			</subsection></section><section id="H73D2545B783441BEB623BA3B8B351279"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H7A6C7DCC24564A9A9DB1734F8F9AB496"><enum>(1)</enum><text>public land in the
			 Pine Forest Range contains unique and spectacular natural resources,
			 including—</text>
				<subparagraph id="HEEA0C9CD8E3D4E759D0D5AE1AF44F203"><enum>(A)</enum><text>priceless habitat
			 for numerous species of plants and wildlife; and</text>
				</subparagraph><subparagraph id="H2ACDEC5CAD0542FB988C939C775B0B08"><enum>(B)</enum><text>thousands of acres
			 of land that remain in a natural state;</text>
				</subparagraph></paragraph><paragraph id="H98F47A2DFD49439E80988138CAE3310E"><enum>(2)</enum><text>continued
			 preservation of the public land would benefit the County and the United States
			 by—</text>
				<subparagraph id="H954712AD82BF423DB47887A68BB3CACA"><enum>(A)</enum><text>ensuring the
			 conservation of ecologically diverse habitat;</text>
				</subparagraph><subparagraph id="H9958B25C47304D23B3D5E0E990E55D25"><enum>(B)</enum><text>protecting
			 prehistoric cultural resources;</text>
				</subparagraph><subparagraph id="HCA541F81B33144FF9BC5890A02622905"><enum>(C)</enum><text>conserving
			 primitive recreational resources; and</text>
				</subparagraph><subparagraph id="H4A9ED5A4FE4546C5B16F7D09CA9E0D89"><enum>(D)</enum><text>protecting air and
			 water quality; and</text>
				</subparagraph></paragraph><paragraph id="H235B52824F4D4E409EF124ADE3E308D4"><enum>(3)</enum><text>designation of the
			 Pine Forest Range as a wilderness area is supported by the State, units of
			 local governments, and the surrounding communities.</text>
			</paragraph></section><section id="H8CA3E25F62D54FB48518DF0B33BEAEE1"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H3372E1FCA0A140439708DC5CFD10C0F4"><enum>(1)</enum><header>County</header><text>The
			 term <term>County</term> means Humboldt County, Nevada.</text>
			</paragraph><paragraph id="HDE03936B23394373ADAF5D83622CA947"><enum>(2)</enum><header>Map</header><text>The
			 term <term>Map</term> means the map entitled <quote>Pine Forest Range
			 Wilderness</quote> and dated __, 2011.</text>
			</paragraph><paragraph id="H3F811EE347A846369AF0071FF8BA5BEA"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="HA7F00F8A2C9442C5A0F8AAD97EBB9CF6"><enum>(4)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Nevada.</text>
			</paragraph></section><section id="HCB4C93422A8B4609809D57F71D3EDADD"><enum>4.</enum><header>Addition to
			 National Wilderness Preservation System</header>
			<subsection id="H8F762F9D193B4E249F8AE24248636800"><enum>(a)</enum><header>Designation</header><text>Certain
			 Federal land managed by the Bureau of Land Management, comprising approximately
			 26,000 acres, as generally depicted on the Map is designated as wilderness and
			 as a component of the National Wilderness Preservation System, to be known as
			 the <quote>Pine Forest Range Wilderness</quote>.</text>
			</subsection><subsection id="HE5CEBE54B2794F4BB89AF8EA4B47844A"><enum>(b)</enum><header>Boundary</header>
				<paragraph id="HB60B5F13DFFB45F8A5A1F7E2B62BDD77"><enum>(1)</enum><header>Road
			 access</header><text>The boundary of any portion of the wilderness area
			 designated by subsection (a) that is bordered by a road shall be at least 100
			 feet away from the edge of the road to allow public access.</text>
				</paragraph><paragraph id="H2623454B49874319B7158DB5825120D4"><enum>(2)</enum><header>Road
			 Adjustments</header><text>The Secretary shall—</text>
					<subparagraph id="HBEA48A5AAB7D45FAB5B0E7859C78E220"><enum>(A)</enum><text>reroute the road
			 running through Long Meadow to the west to remove the road from the riparian
			 area;</text>
