		<official-title>To direct the Secretary of Agriculture to establish the
		  Eva M. Clayton Fellows Program to provide for fellowships to conduct research
		  and education on the eradication of world hunger and malnutrition, and for
		  other purposes.</official-title>

		<section id="H78945D68E34449ACA465AE370D540491" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Eva M. Clayton Fellows Program Act</short-title></quote>.</text>
		</section><section id="H0DE45ADFFA1F4ECDAB3C401D1A8CA3FC"><enum>2.</enum><header>Eva M. Clayton
			 Fellows Program</header>
			<subsection id="HBFC5CF0F819C4923B97A8898443D16E4"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle I of the
			 National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7
			 U.S.C. 3291 et seq.) is amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H7EAB2783F1F4431BA1AE8E4CBC4C9338" style="OLC">
					<section id="HB4EDB72B258549989B48E114B72B4DC7"><enum>1459B.</enum><header>Eva M.
				Clayton Fellows Program</header>
						<subsection id="HF49DF5204C5144F6901640D64AEBA0CA"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a fellowship
				program to be known as the <quote>Eva M. Clayton Fellows Program</quote> to
				provide for fellowships to conduct research and education on the eradication of
				world hunger and malnutrition in accordance with this section.</text>
						</subsection><subsection id="H44780154D1C545A989DA7BFF40B9F389"><enum>(b)</enum><header>Fellows</header>
							<paragraph id="H0DD4AEA654F4493EBAB58EBA1C56CA11"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall
				select eligible faculty members to receive a fellowship to conduct research or
				education programs relating to the eradication of world hunger and malnutrition
				(in this section referred to as <quote>Clayton Fellows</quote>).</text>
							</paragraph><paragraph id="HCAE2FD96E2324DDEA2DF6ED47F2D8570"><enum>(2)</enum><header>Term</header><text>The
				term of a fellowship awarded under this subsection shall be two years.</text>
							</paragraph><paragraph id="HB509AEE267C54642B155F37AA81A8ADE"><enum>(3)</enum><header>Location of
				service</header>
								<subparagraph id="H861C962EA6D940D78ADEE61F29E97BD8"><enum>(A)</enum><header>First year of
				service</header><text display-inline="yes-display-inline">During the first year
				of service under a fellowship awarded under this subsection, each Clayton
				Fellow shall serve at the qualified institution at which the Clayton Fellow is
				a faculty member.</text>
								</subparagraph><subparagraph id="H5F82867A2BC6426A839E8005BB975C97"><enum>(B)</enum><header>Second year of
				service</header><text display-inline="yes-display-inline">During the second
				year of service under a fellowship awarded under this subsection, each Clayton
				Fellow—</text>
									<clause id="HF61D396E3EB84165B724F622227E1A9E"><enum>(i)</enum><text>may, if a
				fellowship position is made available pursuant to subsection (d), serve at the
				Food and Agriculture Organization of the United Nations; or</text>
									</clause><clause id="H92D2201BB1A747A7BF83BCDFE5063786"><enum>(ii)</enum><text>shall, if such
				position is not made available, continue to serve as described in subparagraph
				(A).</text>
									</clause></subparagraph><subparagraph id="HCBB4384D49B6468581BEDAF1E155D6CE"><enum>(C)</enum><header>Travel</header><text display-inline="yes-display-inline">During the term of service under a
				fellowship awarded under this subsection, a Clayton Fellow may travel as
				necessary to conduct work on the eradication of world hunger and
				malnutrition.</text>
								</subparagraph></paragraph><paragraph id="H8D0B963120A944F08ABB0055D51035F8"><enum>(4)</enum><header>Application</header><text>An
				eligible faculty member seeking a fellowship under this subsection shall submit
				to the Secretary an application that contains—</text>
								<subparagraph id="HFD63B02B3AA64A3C9F96D41763D359A9"><enum>(A)</enum><text>a résumé or
