		  1965 to encourage the implementation or expansion of prekindergarten programs
		  for students 4 years of age or younger.</official-title>

		<section id="HBF4EB57D1A53417EAEC264D73EC0C6F4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Universal Prekindergarten and Early
			 Childhood Education Act of 2011</short-title></quote>.</text>
		</section><section id="HFDF733CC8D56440ABA14F2A148DB2CE3"><enum>2.</enum><header>Use of community
			 learning center funds for prekindergarten programs</header><text display-inline="no-display-inline">Section
			 4205 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7175) is
			 amended—</text>
			<paragraph id="H439A71A3B4B447DFB789666292351FFB"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
			</paragraph><paragraph id="H465885824DAD4307928BB00D905EFB89"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following:</text>
				<quoted-block id="H7CDCB54E260B491CB0FA8180CAF30BA1" style="OLC">
					<subsection id="HCD63DB6D0AE244788DF437F06ECE80F2"><enum>(b)</enum><header>Prekindergarten
				programs</header>
						<paragraph id="H450B8DD470B441F19FF9B63183F65D50"><enum>(1)</enum><header>Authorization</header><text>In
				addition to the activities authorized under subsection (a), a local educational
				agency that receives an award under this part may use the award for educational
				activities for children 4 years of age or younger if the agency agrees to phase
				in, where possible, a prekindergarten program.</text>
						</paragraph><paragraph id="HF0A4A6E6CC864267A0CB6B29ECA5D919"><enum>(2)</enum><header>Definition</header><text>For
				purposes of this subsection, the term <quote>prekindergarten program</quote>
				means a program that—</text>
							<subparagraph id="H04FCCD03B4344559BD047637704D7063"><enum>(A)</enum><text>provides a
				prekindergarten curriculum in classrooms at public elementary schools for
				students 4 years of age or younger; and</text>
							</subparagraph><subparagraph id="H6EF51304E9DE4F8A986DC2E888031AE4"><enum>(B)</enum><text>is taught by
				teachers who possess equivalent or similar qualifications to those of teachers
				of other grades in the school
				involved.</text>
