		<official-title>To limit the manner in which Amtrak is authorized to
		  provide food and beverage service.</official-title>

		<section id="H8BB8F0D4EC7F412B8A1896570334A252" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Amtrak Food and Beverage Service
			 Savings Act</short-title></quote>.</text>
		</section><section id="H07094A936DFF470E93D6311E12E06ABD"><enum>2.</enum><header>Amtrak food and
			 beverage service</header>
			<subsection id="HB5E5C38236884D36B942D2C2C4E8044F"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">Section 24305(c)(4) of title 49, United
			 States Code, is amended by striking <quote>only if revenues from the services
			 each year at least equal the cost of providing the services</quote> and
			 inserting <quote>only as provided in subsection (g)</quote>.</text>
			</subsection><subsection id="H4B85E4178FC14818B1A38437ACE785CE"><enum>(b)</enum><header>Procedures</header><text display-inline="yes-display-inline">Section 24305 of title 49, United States
			 Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H59AA2C81C473411ABBF19902A49C414A" style="OLC">
					<subsection id="H0D7C9C9E135947418471808FD1274F9B"><enum>(g)</enum><header>Food and
				beverage service</header>
						<paragraph id="HC432B854E1354D488970640A5FE552E9"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as provided in
				paragraph (6), food and beverage service may be provided on Amtrak trains only
				by a bidder selected by the Federal Railroad Administration under paragraph
				(5). The Federal Railroad Administration may consult with and obtain assistance
				from the General Services Administration in carrying out this
				subsection.</text>
						</paragraph><paragraph id="H44E7362C340B4195A287DA01E1F328AF"><enum>(2)</enum><header>Requests for
				proposals</header><text display-inline="yes-display-inline">Not later than 60
				days after the date of enactment of this subsection, the Federal Railroad
				Administration shall issue separate requests for proposals for provision of
				food and beverage service on Amtrak trains on—</text>
							<subparagraph id="H30AF45A9FF0F4DA2A2D5BCC7695E1C6D"><enum>(A)</enum><text>the Northeast
				Corridor;</text>
							</subparagraph><subparagraph id="H324535E70CC140E28A2272FF60F6BB1F"><enum>(B)</enum><text display-inline="yes-display-inline">other long-haul routes; and</text>
							</subparagraph><subparagraph id="H977D8B21DEA24B4DBF9A9EAC1F961F47"><enum>(C)</enum><text>State-run
				routes.</text>
							</subparagraph></paragraph><paragraph id="HF901429E4797452B97C8145EBD87EE4A"><enum>(3)</enum><header>Deadlines</header>
							<subparagraph id="HCE3C8C2FF38A4B3E9E2E9786B8D2EFC2"><enum>(A)</enum><header>Submittal of
				bids</header><text>Bids for the provision of food and beverage service on
				Amtrak trains pursuant to the requests for proposals issued under paragraph (2)
				shall be submitted to the Federal Railroad Administration not later than 60
				days after the issuance of the relevant request for proposals.</text>
							</subparagraph><subparagraph id="HE54CF7A714E54EC5B8281D2FE6BDF865"><enum>(B)</enum><header>Selection of
				winning bids</header><text display-inline="yes-display-inline">The Federal
				Railroad Administration shall select winning bidders pursuant to paragraph (5)
				not later than 90 days after the issuance of the relevant request for
				proposals.</text>
							</subparagraph></paragraph><paragraph id="H3A029370407049D78DBBEF363FCFF303"><enum>(4)</enum><header>Amtrak
				participation</header><text>Amtrak may participate in the bidding pursuant to a
				request for proposals issued under paragraph (2).</text>
						</paragraph><paragraph id="H9CCFA0AC5CB4428282FC946714958CE5"><enum>(5)</enum><header>Selection of
				providers</header><text display-inline="yes-display-inline">The Federal
				Railroad Administration shall select for the provision of food and beverage
				service on Amtrak trains the qualified bidder responding to the request for
				proposals issued under paragraph (2) whose bid would result in the lowest cost,
				or the greatest source of revenue, to Amtrak.</text>
						</paragraph><paragraph id="H29950ED4C2EB431786C03A5E91B081A0"><enum>(6)</enum><header>Exemption</header><text display-inline="yes-display-inline">If no qualified bidder responds to the
				request for proposals issued under paragraph (2), Amtrak, after transmitting to
				the Federal Railroad Administration and the Congress an explanation of the
				reasons for the need of an exemption, may request from the Federal Railroad
				Administration, and the Federal Railroad Administration may grant, an exemption
				from the limitations under this subsection.</text>
						</paragraph><paragraph id="HA4B465749FBE4FB198FFA25B5B21C5D5"><enum>(7)</enum><header>Subsidy for net
				loss</header><text display-inline="yes-display-inline">The Federal Railroad
				Administration shall provide directly to the entity providing food and beverage
				service on Amtrak trains any portion of appropriations for Amtrak necessary to
				cover a net loss resulting from the provision of such service, but only to the
				extent that such net loss was anticipated in the bid
				selected.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