				curriculum vitae that includes information on the expertise, education, and
				training of such faculty member;</text>
								</subparagraph><subparagraph id="H729D59F760C7405FB62DD6419E0F60B0"><enum>(B)</enum><text>a description of
				the research or education programs the faculty member intends to conduct while
				serving as a Clayton Fellow;</text>
								</subparagraph><subparagraph id="H8B1FFAF327994A25BD7CE8EC5FC29D57"><enum>(C)</enum><text display-inline="yes-display-inline">a certification that the qualified
				institution at which the eligible faculty member is a faculty member has agreed
				to maintain the faculty status, benefits, and faculty position of the eligible
				faculty member during and after the return of the eligible faculty member to
				the qualified institution from the fellowship program established under
				subsection (a); and</text>
								</subparagraph><subparagraph id="H6277E24FFB414806B825B8F6093D73A9"><enum>(D)</enum><text>such other
				information as the Secretary may require.</text>
								</subparagraph></paragraph><paragraph id="H9A4E62F991834F6983420D86B41C028D"><enum>(5)</enum><header>Selection</header><text>In
				selecting eligible faculty members to serve as Clayton Fellows, the Secretary
				may give priority to eligible faculty members at land-grant colleges and
				universities.</text>
							</paragraph><paragraph id="H60BC8E7D7B9A43CD92AD24DAF91704DE"><enum>(6)</enum><header>Report</header><text>Not
				later than 30 days after the date on which a Clayton Fellow completes a year of
				service under a fellowship awarded under this subsection, each Clayton Fellow
				shall submit to the Secretary a report containing—</text>
								<subparagraph id="H65E65133B691429EB64A371612DBE59A"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the research and education
				programs conducted by the Clayton Fellow during the preceding year of service,
				including the purpose and results of such research or education
				programs;</text>
								</subparagraph><subparagraph id="HA7B8DB60AB7047F2A30E38AD0A00EFE6"><enum>(B)</enum><text display-inline="yes-display-inline">a self-assessment of the effectiveness of
				the research or education programs conducted by the Clayton Fellow during such
				year;</text>
								</subparagraph><subparagraph id="HB8886FC4B56747AD9A30E616A12747E6"><enum>(C)</enum><text display-inline="yes-display-inline">an evaluation of each Fellow Protégé who
				provided assistance to the Clayton Fellow during such year;</text>
								</subparagraph><subparagraph id="HA80D9B959607405387819197126164FB"><enum>(D)</enum><text display-inline="yes-display-inline">a description of best practices for the
				eradication of world hunger and malnutrition and a proposal to teach such
				practices at the qualified institution at which the Clayton Fellow is a faculty
				member upon completion of the fellowship awarded under this subsection;
				and</text>
								</subparagraph><subparagraph id="HCCC4CCB8EF7A4E75B45D5EA0261D546C"><enum>(E)</enum><text display-inline="yes-display-inline">such other information as the Secretary may
				require.</text>
								</subparagraph></paragraph><paragraph id="HFD57D6F6D37849F5AA5CCEEF60A4639C"><enum>(7)</enum><header>Submission of
				evaluation to Peace Corps</header><text display-inline="yes-display-inline">Each Clayton Fellow shall submit to the
				Master’s International program of the Peace Corps a copy of the evaluation
				submitted to the Secretary under paragraph (6)(C).</text>
							</paragraph><paragraph id="H9345A2390575447494030FDEB2736EFB"><enum>(8)</enum><header>Termination</header><text>The
				Secretary may terminate a fellowship awarded under this subsection at any time
				during the fellowship.</text>
							</paragraph></subsection><subsection id="HFD33960061D54EDC8F61EA6659AA21BA"><enum>(c)</enum><header>Fellow
				Protégés</header>
