goals;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HB2D206D75B8F499DA453E5772F3B08F5"><enum>(D)</enum><text display-inline="yes-display-inline">the methods by which progress towards the goals will be assessed;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HC7EE354A632B4241BA75183A7143969C"><enum>(E)</enum><text display-inline="yes-display-inline">an explanation of how the Program will foster the transfer of research results into outcomes, such as improved model building codes;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF6CB29ADD98843DEA79DB7BA260CE1FD"><enum>(F)</enum><text display-inline="yes-display-inline">a description of how the George E. Brown, Jr. Network for Earthquake Engineering Simulation and the Advanced National Seismic Research and Monitoring System may be used in achieving the prioritized goals and research objectives; and</text></subparagraph> 
<subparagraph id="HD46663ADCFE94FFEB8FDD39D428A9E1B"><enum>(G)</enum><text display-inline="yes-display-inline">an explanation of how the Program will coordinate its activities with other Federal agencies performing activities relevant to the Program; and</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H19F58E2F787249DA9EFE13B653E47FFA"><enum>(2)</enum><text display-inline="yes-display-inline">a Strategic Plan for the National Windstorm Impact Reduction Program that includes—</text>

<subparagraph commented="no" display-inline="no-display-inline" id="HE69B3E3ADCED440F85DD8567C46604F8"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the role of each Program agency in achieving the prioritized goals;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H55B4022A79504D92857C6C8AE4F2769D"><enum>(D)</enum><text display-inline="yes-display-inline">the methods by which progress towards the goals will be assessed;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF29F70881AB54E5BA6000544BE6724F2"><enum>(E)</enum><text display-inline="yes-display-inline">an explanation of how the Program will foster the transfer of research results into outcomes, such as improved model building codes; and</text></subparagraph> 
<subparagraph id="H6DCD247858D54439AF724AD732587C7F"><enum>(F)</enum><text display-inline="yes-display-inline">an explanation of how the Program will coordinate its activities with other Federal agencies performing activities relevant to the Program.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H446323B29BFE4AFEA08D7600A8D590E1"><enum>(f)</enum><header display-inline="yes-display-inline">Progress reports</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Committee shall submit to the Congress—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HB0ADFD285BF54607B056D22C71E0909D"><enum>(1)</enum><text display-inline="yes-display-inline">a report on the progress of the National Earthquake Hazards Reduction Program that includes—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7DF58396A5AF4C4D971D631CBC3C57C3"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the activities funded under the Program, a description of how these activities align with the prioritized goals and research objectives established in the Strategic Plan, and the budgets, per agency, for these activities;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HEE3ADC5DD8044C6BB3BF8E6081113DEF"><enum>(B)</enum><text display-inline="yes-display-inline">the outcomes achieved by the Program for each of the goals identified in the Strategic Plan;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7B0AA3A3261144F194BE220CE7AD6294"><enum>(C)</enum><text display-inline="yes-display-inline">a description of any recommendations made to change existing building codes that were the result of Program activities; </text></subparagraph> 
<subparagraph id="HDDF0730423DB47299818997884951478"><enum>(D)</enum><text display-inline="yes-display-inline">a description of activities carried out under section 11 of the Earthquake Hazards Reduction Act of 1977 (42 U.S.C. 7705e), including a description of agency activities and the amount of funding provided for each investigation; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H25F0A8F3C6174FB3B76ED0262D1281F6"><enum>(E)</enum><text display-inline="yes-display-inline">a description of the extent to which the Program has incorporated recommendations from the Advisory Committee on Earthquake Hazards Reduction; and</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HCE22099BD56844CF9D0F6F5CFA83DBAA"><enum>(2)</enum><text display-inline="yes-display-inline">a report on the progress of the National Windstorm Impact Reduction Program that includes—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1562FB7A8C434461BFB208E56F8D92E1"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the activities funded under the Program, a description of how these activities align with the prioritized goals and research objectives established in the Strategic Plan, and the budgets, per agency, for these activities;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H05F372807B9E4074B8B67A9458A6622E"><enum>(B)</enum><text display-inline="yes-display-inline">the outcomes achieved by the Program for each of the goals identified in the Strategic Plan;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H14F986D46D7B437AB85EC7A5923135F6"><enum>(C)</enum><text display-inline="yes-display-inline">a description of any recommendations made to change existing building codes that were the result of Program activities; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H87BA98C7B4B949C8B2D9AE838843F963"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the extent to which the Program has incorporated recommendations from the Advisory Committee on Windstorm Impact Reduction.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H61B795E3474F4D8883DF96B84F43015E"><enum>(g)</enum><header display-inline="yes-display-inline">Coordinated budget</header><text display-inline="yes-display-inline">The Committee shall develop a coordinated budget for the National Earthquake Hazards Reduction Program and a coordinated budget for the National Windstorm Impact Reduction Program. These budgets shall be submitted to the Congress at the time of the President’s budget submission for each fiscal year.</text></subsection></section> 
<section commented="no" display-inline="no-display-inline" id="H97BE490C930D4DEDA6A97175D89BBBAC"><enum>302.</enum><header display-inline="yes-display-inline">Coordination of Federal disaster research, development, and technology transfer</header><text display-inline="no-display-inline">Not later than 2 years after the date of enactment of this Act, the Subcommittee on Disaster Reduction of the Committee on Environment and Natural Resources of the National Science and Technology Council shall submit a report to the Congress detailing—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HF862C25A2F5546A48875005074E5EBE3"><enum>(1)</enum><text display-inline="yes-display-inline">current Federal research, development, and technology transfer activities, including those of the National Laboratories, that address hazard mitigation for natural disasters, including earthquakes, windstorms, wildfires, floods, and the current budgets for these activities;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HE1CEA425F0594E9EB4E65BAFC48A83F9"><enum>(2)</enum><text display-inline="yes-display-inline">areas of research that are common to two or more of the hazards identified in paragraph (1);</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HC769D58E54DF431AB533120A2F10AAC0"><enum>(3)</enum><text display-inline="yes-display-inline">opportunities to create synergies between the research activities for the hazards identified in paragraph (1); and</text></paragraph> 
<paragraph id="HA92C01974D434C109F7441A01BFF07F3"><enum>(4)</enum><text display-inline="yes-display-inline">the status of coordination of Federal disaster research, development, and technology transfer activities including those of the National Earthquake Hazards Reduction Program and the National Windstorm Impact Reduction Program.</text></paragraph></section> 
<section id="H77353F8653C347B280DB5E2CB94515CA"><enum>303.</enum><header>Authorizations</header><text display-inline="no-display-inline">No additional funds are authorized to carry out this title. This title shall be carried out using amounts otherwise authorized or appropriated.</text></section></title>
