		<official-title>To prohibit election officials from requiring individuals
		  to provide photo identification as a condition of obtaining or casting a ballot
		  in an election for Federal office or registering to vote in elections for
		  Federal office, and for other purposes.</official-title>

		<section id="HFFD9380DC1814BDAAFDFC231C5CBD1CD" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Voter Access Protection Act of
			 2011</short-title></quote>.</text>
		</section><section id="id4B5C9881EE4C4E50A6530E1420D41982"><enum>2.</enum><header>Prohibiting
			 states from imposing photo identification requirement for voting or registering
			 to vote in federal elections</header>
			<subsection id="H07413ECEE6D241CB81740FCCCC510361"><enum>(a)</enum><header>Prohibition</header>
				<paragraph id="H5281DCEB7F8849A6B21CAF2DF10C4993"><enum>(1)</enum><header>In
			 general</header><text>Title III of the Help America Vote Act of 2002 (42 U.S.C.
			 15481 et seq.) is amended by inserting after section 303 the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="H85CC9691CE1B4F1AB5AFE58BCAB4EC6D" style="OLC">
						<section id="H2A31DDD7FDD94F44BBDF2ED996CB2CAD"><enum>303A.</enum><header>Prohibiting
				election officials from requiring individuals to present photo
				identification</header>
							<subsection id="H83C1FE280B9D42568F488B12592C16FC"><enum>(a)</enum><header>Photo
				identification as a condition of voting</header><text display-inline="yes-display-inline">Except to the extent permitted under
				section 303(b), a State or local election official may not—</text>
								<paragraph id="H2E8A6BD9F81E41249660B724D1AFBD2E"><enum>(1)</enum><text>require an
				individual to present a photo identification (or, in the case of an individual
				who desires to vote by mail, a copy of a photo identification) as a condition
				of obtaining or casting a ballot in an election for Federal office; or</text>
								</paragraph><paragraph id="HD63E3CC9D6D54442966681A2810B0852"><enum>(2)</enum><text display-inline="yes-display-inline">require an individual to cast a provisional
				ballot under section 302 solely on the grounds that the individual does not
				present a photo identification at the polling place.</text>
								</paragraph></subsection><subsection id="H34A632D161AC43B189AD2DDE6666A0A4"><enum>(b)</enum><header>Photo
				identification as a condition of registering To vote</header><text display-inline="yes-display-inline">A State or local election official may not
				require an individual to provide a photo identification (or, in the case of an
				individual who desires to register to vote by mail or online, a copy or
				electronic copy of a photo identification) as a condition of registering to
				vote in an election for Federal
				office.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HA229F8A582B54D6B95377C494E537D6F"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of contents of such Act is amended by
			 inserting after the item relating to section 303 the following new item:</text>

							<toc-entry level="section">Sec. 303A. Prohibiting election officials

						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H50703070D06848758F85C831B5B46AD3"><enum>(b)</enum><header>Conforming
			 amendment relating to enforcement</header><text>Section 401 of such Act (42
			 U.S.C. 15511) is amended by striking <quote>and 303</quote> and inserting
			 <quote>303, and 303A</quote>.</text>
			</subsection></section><section display-inline="no-display-inline" id="HB8F8133D800B4F80862DF7CCDAEE1EB5" section-type="subsequent-section"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall apply with respect to elections occurring after the date of the
			 enactment of this Act.</text>