					</subparagraph><subparagraph id="H2E513D7AD9924140945ECD452759D12C"><enum>(B)</enum><text>reroute the road
			 currently running through Rodeo Flat Meadow to the east to remove the road from
			 the riparian area; and</text>
					</subparagraph><subparagraph id="H0AE51FB2303D44A5B3FA44D39674EB67"><enum>(C)</enum><text>close, except for
			 administrative use, the road along Lower Alder Creek south of Bureau of Land
			 Management road #2083.</text>
					</subparagraph></paragraph><paragraph id="H5B444A1D55104D4D9A64326632665C3A"><enum>(3)</enum><header>Reservoir
			 access</header><text>The boundary of the wilderness area designated by
			 subsection (a) shall be at least 160 feet downstream from the dam at Little
			 Onion Reservoir to allow public access.</text>
				</paragraph></subsection><subsection id="H14AE0397ACC84F3FA65005A0D48807F4"><enum>(c)</enum><header>Map and legal
			 description</header>
				<paragraph id="H888DAA10936F41829660D4D0E69A7121"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall file a map and legal description of the
			 wilderness area designated by subsection (a) with—</text>
					<subparagraph id="HD3F5EB6A2F8D49DD90E713A561597B96"><enum>(A)</enum><text>the Committee on
			 Natural Resources of the House of Representatives; and</text>
					</subparagraph><subparagraph id="H7BCD2694C0A8455D9DE4A7B338F1360F"><enum>(B)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate.</text>
					</subparagraph></paragraph><paragraph id="H5C8B12341A6D47E0A705CF05312A1D53"><enum>(2)</enum><header>Effect</header><text>The
			 map and legal description filed under paragraph (1) shall have the same force
			 and effect as if included in this Act, except that the Secretary may correct
			 clerical and typographical errors in the map or legal description.</text>
				</paragraph><paragraph id="HFB07254C6A4D4781AF6CBE7FE93F9BDB"><enum>(3)</enum><header>Availability</header><text>Each
			 map and legal description filed under paragraph (1) shall be on file and
			 available for public inspection in the appropriate offices of the Bureau of
			 Land Management.</text>
				</paragraph></subsection><subsection id="H6CE6E998AF30451095BF9FFB150E1A70"><enum>(d)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, the wilderness area designated by subsection (a) is
			 withdrawn from—</text>
				<paragraph id="H568E300080994CE9986EEE6C70880260"><enum>(1)</enum><text>all forms of
			 entry, appropriation, and disposal under the public land laws;</text>
				</paragraph><paragraph id="H9870849CBFBA46E8B227F818AF4FD079"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="HB3AC1D8E6E164437B446A3B1FA65F506"><enum>(3)</enum><text>disposition under
			 all laws pertaining to mineral and geothermal leasing or mineral
			 materials.</text>
				</paragraph></subsection></section><section id="H9122C9577784404AB0B1AF5CD820C4C3"><enum>5.</enum><header>Administration</header>
			<subsection id="HCE45FF644F5045648D36DD7BADF2AED5"><enum>(a)</enum><header>Management</header><text>Subject
			 to valid existing rights, the land designated as wilderness by this Act shall
			 be administered by the Secretary in accordance with the Wilderness Act (16
			 U.S.C. 1131 et seq.), except that—</text>
				<paragraph id="HCF1BD736738041F497315CABF5082B33"><enum>(1)</enum><text>any reference in
			 that Act to the effective date of that Act shall be considered to be a
			 reference to the date of enactment of this Act; and</text>
				</paragraph><paragraph id="H5556EDA0E72E4F75938B3B778634FB8E"><enum>(2)</enum><text>any reference in
			 that Act to the Secretary of Agriculture shall be considered to be a reference
			 to the Secretary.</text>
				</paragraph></subsection><subsection id="HF77305FE0A6E499EB63EE95D9809FEF8"><enum>(b)</enum><header>Livestock</header><text>Within
			 the wilderness area designated by this Act, the grazing of livestock in areas
