		<section id="HF363BEF2C17346018B2D409C5E00E953" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Health Care Stamp
			 Act</short-title></quote>.</text>
		</section><section id="H3C56BEF3086A4ADBAD31155680ECEE32" section-type="subsequent-section"><enum>2.</enum><header>Veterans health care
			 stamp</header>
			<subsection id="H0DCA0A50B88C4DCF93C6D33D64E9E666"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In order to afford a
			 convenient way for members of the public to contribute to funding for the
			 medical care and treatment of veterans, the United States Postal Service shall
			 provide for the issuance and sale of a special postage stamp, hereinafter
			 referred to as the <quote>veterans health care stamp</quote>, in accordance
			 with subsections (b) and (c).</text>
			</subsection><subsection id="H4D618CB78F20480DBAC87BE9C600850F"><enum>(b)</enum><header>Terms and
			 conditions</header><text>The issuance and sale of the veterans health care
			 stamp shall be governed by section 416 of title 39, United States Code, except
			 that—</text>
				<paragraph id="HB5B89D8DCBA243C0BC58724533821801"><enum>(1)</enum><text>all amounts
			 becoming available from the sale of such stamp shall be transferred to the
			 Department of Veterans Affairs in accordance with section 416(d) of such title;
			 and</text>
				</paragraph><paragraph id="HFEC02E925C1A468A81A2449CB00BD2BB"><enum>(2)</enum><text>such stamp shall
			 not be subject to any numerical limitation under section 416(e)(1)(C) of such
			 title.</text>
				</paragraph></subsection><subsection id="HC20953401C4D41F7A7BB013992897775"><enum>(c)</enum><header>Annual
			 reissuance</header><text>The veterans health care stamp shall bear such
			 illustration, depiction, or other image or design as the Postal Service shall
			 determine in time to allow for its reissuance to coincide with Veterans Day of
			 each year.</text>
