		<official-title>To require each agency to prepare and make public
		  quarterly and annual consolidated financial statements using the fair-value
		  accrual accounting method, to require the Congressional Budget Office to use
		  current-year spending as the baseline for estimating future mandatory and
		  discretionary changes, and for other purposes.</official-title>

		<section id="H94A14F851377442A9B2084AA15B6AB56" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Truth in Government Accounting Act of
			 2011</short-title></quote>.</text>
		</section><section id="H94386022D82C456BA98A14F691266343"><enum>2.</enum><header>Financial
			 statements</header>
			<subsection id="H88956034448F41D683245890CEAB3962"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">With respect to a
			 fiscal year, the head of each agency shall prepare and submit to the
			 Comptroller General a quarterly consolidated financial statement for each of
			 the first three quarters of such fiscal year and an annual consolidated
			 financial statement for such fiscal year as a whole for such agency based on
			 the fair-value accrual accounting method. Such statement shall include for such
			 agency—</text>
				<paragraph id="H51826ED85C734F29841CC9E90B536B21"><enum>(1)</enum><text>all future certain
			 liabilities, including all contingent liabilities that can be reasonably
			 estimated;</text>
				</paragraph><paragraph id="H2BD9B7C066FC4BFCBE966DDE8B89622A"><enum>(2)</enum><text>all liabilities
			 that may require future taxes for present liabilities; and</text>
				</paragraph><paragraph id="HF611131609F64C8A83C7F3A72281A31B"><enum>(3)</enum><text>other expenditures
			 and liabilities.</text>
				</paragraph></subsection><subsection id="H41C9087572904C40A7A5358A92EE6353"><enum>(b)</enum><header>Submission
			 deadlines</header>
				<paragraph id="HC2CD2D1E18BE4D22B8A4B30F9E1D604D"><enum>(1)</enum><header>Quarterly
			 financial statements</header><text>Each quarterly financial statement required
			 by subsection (a) shall be submitted not later than 90 days after the end of
			 the fiscal quarter.</text>
				</paragraph><paragraph id="H74E5221B4118465B973A9B2B48EEF671"><enum>(2)</enum><header>Annual financial
			 statements</header><text>Each annual financial statement required by subsection
			 (a) shall be submitted not later than 180 days after the end of the fiscal
			 year.</text>
				</paragraph></subsection><subsection id="HADB18AE542D84902A2AA26CCDED84B31"><enum>(c)</enum><header>Generally
			 accepted accounting principles and footnote disclosures</header><text display-inline="yes-display-inline">Each statement described under subsection
			 (a) shall be prepared in accordance with generally accepted accounting
			 principles applied on a consistent basis and include footnote
			 disclosures.</text>
			</subsection><subsection id="HC96831DE7BBC46838ACDA89227029CFE"><enum>(d)</enum><header>Web
			 site</header><text display-inline="yes-display-inline">Not later than 10 days
			 after the submission of any financial statements to the Comptroller General
			 under subsection (a), the Comptroller General shall publish all such statements
			 on a single, searchable, downloadable, up-to-date Web site accessible by the
			 public, that allows a user to search accounts and associated activities by an
			 agency and by each office, bureau, and activity of an agency.</text>
			</subsection><subsection id="H2A94F6728E464EC38F6C1E499810D69A"><enum>(e)</enum><header>Agency
			 defined</header><text display-inline="yes-display-inline">In this section, the
			 term <term>agency</term> has the meaning given that term in section 101 of
			 title 31, United States Code.</text>
			</subsection><subsection id="H19B34474B50C4F15BF2F94E5655C1146"><enum>(f)</enum><header>Auditing of
			 financial statements</header><text>Subchapter II of chapter 7 of title 31,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H0F9C118989B949E99F48908F1657867A" style="USC">
					<section id="HD7A2318791014AC0B99E947D31BFAAFA"><enum>721.</enum><header>Audit of agency
				consolidated financial statements</header>
						<subsection id="H31CF24881E0942D88484C271465C2A41"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Each year, the
				Comptroller General shall, in accordance with generally accepted auditing
				standards, audit the consolidated financial statements prepared by each agency
				for each fiscal year under section 2(a) of the
				<short-title>Truth in Government Accounting Act of
				2011</short-title>.</text>
						</subsection><subsection id="HD3FD72C8252841C3B2E4C4D5DB65E073"><enum>(b)</enum><header>Records and
				property</header><text>To carry out this section, the head of each agency shall
				provide the Comptroller General with all records and property of or used by
				each such agency in the preparation of the consolidated financial statements