			 administered by the Bureau of Land Management in which grazing is established
			 as of the date of enactment of this Act shall be allowed to continue—</text>
				<paragraph id="H8E3C9359F1904505AC152444B8007BF0"><enum>(1)</enum><text>subject to such
			 reasonable regulations, policies, and practices as the Secretary considers to
			 be necessary; and</text>
				</paragraph><paragraph id="HA738EAE58ACD4859AEF747E9918718E6"><enum>(2)</enum><text>consistent with
			 section 4(d)(4) of the Wilderness Act (16 U.S.C. 1133(d)(4)), including the
			 guidelines set forth in Appendix A of House Report 101–405.</text>
				</paragraph></subsection><subsection id="H7A740D60DC1D4FE98DE7B1B569904E74"><enum>(c)</enum><header>Incorporation of
			 acquired land and interests</header><text>Any land or interest in land within
			 the boundaries of the area designated as wilderness by this Act that is
			 acquired by the United States after the date of enactment of this Act shall be
			 added to and administered as part of the wilderness area.</text>
			</subsection><subsection id="H8CBE5122A92F459E8E9AA0AC6384AB37"><enum>(d)</enum><header>Water
			 rights</header>
				<paragraph id="H35A214D1471C4CA791A385114823A7BF"><enum>(1)</enum><header>Findings</header><text>Congress
			 finds that—</text>
					<subparagraph id="HCB2A49FAB1004FF19431C100EB1308C1"><enum>(A)</enum><text>the land
			 designated as wilderness by this Act is located—</text>
						<clause id="HAACC76F49DFB4692A25404FB05A35C96"><enum>(i)</enum><text>in
			 the semiarid region of the Great Basin; and</text>
						</clause><clause id="HDCBAEEA87EC74FBEAD1158CA6DB32F75"><enum>(ii)</enum><text>at
			 the headwaters of the streams and rivers on land with respect to which there
			 are few, if any—</text>
							<subclause id="H1CE194C49BA7486F8B5F40EAD7DFF934"><enum>(I)</enum><text>actual or proposed
			 water resource facilities located upstream; and</text>
							</subclause><subclause id="H68D2953774BB48E6A9C3701AE2F19D55"><enum>(II)</enum><text>opportunities for
			 diversion, storage, or other uses of water occurring outside the land that
			 would adversely affect the wilderness values of the land;</text>
							</subclause></clause></subparagraph><subparagraph id="H9BD6D40E93424AF895CC1E3EBB1353D7"><enum>(B)</enum><text>the land
			 designated as wilderness by this Act is generally not suitable for use or
			 development of new water resource facilities; and</text>
					</subparagraph><subparagraph id="HC8ADABA395D94DBE9194672B2118FE72"><enum>(C)</enum><text>because of the
			 unique nature of the land designated as wilderness by this Act, it is possible
			 to provide for proper management and protection of the wilderness and other
			 values of land in ways different from those used in other laws.</text>
					</subparagraph></paragraph><paragraph id="H0633BE689FC748398319CCB21267E147"><enum>(2)</enum><header>Purpose</header><text>The
			 purpose of this section is to protect the wilderness values of the land
			 designated as wilderness by this Act by means other than a federally reserved
			 water right.</text>
				</paragraph><paragraph id="HEC805D524468474EB4C5E8293BDC7A22"><enum>(3)</enum><header>Statutory
			 construction</header><text>Nothing in this Act—</text>
					<subparagraph id="HAC9E7C265E6740D98766958A1DB5B533"><enum>(A)</enum><text>constitutes an
			 express or implied reservation by the United States of any water or water
			 rights with respect to a wilderness designated by this Act;</text>
					</subparagraph><subparagraph id="H89B8B7B1F73C4D868C87DFFC906C22FA"><enum>(B)</enum><text>affects any water
			 rights in the State (including any water rights held by the United States) in
			 existence on the date of enactment of this Act;</text>