							<paragraph id="H25CD8819ADBB46F7BBC93030B20134A9"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Each Clayton Fellow
				shall select at least one eligible student to assist such Clayton Fellow in
				conducting research or education programs on the eradication of world hunger
				and malnutrition (in this section referred to as a <quote>Fellow
				Protégé</quote>).</text>
							</paragraph><paragraph id="H23F8CC11069448C88630B9077EAFED91"><enum>(2)</enum><header>Location of
				service</header>
								<subparagraph id="H30B0AD566D8843C0B7398F5F9558542A"><enum>(A)</enum><header>In
				general</header><text>Each Fellow Protégé shall provide assistance to a Clayton
				Fellow—</text>
									<clause id="H98B794EDAFA84934B8A347AD28F36697"><enum>(i)</enum><text>in
				the country or region that is the subject of the work of the Clayton Fellow
				relating to the eradication of world hunger and malnutrition; or</text>
									</clause><clause id="H5A0D358A9EFF48B897C25DB36AA8B154"><enum>(ii)</enum><text display-inline="yes-display-inline">if the Clayton Fellow is serving at the
				Food and Agriculture Organization of the United Nations, at the Food and
				Agriculture Organization.</text>
									</clause></subparagraph><subparagraph id="H18B92483D88F477FA6510758ACFD8D44"><enum>(B)</enum><header>Travel</header><text display-inline="yes-display-inline">A Fellow Protégé may travel as necessary to
				provide assistance to a Clayton Fellow during the term of assistance of such
				Protégé.</text>
								</subparagraph></paragraph><paragraph id="H858198FDF8E54566A6B1AF292263D674"><enum>(3)</enum><header>Application</header><text display-inline="yes-display-inline">Each eligible student seeking to assist a
				Clayton Fellow under this subsection shall submit to a Clayton Fellow an
				application that contains—</text>
								<subparagraph id="H62EDD9FFF3D742C9A6C5F3648FC3F8AC"><enum>(A)</enum><text>documentation
				proving that the student—</text>
									<clause id="H5355994CEC114CB1A298013F1D969B47"><enum>(i)</enum><text>has permission
				from the Master’s International program of the Peace Corps to provide
				assistance to a Clayton Fellow in accordance with this section; and</text>
									</clause><clause id="H3D2CBE060A2244CBA60D423712F56333"><enum>(ii)</enum><text display-inline="yes-display-inline">is eligible to serve as a Fellow Protégé
				under this subsection, including proof of enrollment and good academic
				standing;</text>
									</clause></subparagraph><subparagraph id="H9DFDDE4AC8DC4FE1B967895222ADA7AB"><enum>(B)</enum><text display-inline="yes-display-inline">an explanation of how the academic work of
				the student relates to the work of the fellowship program established under
				subsection (a);</text>
								</subparagraph><subparagraph id="H96E82C36E1214B94A8B612B8E0DBEA81"><enum>(C)</enum><text>an academic
				transcript; and</text>
								</subparagraph><subparagraph id="HA5A96669856E41A5BBD8362C8C1B2E65"><enum>(D)</enum><text>such other
				information as the Clayton Fellow may require.</text>
								</subparagraph></paragraph><paragraph id="HEA6E884761A041DBAA1F347055192621"><enum>(4)</enum><header>Selection of
				Fellow Protégés</header><text display-inline="yes-display-inline">In selecting
				eligible students to serve as Fellow Protégés, a Clayton Fellow—</text>
								<subparagraph id="H255999E58F8E487CB4C67FDB879FF018"><enum>(A)</enum><text>shall consult with
				the Secretary; and</text>
								</subparagraph><subparagraph id="H237BEEFFC1F04B779820CFB89E82576B"><enum>(B)</enum><text display-inline="yes-display-inline">may give priority to students enrolled at
				land-grant colleges and universities.</text>
								</subparagraph></paragraph><paragraph id="HDFEE8A8260B94E938BD83D0B494ECEF8"><enum>(5)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 30 days after the date on
				which a Fellow Protégé completes a term of assistance under this subsection,
				each Fellow Protégé shall submit to the Secretary a report containing—</text>
