		<official-title>To direct the Secretary of Veterans Affairs to establish
		  a grant program to assist veterans find employment, to make permanent and
		  modify the work opportunity tax credit with respect to unemployed veterans, and
		  for other purposes.</official-title>

		<section id="H7A69FF29F1BC4650B908AB738FF632C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Heroes Hiring Heroes Act of
			 2011</short-title></quote>.</text>
		</section><section id="H2BAD9CEB1BE3480590758CB0100E9A3D" section-type="subsequent-section"><enum>2.</enum><header>Veteran employment
			 assistance grant program</header>
			<subsection id="HB8109D1AF0B54376845056B7DF445DE8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subject to the availability of
			 appropriations for such purpose, the Secretary of Veterans Affairs shall
			 establish a program to award grants to States to assist the employment of
			 veterans.</text>
			</subsection><subsection id="H27267439BC554A77A642D1E2AB94D182"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">The Secretary may award a grant under this
			 section to a State that—</text>
				<paragraph id="HA0A675CB08C144168CE05F867D4750E0"><enum>(1)</enum><text>is carrying out a
			 program to assist the employment of veterans; or</text>
				</paragraph><paragraph id="HAEC87D58EC5F452FA8C81BA822BA2061"><enum>(2)</enum><text>was carrying out
			 such a program but does not have sufficient funding to continue the
			 program.</text>
				</paragraph></subsection><subsection id="H90D3C8209E1A4D779481511B54BD33E9"><enum>(c)</enum><header>Use of
			 grant</header><text>A State may use a grant awarded under this section to
			 provide veterans with—</text>
				<paragraph id="HC7660991FE5C48338FD8ED7CD158FEB4"><enum>(1)</enum><text>quarterly job
			 fairs or other similar forums in which the State assists veterans in meeting
			 potential employers;</text>
				</paragraph><paragraph id="H5F4FBE098329442B88DDEEBCDF0528A3"><enum>(2)</enum><text>employment
			 resources on an Internet Web site, including through maintaining or
			 establishing a Web site containing job listings, a resume bank, or employment
			 advice or other information;</text>
				</paragraph><paragraph id="H92D5379C6A034A369412D7F1F96B6D13"><enum>(3)</enum><text>in-person
			 employment assistance, including resume-building and job-placement
			 services;</text>
				</paragraph><paragraph id="HA1D358F7DAFA4281BF273E920DF96D49"><enum>(4)</enum><text>workshops or
			 seminars that cover business or office conduct, the job interview process, how
			 to apply for a job, and other similar information; and</text>
				</paragraph><paragraph id="H74978FAC0EB744668C995369B1CA8695"><enum>(5)</enum><text>training of
			 technology skills, including training with respect to the Internet and widely
			 used word-processing, spreadsheet, and presentation software.</text>
				</paragraph></subsection><subsection id="H3E62022487F5434F8DB70B7C02BDF3D1"><enum>(d)</enum><header>Number and
			 amount of grants</header>
				<paragraph id="HBB11A55ED0784E86A7FD67C57553D66C"><enum>(1)</enum><header>Number</header><text display-inline="yes-display-inline">The Secretary may award more than one grant
			 under this section to a State.</text>
				</paragraph><paragraph id="H676620E1D31D445E8D73CEA6E238C73D"><enum>(2)</enum><header>Amount</header><text>A
			 grant awarded under this section may not exceed $100,000.</text>
				</paragraph></subsection><subsection id="H33CAD274FFDC482A8A5FC61723620045"><enum>(e)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible for a grant under this
			 section, a State shall submit to the Secretary an application at such time, in
			 such manner, and containing such information as the Secretary may
			 require.</text>
			</subsection><subsection id="HC1451A89B9BB41B1BEAB0DD0AA67002B"><enum>(f)</enum><header>Authorization of
			 Appropriations</header><text>There is authorized to be appropriated to the
			 Secretary to carry out this section a total of $5,000,000.</text>
			</subsection></section><section id="H72977495B8C547B78CFAE3DE5A0F2256" section-type="subsequent-section"><enum>3.</enum><header>Extension and
			 modification of work opportunity tax credit for certain veterans</header>
			<subsection id="H23A3249B20CF46BEB473A228EF0C371C"><enum>(a)</enum><header>Temporary
			 extension and increase</header><text>Subparagraph (A) of section 51(d)(14) of
			 the Internal Revenue Code of 1986 is amended—</text>
				<paragraph id="HD34C4813396E434B9CD601F32CB84F7C"><enum>(1)</enum><text>by striking
			 <quote>unemployed veteran or</quote>,</text>
				</paragraph><paragraph id="HF7044A5517A3451B91F8FF210A013C2B"><enum>(2)</enum><text>by inserting
			 <quote>, or any unemployed veteran who begins work for the employer after
			 December 31, 2011, and before January 1, 2017,</quote> after <quote>or
			 2010</quote>, and</text>
				</paragraph><paragraph id="H915920C815CF46AE9238AFEB33CFDE7A"><enum>(3)</enum><text>by inserting
			 before the period at the end the following: <quote>, and subsection (b)(3)
			 shall be applied with respect to any such unemployed veteran by substituting
			 <quote>$14,000</quote> for <quote>$6,000</quote></quote>.</text>
				</paragraph></subsection><subsection id="H4BB78A25FF39488CBF8EB8FBEEC46603"><enum>(b)</enum><header>Permanent rule
			 for veteran-Owned business</header><text>Paragraph (14) of section 51(d) of
			 such Code is amended by adding at the end the following new
			 subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HC907A13140204C3E8749164B512D6108" style="OLC">
					<subparagraph id="HF7CA19A5FB224DA5BA81B933A04B0A60"><enum>(C)</enum><header>Special rule for
				veteran-owned employer</header>
						<clause id="HE013A5BF48A944D3A95CA966A0C4C4B4"><enum>(i)</enum><header>In
				general</header><text>In the case of an unemployed veteran who begins work for
				a veteran-owned employer after December 31, 2016, and was hired through a State
				job fair or forum described in section 2(c)(1) of the Heroes Hiring Heroes Act
				of 2011—</text>
							<subclause id="HE0A3E32429A5406688A57A2D1F7C4B5E"><enum>(I)</enum><text>such unemployed
				veteran shall be treated as a member of a targeted group for purposes of this
				subpart, and</text>
							</subclause><subclause id="H45F0D9B8F91640519C368BC77FE8F9C3"><enum>(II)</enum><text>subsection (a)
				shall be applied by increasing by 20 percent the percentage applicable to the
				qualified first-year wages of such employee.</text>
							</subclause></clause><clause id="HFABD0345E61540338D46345F34CFC564"><enum>(ii)</enum><header>Veteran-owned
				employer</header><text display-inline="yes-display-inline">The term
				<term>veteran-owned employer</term> means any employer who is a person listed
				in the database maintained by the Secretary of Defense under section 8127(f) of
				title 38, United States Code, as a small business concern which is owned and
				controlled by
				veterans.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H097D8539FF994B6F8603BFA33B677874"><enum>(c)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Paragraph (4) of
			 section 51(c) of such Code is amended by adding at the end the following new
			 flush sentence:</text>
				<quoted-block display-inline="no-display-inline" id="H97CA06F8504A4404BDB5C594843F2A5B" style="OLC">
					<quoted-block-continuation-text quoted-block-continuation-text-level="section">The
				preceding sentence shall not apply to wages paid or incurred to an unemployed
				veteran.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4FEC9BFBDA114D4B82233F57DDCED18A"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 individuals who begin work for the employer after December 31, 2011.</text>