					</subparagraph><subparagraph id="H739190E8CB1847B7BA48E5D31A98CE12"><enum>(C)</enum><text>establishes a
			 precedent with regard to any future wilderness designations;</text>
					</subparagraph><subparagraph id="H43607C5DBB2B4189ADA2CA4C1E43F432"><enum>(D)</enum><text>affects the
			 interpretation of, or any designation made under, any other Act; or</text>
					</subparagraph><subparagraph id="H54C8AC18A11D4B1CAB7B74A2980CE627"><enum>(E)</enum><text>limits, alters,
			 modifies, or amends any interstate compact or equitable apportionment decree
			 that apportions water among and between the State and other States.</text>
					</subparagraph></paragraph><paragraph id="H5E3D66F153084189BBCBE036DAF77FB4"><enum>(4)</enum><header>Nevada water
			 law</header><text>The Secretary shall follow the procedural and substantive
			 requirements of State law in order to obtain and hold any water rights not in
			 existence on the date of enactment of this Act with respect to the wilderness
			 area designated by this Act.</text>
				</paragraph><paragraph id="H59C2A46DC9A44852AA8B8DF45E54C8A2"><enum>(5)</enum><header>New
			 projects</header>
					<subparagraph id="H5A35B0A33E474A8E9F389AD93680D0DA"><enum>(A)</enum><header>Definition of
			 water resource facility</header>
						<clause id="H9B36458F79BD4660B9244DC284D045B0"><enum>(i)</enum><header>In
			 general</header><text>In this paragraph, the term <term>water resource
			 facility</term> means irrigation and pumping facilities, reservoirs, water
			 conservation works, aqueducts, canals, ditches, pipelines, wells, hydropower
			 projects, transmission and other ancillary facilities, and other water
			 diversion, storage, and carriage structures.</text>
						</clause><clause id="HA4E07880B4094E84AE7604CFCB3DA058"><enum>(ii)</enum><header>Exclusion</header><text>In
			 this paragraph, the term <quote>water resource facility</quote> does not
			 include wildlife guzzlers.</text>
						</clause></subparagraph><subparagraph id="H20D9633581454F018B4C9B0948C5DF01"><enum>(B)</enum><header>Restriction on
			 new water resource facilities</header><text>Except as otherwise provided in
			 this Act, on or after the date of enactment of this Act, neither the President
			 nor any other officer, employee, or agent of the United States shall fund,
			 assist, authorize, or issue a license or permit for the development of any new
			 water resource facility within a wilderness area, any portion of which is
			 located in the County.</text>
					</subparagraph></paragraph></subsection></section><section id="HC599D7D20E6B4B65A25D2455E65800F0"><enum>6.</enum><header>Adjacent
			 management</header>
			<subsection id="HD117EA6AD2714A2C9CB7E816A4EC4598"><enum>(a)</enum><header>In
			 general</header><text>Congress does not intend for the designation of land as
			 wilderness by this Act to create a protective perimeter or buffer zone around
			 the wilderness area.</text>
			</subsection><subsection id="H707C4DA71377420A8EAA85B49FF8AA36"><enum>(b)</enum><header>Nonwilderness
			 Activities</header><text>The fact that nonwilderness activities or uses can be
			 seen or heard from areas within the wilderness designated by this Act shall not
			 preclude the conduct of the activities or uses outside the boundary of the
			 wilderness area.</text>
			</subsection></section><section id="HDBF404945D0B4256A0D4379CADC22D2A"><enum>7.</enum><header>Military
			 overflights</header><text display-inline="no-display-inline">Nothing in this
			 Act restricts or precludes—</text>
			<paragraph id="H7D72B05B645A41E3A8B9EE310E8B17CD"><enum>(1)</enum><text>low-level
			 overflights of military aircraft over the area designated as wilderness by this
			 Act, including military overflights that can be seen or heard within the
			 wilderness area;</text>