								<subparagraph id="H866BC432118F42F8A4AB70A8323E2A01"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the type and extent of the
				assistance such Fellow Protégé provided to a Clayton Fellow in conducting
				research or education programs on the eradication of world hunger and
				malnutrition during the preceding term of assistance as a Fellow
				Protégé;</text>
								</subparagraph><subparagraph id="HAE9BA8F181224B02A865FB4BDCC5503A"><enum>(B)</enum><text display-inline="yes-display-inline">a self-assessment of the effectiveness of
				such assistance;</text>
								</subparagraph><subparagraph id="H512373942BD04E06AA90AC0FACBB7C3C"><enum>(C)</enum><text display-inline="yes-display-inline">an evaluation of the Clayton Fellow for
				whom the Fellow Protégé provided such assistance;</text>
								</subparagraph><subparagraph id="HFC4081A9BACC42BF8972EFCD12B2CF2E"><enum>(D)</enum><text display-inline="yes-display-inline">a description of best practices identified
				by such Fellow Protégé for the eradication of world hunger and malnutrition;
				and</text>
								</subparagraph><subparagraph id="HE8A3538C23ED4D8BAE645359A47C1266"><enum>(E)</enum><text display-inline="yes-display-inline">such other information as the Secretary may
				require.</text>
								</subparagraph></paragraph><paragraph id="H33B195D0D96149AB918552946A0E2B35"><enum>(6)</enum><header>Termination</header><text display-inline="yes-display-inline">A Clayton Fellow may terminate the term of
				assistance of a Fellow Protégé at any time during such term of assistance.</text>
							</paragraph></subsection><subsection display-inline="no-display-inline" id="H902DE243DF414E0FB61AEF37BFDE340C"><enum>(d)</enum><header>United Nations
				Food and Agriculture Organization</header>
							<paragraph id="H920892080B054B84815827751585C390"><enum>(1)</enum><header>Establishment of
				fellowship positions</header><text display-inline="yes-display-inline">The
				President shall direct the United States Permanent Representative to the United
				Nations to use the voice, vote, and influence of the United States at the
				United Nations to urge the United Nations to establish within the Food and
				Agriculture Organization of the United Nations fellowship positions for Clayton
				Fellows to conduct research and education programs on the eradication of world
				hunger and malnutrition.</text>
							</paragraph><paragraph id="H0DA41752001E415CAAA63A1FAADB1B2E"><enum>(2)</enum><header>Consultation</header><text>Upon
				the establishment of a fellowship position under paragraph (1), the Secretary
				shall consult with the Food and Agriculture Organization of the United Nations
				with respect to the selection of Clayton Fellows.</text>
							</paragraph></subsection><subsection id="H8D36821D74EC4CD393EC8E9DAD6BBF0D"><enum>(e)</enum><header>Administration</header>
							<paragraph id="H6C21877BE0BE4F698343A91773CC5C97"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall award a grant to administer and
				implement the fellowship program established under subsection (a) to a
				nonprofit organization that—</text>
								<subparagraph id="HC62F3ADF25CB4E18B4A39E15037C0DE4"><enum>(A)</enum><text display-inline="yes-display-inline">represents or is comprised of individuals
				associated with an institution of higher education specified in section 371(a)
				of the Higher Education Act of 1965 (20 U.S.C. 1067q(a)); and</text>
								</subparagraph><subparagraph id="HECBACE5677C2495FBB1AF3A8C5FB337E"><enum>(B)</enum><text display-inline="yes-display-inline">is an organization described in paragraph
				(3) of section 501(c) of the Internal Revenue Code of 1986 and exempt from tax
				under such section.</text>
								</subparagraph></paragraph><paragraph id="H262E0708C55B490086C8863BBAF8ED1B"><enum>(2)</enum><header>Use of
				funds</header><text display-inline="yes-display-inline">The organization
				awarded a grant under paragraph (1) may use grant funds only for the following
