		<official-title>To establish consistent requirements for the electronic
		  content and format of data used in the administration of certain human services
		  programs under the Social Security Act.</official-title>

		<section id="H94080FA32088430993175C52EA268209" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Standard Data and Technology
			 Advancement Act</short-title></quote> or the <quote><short-title>Standard DATA Act</short-title></quote>.</text>
		</section><section id="H6007AF284931427D92A85D51733716B3"><enum>2.</enum><header>Data
			 standardization for improved data matching</header>
			<subsection id="HE291DCA198854298B5EFC0A4D2D4C3A2"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Part A of title XI of
			 the Social Security Act (42 U.S.C. 1301–1320b-25) is amended by inserting after
			 section 1121 the following:</text>
				<quoted-block display-inline="no-display-inline" id="HFFBBE986E4224F388A99CBDBA0E1EAC9" style="OLC">
					<section id="H3EDE689C4355469DBC19964A5E274F41"><enum>1121A.</enum><header>Data
				standardization for improved data matching</header>
						<subsection id="H6079E36C5F704A869E9A2B5377D412B8"><enum>(a)</enum><header>Standard data
				elements</header>
							<paragraph id="H232F845779E443868182D17035D33C20"><enum>(1)</enum><header>Designation</header><text display-inline="yes-display-inline">The head of the department or agency
				responsible for administering a provision of title III, IV, IX, XII, XVI, or
				subtitle A of title XX, or section 511, shall, in consultation with an
				interagency work group established by the Office of Management and Budget and
				considering State perspectives, by rule, designate standard data elements for
				any category of information required to be reported under the provision of
				law.</text>
							</paragraph><paragraph id="HC3FB5CAB86544C6A8A3C0AE471E1B0A5"><enum>(2)</enum><header>Data elements
				must be nonproprietary and interoperable</header><text>The standard data
				elements designated under paragraph (1) shall, to the extent practicable, be
				nonproprietary and interoperable.</text>
							</paragraph><paragraph id="HE1AD0B6BE2D64DAF987995E2AEA7DDB5"><enum>(3)</enum><header>Other
				requirements</header><text>In designating standard data elements under this
				subsection, the Secretary shall, to the extent practicable,
				incorporate-—</text>
								<subparagraph id="HF0B477D80F9F43D7A0FF081FAA2C5EC7"><enum>(A)</enum><text>interoperable
				standards developed and maintained by an international voluntary consensus
				standards body, as defined by the Office of Management and Budget, such as the
				International Organization for Standardization;</text>
								</subparagraph><subparagraph id="H4F1DB5675DCB43EAA4F878B31EF8BFB2"><enum>(B)</enum><text>interoperable
				standards developed and maintained by intergovernmental partnerships, such as
				the National Information Exchange Model; and</text>
								</subparagraph><subparagraph id="H179770EF220A4C329F9C228D897E48C0"><enum>(C)</enum><text>interoperable
				standards developed and maintained by Federal entities with authority over
				contracting and financial assistance, such as the Federal Acquisition
				Regulatory Council.</text>
								</subparagraph></paragraph></subsection><subsection id="H8E5E5EF8E250427CA22F0A4370EAA486"><enum>(b)</enum><header>Data standards
				for reporting</header>
							<paragraph id="HFB87BB2B3847463A89FAC9E1AA1A05AA"><enum>(1)</enum><header>Designation</header><text display-inline="yes-display-inline">The head of the department or agency
				responsible for administering a provision of law referred to in subsection
				(a)(1) shall, in consultation with an interagency work group established by the
				Office of Management and Budget, and considering State government perspectives,
				by rule, designate data reporting standards to govern the reporting required
				under the provision of law.</text>
							</paragraph><paragraph id="HB4DBCB1266464C239E056B1E0FBA1854"><enum>(2)</enum><header>Requirements</header><text>The
				data reporting standards required by paragraph (1) shall, to the extent
				practicable—</text>
								<subparagraph id="H44513D6E1F0E490D91E8816181C35B93"><enum>(A)</enum><text>incorporate a
				widely accepted, non-proprietary, searchable, computer-readable format;</text>
								</subparagraph><subparagraph id="H9DC72C62CB77447EA90D326FCB6F7D3F"><enum>(B)</enum><text>be consistent with
				and implement applicable accounting principles; and</text>
								</subparagraph><subparagraph id="H74CF5CA9C8094E0E885CA56E153B015A"><enum>(C)</enum><text>be capable of
				being continually upgraded as necessary.</text>
								</subparagraph></paragraph><paragraph id="H39E7244FB2EE45DF8D267E9F240691BB"><enum>(3)</enum><header>Incorporation of
				nonproprietary standards</header><text>In designating reporting standards under
				this subsection, the Secretary shall, to the extent practicable, incorporate
				existing nonproprietary standards, such as the eXtensible Business Reporting
				Language.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H83C1C6A76A0E46489690C1D36703B5B8"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall take effect on October 1, 2012, and shall apply with
			 respect to information required to be reported on or after such date.</text>
			</subsection><subsection id="HEC5D65BE648745DCBDE6F571AB750931"><enum>(c)</enum><header>Conforming
			 repeal</header><text display-inline="yes-display-inline">Effective on the date
			 of the enactment of this Act, section 105 of the Child and Family Services
			 Improvement and Innovation Act (Public Law 112–34) is repealed.</text>
			</subsection></section></legis-body>