			</paragraph><paragraph id="H85B68FCBCC4740B5994CC29AA64A608A"><enum>(2)</enum><text>flight testing and
			 evaluation; or</text>
			</paragraph><paragraph id="H9704FDC95F8D4F7DA76E2AFFB277FB00"><enum>(3)</enum><text>the designation or
			 creation of new units of special use airspace, or the establishment of military
			 flight training routes, over the wilderness area.</text>
			</paragraph></section><section id="H41FCFF1279DA43EE85C9FDDCC814C533"><enum>8.</enum><header>Native American
			 cultural and religious uses</header><text display-inline="no-display-inline">Nothing in this Act diminishes—</text>
			<paragraph id="H128BB2DBDC6C48A08B08E262D54AA594"><enum>(1)</enum><text>the rights of any
			 Indian tribe; or</text>
			</paragraph><paragraph id="H6F4DA53FF5A24EB18CFC62D1C15ED37F"><enum>(2)</enum><text>tribal rights
			 regarding access to Federal land for tribal activities, including spiritual,
			 cultural, and traditional food-gathering activities.</text>
			</paragraph></section><section id="H95F67CD3E7594FD78B2BD55A9C0F4258"><enum>9.</enum><header>Release of
			 wilderness study areas</header>
			<subsection id="H7B2240CB22FE497D84C292B0E8EC0ED5"><enum>(a)</enum><header>Finding</header><text>Congress
			 finds that, for the purposes of section 603 of the Federal Land Policy and
			 Management Act of 1976 (43 U.S.C. 1782), the Bureau of Land Management land in
			 any portion of the Blue Lakes and Alder Creek wilderness study areas not
			 designated as wilderness by section 4(a) has been adequately studied for
			 wilderness designation.</text>
			</subsection><subsection id="H017892D63C0C4C98905E72EC94916D99"><enum>(b)</enum><header>Release</header><text>Any
			 public land described in subsection (a) that is not designated as wilderness by
			 this Act—</text>
				<paragraph id="H9DBAE52DC6B74BA3B1A0083EF725D20A"><enum>(1)</enum><text>is no longer
			 subject to section 603(c) of the Federal Land Policy and Management Act of 1976
			 (43 U.S.C. 1782(c));</text>
				</paragraph><paragraph id="H39A2EDED7FE341AE871ECB2691B8BB5D"><enum>(2)</enum><text>shall be managed
			 in accordance with—</text>
					<subparagraph id="H721A5ACDDD8E4363A9F77587ED036F9F"><enum>(A)</enum><text>land management
			 plans adopted under section 202 of that Act (43 U.S.C. 1712); and</text>
					</subparagraph><subparagraph id="H5CE8A13F620A4D2BADCA5311EA368EB6"><enum>(B)</enum><text>cooperative
			 conservation agreements in existence on the date of enactment of this Act;
			 and</text>
					</subparagraph></paragraph><paragraph id="H46A4DE5A2D2543B5B2320DD31A419ACF"><enum>(3)</enum><text>shall be subject
			 to the Endangered Species Act of 1973 (16 U.S.C. 1531 et seq.).</text>
				</paragraph></subsection></section><section id="H55261C5487EE4389B0EEAE05E34805A9"><enum>10.</enum><header>Wildlife
			 management</header>
			<subsection id="H7838BA2FE4294127B7697937E603545E"><enum>(a)</enum><header>In
			 general</header><text>In accordance with section 4(d)(7) of the Wilderness Act
			 (16 U.S.C. 1133(d)(7)), nothing in this Act affects or diminishes the
			 jurisdiction of the State with respect to fish and wildlife management,
			 including the regulation of hunting, fishing, and trapping, in the wilderness
			 area designated by this Act.</text>
			</subsection><subsection id="H9574231C02454FCDBF880856C085B975"><enum>(b)</enum><header>Management
			 activities</header><text>In furtherance of the purposes and principles of the
			 Wilderness Act (16 U.S.C. 1131 et seq.), management activities to maintain or
			 restore fish and wildlife populations and the habitats to support the
			 populations may be carried out within the wilderness area designated by this
			 Act, if the activities are carried out—</text>
				<paragraph id="H49C50D4FF63C458CB57E51CD60F48E56"><enum>(1)</enum><text>consistent with