				purposes:</text>
								<subparagraph id="H71284BF456254F4A920BD7476212F760"><enum>(A)</enum><text display-inline="yes-display-inline">To provide for each Clayton Fellow and each
				Fellow Protégé payment for expenses related to conducting work on the
				eradication of world hunger and malnutrition under the fellowship established
				under subsection (a), including—</text>
									<clause id="HCC840022BCF847B9AE39F9789EDFC10A"><enum>(i)</enum><text>housing or
				accommodations; and</text>
									</clause><clause id="H305D4728D02B42C99E4D9828D61EBC88"><enum>(ii)</enum><text>travel.</text>
									</clause></subparagraph><subparagraph id="H8CE8B94831F14974AB15790283D23D6E"><enum>(B)</enum><text display-inline="yes-display-inline">To provide on behalf of each Fellow Protégé
				at the end of the term of assistance of such Protégé in an amount that is
				proportionate to such term of assistance—</text>
									<clause id="H60B5B7C4C82642478682BFAB558C2497"><enum>(i)</enum><text display-inline="yes-display-inline">scholarship assistance in the form of a
				direct lump-sum payment to the qualified institution at which such Protégé is
				enrolled; or</text>
									</clause><clause id="H5F594C068317434EAD9D1F28E1937ED9"><enum>(ii)</enum><text display-inline="yes-display-inline">if such Protégé graduates from the
				qualified institution upon completion of the term of assistance as a Fellow
				Protégé, loan repayment assistance for loans made, insured, or guaranteed under
				part B, or made under part D or E, of the Higher Education Act of 1965 (20
				U.S.C. 1071 et seq., 1087a et seq., 1087aa et seq.) for which such Protégé is
				the borrower, in the form of a direct lump-sum payment—</text>
										<subclause id="H7DF6285CFF8B43A996BA06BCFDA1EEF5"><enum>(I)</enum><text display-inline="yes-display-inline">in the case of a loan made, insured, or
				guaranteed under part B of such Act, to the holder of the loan;</text>
										</subclause><subclause id="H1B619DC5B7FF418283E9C740635B63FE"><enum>(II)</enum><text>in the case of a
				loan made under part D of such Act, to the Secretary of Education; and</text>
										</subclause><subclause id="HD348005C312C4341A456B2D39B93C5B5"><enum>(III)</enum><text display-inline="yes-display-inline">in the case of a loan made under part E of
				such Act, to the institution of higher education making such loan.</text>
										</subclause></clause></subparagraph><subparagraph id="H64640D4627B04948AA1381FC45A8DEA2"><enum>(C)</enum><text>To pay the costs
				of administering the fellowship program established under subsection
				(a).</text>
								</subparagraph></paragraph><paragraph id="HBB5480B5F78F4E1DBEEEA7AF91B8592E"><enum>(3)</enum><header>Annual
				assessment</header>
								<subparagraph id="H2EC09C6C85AC47DEAE56C4456E96A5D5"><enum>(A)</enum><header>Annual
				assessment</header><text display-inline="yes-display-inline">The organization
				awarded a grant under paragraph (1) or this paragraph shall annually submit to
				the Secretary an assessment of the fellowship program established under
				subsection (a) that contains—</text>
									<clause id="H2FE8A223903241B78D4A69415E788469"><enum>(i)</enum><text>a
				description of the use of the funds received by the organization under this
				section during the preceding year of such fellowship program;</text>
									</clause><clause id="H59E1B28C674649CB978B68CAF298F7D2"><enum>(ii)</enum><text>an assessment by
				the organization of the effectiveness of the activities carried out using such
				funds;</text>
									</clause><clause id="H3BB2810897B14385AC829A2FCB286A70"><enum>(iii)</enum><text>information
				regarding the application of any funds provided by non-Federal sources during
				such year;</text>
									</clause><clause id="H0BD9AC4E6E594C10986EF02BC48F3F46"><enum>(iv)</enum><text>a
				description of the best practices identified by the organization for future