				under section 2(a) of the <short-title>Truth in Government
				Accounting Act of 2011</short-title> that the Comptroller General determines to
				be statistically meaningful. The Comptroller General shall give the head of
				each agency a current list of officers and employees to whom, with proper
				identification, records and property may be made available, and who may make
				notes or copies necessary to carry out the audit. The head of each agency shall
				provide the Comptroller General with suitable facilities to carry out the
				audit.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HF641520FD4FA4177B4CBBE80E91D2667"><enum>3.</enum><header>Preparation of
			 the budget</header>
			<subsection id="HCA97E006347B45C2A36B6E6212CDE02C"><enum>(a)</enum><header>The
			 President</header><text display-inline="yes-display-inline">Section 1105(a) of
			 title 31, United States Code, is amended—</text>
				<paragraph id="H360EB0CADEEF49FAAA5C82CE77FF23FD"><enum>(1)</enum><text>by redesignating
			 the second paragraph (37) as paragraph (39); and</text>
				</paragraph><paragraph id="HD4836D27BC5A4216A53BBE2A13DF55B1"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H5E6B38225D464678809856A7ECECD16C" style="USC">
						<paragraph id="H94B006C8F6B94A81B3AE052297FF263A"><enum>(40)</enum><text display-inline="yes-display-inline">A summary of how the use of accrual
				accounting procedures would affect the estimated expenditures, appropriations,
				and receipts of the Government in the fiscal year for which the budget is
				submitted.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H161F5FB027B64DAF9A3F5CB374260767"><enum>(b)</enum><header>Office of
			 Management and Budget</header><text display-inline="yes-display-inline">The
			 Director of the Office of Management and Budget shall prepare all of the
			 budgets submitted to the President according to both accrual accounting
			 procedures and the cash basis accounting method.</text>
			</subsection></section><section commented="no" id="HAD8CE581CBA8442882A0DBE645157710"><enum>4.</enum><header>Zero-baseline
			 budgeting</header>
			<subsection commented="no" id="H0754758FCB944FC382334CB571146008"><enum>(a)</enum><header>Changes in the
			 baseline</header><paragraph commented="no" display-inline="yes-display-inline" id="H0787F9DB86A347EEAE138D71E87B74C0"><enum>(1)</enum><text>Section 257(c) of the
			 Balanced Budget and Emergency Deficit Control Act of 1985 is amended—</text>
					<subparagraph id="H48F0178250124D5A814FEEEFDB9F9526" indent="up1"><enum>(A)</enum><text>in the second sentence of paragraph
			 (1), by striking everything that follows <quote>current year,</quote> and
			 inserting <quote>excluding resources designated as an emergency requirement and
			 any resources provided in supplemental appropriation laws.</quote>;</text>
					</subparagraph><subparagraph commented="no" id="HD751386514D44FB98F0E1D7B607EDCAB" indent="up1"><enum>(B)</enum><text>by striking paragraphs (2), (3), (4),
			 and (5);</text>
					</subparagraph><subparagraph commented="no" id="H6372F410A640446795C0C0F208EFD742" indent="up1"><enum>(C)</enum><text>by redesignating paragraph (6) as
			 paragraph (2); and</text>
					</subparagraph><subparagraph commented="no" id="H96737883AE654C80A8A6B3F83F3560EE" indent="up1"><enum>(D)</enum><text>by inserting after paragraph (2) the
			 following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HB26840664C154A47AE658BC95D544CDE" style="OLC">
							<paragraph commented="no" id="H27049E190EBF46A5B19FE227943CAD73"><enum>(3)</enum><header>No adjustment
				for inflation</header><text>No adjustment shall be made for inflation or for
				any other
				factor.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H7BBAE113AE2C401CB69C536D7BC2D5D3" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Section 257(b) of the Balanced Budget and
			 Emergency Deficit Control Act of 1985 is amended by adding at the end the
			 following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H1A554071A4234DE2B58529ACE43716F7" style="OLC">
						<paragraph id="HA80BDAA5614C4F358429FB0335092246"><enum>(4)</enum><header>No adjustment
				for inflation</header><text display-inline="yes-display-inline">No adjustment
				shall be made for inflation or for any other factor for any direct spending
				program.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H74897CEF5C894418A2D421755BFCFEAE"><enum>(b)</enum><header>Extension</header><text>The
			 second sentence of section 275(b) of the Balanced Budget and Emergency Deficit
			 Control Act of 1985 is amended by inserting <quote>other than subsections (a)
			 through (d) of section 257</quote> after <quote>title</quote>.</text>
			</subsection></section><section id="HF36B8774020447138D3FD4B90963B91D"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act, and the
			 amendments made by this Act, shall take effect on October 1, 2012.</text>