			 relevant wilderness management plans; and</text>
				</paragraph><paragraph id="HA9B33B22C33146758710E6F12E80749B"><enum>(2)</enum><text>in accordance
			 with—</text>
					<subparagraph id="HB0A48BF74DED4D19988C6DFB13DF0089"><enum>(A)</enum><text>the Wilderness Act
			 (16 U.S.C. 1131 et seq.); and</text>
					</subparagraph><subparagraph id="HEB859C9E089249B0B2F44A3ADA81FF3B"><enum>(B)</enum><text>appropriate
			 policies, such as those set forth in Appendix B of House Report 101–405,
			 including the occasional and temporary use of motorized vehicles if the use, as
			 determined by the Secretary, would promote healthy, viable, and more naturally
			 distributed wildlife populations that would enhance wilderness values with the
			 minimal impact necessary to reasonably accomplish those tasks.</text>
					</subparagraph></paragraph></subsection><subsection id="H6B374F649BAF40F9B7FBF1279C0910DF"><enum>(c)</enum><header>Existing
			 activities</header><text>Consistent with section 4(d)(1) of the Wilderness Act
			 (16 U.S.C. 1133(d)(1)) and in accordance with appropriate policies such as
			 those set forth in Appendix B of House Report 101–405, the State may continue
			 to use aircraft, including helicopters, to survey, capture, transplant,
			 monitor, and provide water for wildlife populations.</text>
			</subsection><subsection id="H086DEE57B3E343A19581C76631E6AEBF"><enum>(d)</enum><header>Wildlife water
			 development projects</header><text>Subject to subsection (f), the Secretary
			 shall authorize structures and facilities, including existing structures and
			 facilities, for wildlife water development projects, including guzzlers, in the
			 wilderness areas designated by section 4(a) if—</text>
				<paragraph id="H3D89F7F996194B0B8C2D74C1183F2FA7"><enum>(1)</enum><text>the structures and
			 facilities will, as determined by the Secretary, enhance wilderness values by
			 promoting healthy, viable, and more naturally distributed wildlife populations;
			 and</text>
				</paragraph><paragraph id="HB9C780F690C24A84B65FF3C9C0DB766F"><enum>(2)</enum><text>the visual impacts
			 of the structures and facilities on the wilderness areas can reasonably be
			 minimized.</text>
				</paragraph></subsection><subsection id="H8C85343882E146E8862BDCAE5ED2920F"><enum>(e)</enum><header>Hunting,
			 fishing, and trapping</header>
				<paragraph id="HE149B3965D5543699929BFE903839653"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may designate, by regulation, areas in
			 which, and establish periods during which, for reasons of public safety,
			 administration, or compliance with applicable laws, no hunting, fishing, or
			 trapping will be permitted in the wilderness areas designated by section
			 4(a).</text>
				</paragraph><paragraph id="H0FB6F4F2E80C4729AFFBF22869A3C8EF"><enum>(2)</enum><header>Consultation</header><text>Except
			 in emergencies, the Secretary shall consult with the appropriate State agency
			 before promulgating regulations under paragraph (1).</text>
				</paragraph></subsection><subsection id="H36989DEE62DD43AE864F63F44C4447F4"><enum>(f)</enum><header>Cooperative
			 agreement</header>
				<paragraph id="H6832712D573D4CFCAD11C66D19223DC6"><enum>(1)</enum><header>In
			 general</header><text>The State, including a designee of the State, may conduct
			 wildlife management activities in the wilderness area designated by this
			 Act—</text>
					<subparagraph id="HB09446A16E90402DB53D67D0B5D34DD2"><enum>(A)</enum><text>in accordance with
			 the terms and conditions specified in the cooperative agreement between the
			 Secretary and the State entitled <quote>Memorandum of Understanding between the
			 Bureau of Land Management and the Nevada Department of Wildlife Supplement No.