				fellowship programs to be carried out by the Secretary; and</text>
									</clause><clause id="H0397B62A62294831A92BAD337AD2510C"><enum>(v)</enum><text>such other
				information as the Secretary may require.</text>
									</clause></subparagraph><subparagraph id="HF79C997DDED848B0AA5EB4CAD10F9AA0"><enum>(B)</enum><header>In
				general</header><text>If after reviewing the annual assessment described in
				subparagraph (A), the Secretary determines that the organization awarded a
				grant under paragraph (1) or this paragraph did not administer and implement
				the fellowship program established under subsection (a) in accordance with this
				section, the Secretary may—</text>
									<clause id="H1919A7260C784EA0A29E0C93B938C5E2"><enum>(i)</enum><text>revoke or suspend funding for such grant, in whole or in part;</text>
									</clause><clause id="HEA98421A16254AEDA483986F5F1F760C"><enum>(ii)</enum><text>accept
				applications from other eligible entities to administer and implement the
				fellowship program established under subsection (a); and</text>
									</clause><clause id="HACF6482376354F1B90EC8F31805817B4"><enum>(iii)</enum><text>transfer funding
				revoked or suspended under clause (i) to the eligible entity the Secretary
				selects after reviewing applications submitted under clause (ii).</text>
									</clause></subparagraph></paragraph></subsection><subsection id="H2AA37CE1C48542228E790F7838796ECB"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
							<paragraph id="HF00C1B630F9A41C982CA022B799A708D"><enum>(1)</enum><header>Eligible faculty
				member</header><text display-inline="yes-display-inline">The term
				<quote>eligible faculty member</quote> means an individual who is a faculty
				member of a qualified institution.</text>
							</paragraph><paragraph id="H6F971D43E3BB4F9EBD770AFDFCBFB4F2"><enum>(2)</enum><header>Eligible
				student</header><text>The term <quote>eligible student</quote> is a student who
				is—</text>
								<subparagraph id="H69141C32DD5C431DADA1965B119ECBFF"><enum>(A)</enum><text display-inline="yes-display-inline">enrolled in the Master’s International
				program of the Peace Corps;</text>
								</subparagraph><subparagraph id="H891273C7109844039902E6517B75A578"><enum>(B)</enum><text>enrolled and in
				good academic standing at a qualified institution; and</text>
								</subparagraph><subparagraph id="HB8BE3148DC5140E7AF28452D5B3D11A7"><enum>(C)</enum><text>pursuing a
				master’s or other graduate degree in an area of study related to the
				eradication of world hunger and malnutrition.</text>
								</subparagraph></paragraph><paragraph id="HDE48890051F7403A890802AA3B6225CD"><enum>(3)</enum><header>Qualified
				institution</header><text>The term <quote>qualified institution</quote>
				means—</text>
								<subparagraph id="HC4752336BEA9421FA7A2F7E1A067D4F3"><enum>(A)</enum><text>an institution of
				higher education specified in section 371(a) of the Higher Education Act of
				1965 (20 U.S.C. 1067q(a)); or</text>
								</subparagraph><subparagraph id="HD59B067ED3BB4AD996C4B30ED121111B"><enum>(B)</enum><text>a land-grant
				college or university.</text>
								</subparagraph></paragraph></subsection><subsection id="H8434445BCA6A46E79EBEEF38357BAC58"><enum>(g)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section $10,000,000 for each of fiscal years 2012 through
				2018.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H13152496A4784A1AA9DB6C106D23B1EA"><enum>(b)</enum><header>Submission of
			 initial assessment</header><text>The first assessment required under subsection
			 (f) of section 1459B of the National Agricultural Research, Extension, and
			 Teaching Policy Act of 1977 (as added by subsection (a) of this section) shall
			 be submitted not later than 30 days after the date on which the first year of
			 service of the first fellowship awarded under such section ends (as determined
			 by the Secretary of Agriculture).</text>