			 9</quote> and signed November and December 2003, including any amendments to
			 the cooperative agreement agreed to by the Secretary and the State; and</text>
					</subparagraph><subparagraph id="H252E70B896DF49C4848403F1D8224606"><enum>(B)</enum><text>subject to all
			 applicable laws (including regulations).</text>
					</subparagraph></paragraph><paragraph id="H378BA529AA2946F79A1087C4F16E9D8E"><enum>(2)</enum><header>References;
			 clark county</header><text>For the purposes of this subsection, any reference
			 to Clark County in the cooperative agreement described in paragraph (1)(A)
			 shall be considered to be a reference to the Pine Forest Range
			 Wilderness.</text>
				</paragraph></subsection></section><section id="H79BAE8E374A14F759D5361C318773257"><enum>11.</enum><header>Wildfire,
			 insect, and disease management</header>
			<subsection id="H8181CC8CCC0C4F3F94D46DC7700740C9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Consistent with
			 section 4(d)(1) of the Wilderness Act (16 U.S.C. 1133(d)(1)), the Secretary may
			 take such measures in the wilderness designated by this Act as may be necessary
			 for the control of fire, insects, and diseases (including, as the Secretary
			 determines to be appropriate, the coordination of the activities with a State
			 or local agency).</text>
			</subsection><subsection id="HA8A0AEF40BA34E8990B04A1A04C6C04C"><enum>(b)</enum><header>Effect</header><text display-inline="yes-display-inline">Nothing in this Act precludes a Federal,
			 State, or local agency from conducting wildfire management operations
			 (including operations using aircraft or mechanized equipment).</text>
			</subsection></section><section id="H344756242FC94DF0BF30CA94B11C6F97"><enum>12.</enum><header>Climatological
			 data collection</header><text display-inline="no-display-inline">If the
			 Secretary determines that hydrologic, meteorologic, or climatological
			 collection devices are appropriate to further the scientific, educational, and
			 conservation purposes of the wilderness area designated by this Act, nothing in
			 this Act precludes the installation and maintenance of the collection devices
			 within the wilderness area.</text>
		</section><section id="H64033B77CD344BE48E38595BC61CAEEB"><enum>13.</enum><header>Land
			 exchanges</header>
			<subsection id="HFE8AA95DB34949568E6EC812CC4F8713"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HC86209F30A034138B19C680BB8C2A2E5"><enum>(1)</enum><header>Federal
			 land</header><text>The term <term>Federal land</term> means Federal land in the
			 County that—</text>
					<subparagraph id="HDF71D2DA39E145E790184691AB944E2B"><enum>(A)</enum><text>is not segregated
			 or withdrawn on or after the date of enactment of this Act;</text>
					</subparagraph><subparagraph id="HCE996841795A40919565F5592DE20FDB"><enum>(B)</enum><text>is identified for
			 disposal by the Bureau of Land Management through the Winnemucca Resource
			 Management Plan; and</text>
					</subparagraph><subparagraph id="HC60C166107AE4C358D6E679AE0AA903C"><enum>(C)</enum><text>is determined by
			 the Bureau of Land Management to be appropriate for exchange consistent with
			 section 206 of the Federal Land Policy and Management Act of 1976 (43 U.S.C.
			 1716).</text>
					</subparagraph></paragraph><paragraph id="H1891DCAC5DF84135B94704C173FF08CF"><enum>(2)</enum><header>Non-Federal
			 land</header><text>The term <term>non-Federal land</term> means land identified
			 on the Map as <quote>private lands available for exchange</quote>.</text>
				</paragraph></subsection><subsection id="H5FD08847D2BE4D72AA3A548A478AB282"><enum>(b)</enum><header>Acquisition of
			 land and interests in land</header>
				<paragraph id="H7CFF7C613857482F96F815A9EF6A2585"><enum>(1)</enum><header>In
			 general</header><text>Consistent with applicable law and subject to subsection
			 (c), the Secretary may exchange the Federal land for non-Federal land.</text>
				</paragraph><paragraph id="HDC3A9AE9048B4AD9B7399B16D6380B09"><enum>(2)</enum><header>Incorporation of
			 acquired land</header><text>Any non-Federal land or interest in non-Federal
			 land in, or adjoining the boundary of, the Pine Forest Range Wilderness Area
			 that is acquired by the United States shall be added to, and administered as
			 part of, the Pine Forest Range Wilderness Area.</text>
				</paragraph></subsection><subsection id="HBAE11C8045024C558BB85DB84792ED36"><enum>(c)</enum><header>Conditions</header><text>Each
			 land exchange under subsection (a) shall be subject to—</text>
				<paragraph id="H8FC0210199C547749FABDD384A3322C7"><enum>(1)</enum><text>the condition that
			 the owner of the non-Federal land pay not less than 50 percent of all costs
			 relating to the land exchange, including the costs of appraisals, surveys, and
			 any necessary environmental clearances; and</text>
				</paragraph><paragraph id="H5DA847D9CA2249379A95943AD488B245"><enum>(2)</enum><text>such additional
			 terms and conditions as the Secretary may require.</text>
				</paragraph></subsection><subsection id="HE1D3097C15A9486A975F3AAE68DADA99"><enum>(d)</enum><header>Deadline for
			 completion of land exchange</header><text>It is the intent of Congress that the
			 land exchanges under this section be completed by not later than 5 years after
			 the date of enactment of this Act.</text>
